Brief - North York Moors climate adaptation
The North York Moors National Park Authority requires, as part of its forward management planning for the park, to have a broad idea of how climate change (temperature and precipitation) will impact on land use across the North York Moors over the next 50 -80 years. Using climate modelling to forecast and better understand how climate change will affect vegetation and specific upland species - particularly birds - and postulate how land use might change will be the core of this work.
The work would consider 2 scenarios:
(1) seeing how the landscape might look and respond in 50 -80 years if land use didn't change, and
(2) seeing what the landscape may look like in 50-80 years if natural regeneration and reduced disturbance were allowed alongside species introduction of native species.
The Authority is also interested to explore how climate change will impact ecosystem functions for a range of land-use scenarios.
An illustration of the landscape under both scenarios should be produced which can be used to stimulate debate and discussion with the relevant stakeholders about nature recovery and land management in the park.
Timetable:
The indicative time frame is 12 months from January 2023 to December 2023.
Deliverables:
The work will deliver a report to the client including, maps, 3D visualisations and artistic renders.

This is an initial piece of work, to be completed before financial year end 22/23 that would seek to determine the following:
Understand the current suite of earned and commercial income sources that NPAs are exploiting and explore how this varies across NPAs
Assess whether there is in potential for NPAs to profitably increase and diversify their income and capitalise on other local opportunities to unlock new untapped or underexploited sources of revenue? Assess how this is likely to vary across NPAs
How significant might the opportunity be for NPAs? Can we identify tangible examples of this local income generation strategy in action that might provide inspiration to NPAs?
What are the barriers, key dependencies, legal and financial considerations for NPAs in growing commercial income?
Consider how developed each NPA is in terms of income generation, and what potential exists for each?
How might the opportunities identified inform the priorities of National Parks Partnerships (NPP) in prospecting for partnerships? Does the evidence point to further activities where NPP could provide a vehicle for unlocking further unrestricted revenue for NPA shareholders?
At a macro level, what resource - capital, staff resources, consultancy - would be required to unlock this income generation potential and how would this vary across NPAs?
What changes are needed in powers and legislation to enable NPAs to fully exploit the range of opportunities and how might this come into conflict with their statutory purposes?
What role can Defra & its agencies as well as other public bodies play in supporting NPAs in developing opportunities?

The key objectives of the contract are to construct 2 new water crossings to replace existing obstacles. All works must be completed before the end of June 2023 to align with
project funding arrangements.
REPLACEMENT BRIDGE CROSSING, River Esk
The works comprise of installing a new bridge crossing over the River Esk on a private farm road to
Crag Farm. The existing bridge will remain in place as the main vehicular access to Crag Farm until the new bridge is completed and the approach roads reinstated. Then the existing bridge will be removed and the river channel reinstated to a form similar to conditions upstream.
The existing bridge over the River Esk (Esk 9a) provides the only vehicular means of access to Crag Farm and it must remain open throughout the works to allow milk tankers and routine farm traffic to access the farm, as well as emergency vehicles. A Traffic Management Plan will be required to be agreed with Crag Farm (who are supportive of the works).
The Esk 9a bridge is a Public Bridleway, however this designation will be subject to a temporary closure order arranged by the NYM NPA for the duration of the works to prevent public access.
When the new bridge is installed, the existing bridge is to be removed. Due to the bridge removal requiring direct works in the river, these works cannot commence prior to 22nd May 2023 (subject to confirmation) due to emergence of juvenile fish in the river.
All activities will require installation of appropri...erosion protection comprising riprap stone at toe of bank (approx. 30 m3), rock rolls (approx. 60 m), at lower levels, and addition of biomatting (to be anchored and pinned) (approx. 120 m2), at upper bank levels and at top of bank.
REPLACEMENT CULVERT, Little Fryup Beck
The works comprise of the replacement of an existing twin pipe culverted crossing of a private farm track over the Little Fryup Beck with a 4m span multi-plate bottomless arch culvert:
1. Remove existing culverts and re-grade the bed of the Beck to remove the upstream build-up of sediment;
2. Cast in-situ/precast strip foundations, incorporating arch seating channel (or with fixing/load transfer system to Contractor's design, to equivalent performance);
3. Reinstate the channel bed with stone, as per design specification;
4. Re-form the channel bed between the abutments using placed stone;
5. Assemble multiplate bottomless arch culvert from pre-fabricated plates onto strip foundations;
6. Cast in-situ concrete headwall, to tie-in to foundations and steel arch;
7. The BAC shall receive compacted fill in layers to the sides and above the crown of the arch, with a C40 fibre concrete running surface formed;
8. Place rock armour to provide a tie in between the concrete headwall and reprofiled banks upstream at culvert inlet and outlet;
9. A pedestrian handrail to be fixed to the headwall;
10. The track will be reinstated either side of the culvert with a compacted stone fill running surface.

To undertake a census of water vole and small pearl-bordered fritillary across the North York Moors National Park in 2023, supported by National Park trained survey volunteers. The project will involve assessing the suitability of surveyed sites for small pearl-bordered fritillary and water vole, identifying where actions could be undertaken to improve and connect habitats to support either or both species, undertaking DNA analysis of existing water vole population to determine relatedness, analysing existing mink records and engaging with local communities to produce a viable mink population control plan and producing a report and associated maps summarising the findings of the survey and setting out a detailed strategy to recover and improve resilience of populations of water vole and small pearl-bordered fritillary in the North York Moors National Park.
