North Lanarkshire Council (NLC) intend to establish a contract for Professional Services for the Development Support for the Social Enterprise Sector.

The Council is seeking to appoint a single contractor to provide a cyclical stairwell (close) cleaning service across a portfolio of around 700 public sector owned buildings located across all areas of North Lanarkshire. The programme involves the cleaning of communal areas within flatted or maisonette blocks across North Lanarkshire, the Blocks are up to 5 floors in height and are multi tenure, but the majority of residents are council tenants.

This Tender Documentation is for the Measured Term Contract for the periodic servicing, maintenance and repair of Door Entry Systems and priority coded ad-hoc response orders for repair works necessitated by vandalism and sundry other works to domestic council properties. This includes all minor routine repairs and/or renewal of any components (minor or major) such as entry panels, handsets, replacement of doors etc as may be necessary. It also includes the provision of a call out repair service to all properties listed within the procurement documents. Services will require normal response repairs, immediate response repairs and planned maintenance works. - The Contract will be in place for 12 months, with the option to extend for a maximum period of 12 calendar months (in 3 monthly periods). All works will be carried out within the geographical boundaries of North Lanarkshire Council. - Bidders should note that it is possible that the Transfer of Undertakings(Protection of Employment)Regulations 2006(SI2006/246)("TUPE") may apply to this contract. - Tenderers should also note that this Procurement is subject to a 10 days mandatory standstill period.

In accordance with The Public Contracts (Scotland) Regulations 2015, Regulation 74, the Council including Health and Social Care North Lanarkshire ("HSCNL"), the successful Contractor will lead on the governance, co-ordination of investment and oversight of engagement and participation across HSCNL. The successful Contractor will have responsibility for developing and implementing a governance structure and processes to facilitate, co-ordinate and progress engagement and participation with supported people in North Lanarkshire as outlined in the outcomes of the contract.

North Lanarkshire Council (“NLC”) have made the commitment to improve the health and fitness offering by investing in a new gym equipment across their full suite of gyms. To achieve we will tender our requirements through an Open procedure to create a framework agreement to support the refurbishments at each site. An overview of the requirements of this tender are to supply, deliver, install, and maintain the below: Cardiovascular and strength machines There will also be an expectation of the following from successful contractors: Maintenance of gym equipment will be required throughout the length of the partnership, design and marketing support, staff training. NLC are looking to forge an ongoing relationship with suppliers to ensure the highest quality of service for customers. On this basis suppliers are expected to provide details of the benefits which they can offer as part of the contract that will have a direct impact on the level of customer service provided both within NLC facilities and within the wider community. A schedule across a 5 year timespan will allow each health and fitness facility to be improved with a strategic approach of both improving membership sales and customer retention throughout.

North Lanarkshire Council operates six Household Waste Recycling Centres (HWRC) throughout it geographic region that allows residents to dispose and recycle their waste that is not suitable for collection via the councils kerbside collection services or not willing to utilise the councils special uplift / bulky waste service. To enable operation of the HWRC sites, the council require multiple large container type skips to collect waste in designated streams e.g. general refuse, paper / cardboard, wood, etc. This is a key aspect of HWRC operations as it enables maximum operation and capacity objectives for each site.

As part of the Scottish Government's Whole Family Wellbeing Fund, North Lanarkshire Council (NLC) intend to establish a single supplier contract to provide a service for early help and take a preventative approach to providing support to families across North Lanarkshire who need it.

North Lanarkshire Council wishes to establish a Contract for the provision of cyclical inspection and servicing of Swimming / Hydrotherapy Pool Plant, and ongoing maintenance and repairs of Swimming / Hydrotherapy Pools and Ancillary Equipment at various corporate properties and leisure facilities throughout the geographical area of North Lanarkshire Council.

To engage the services of a Consultant to undertake the recording of laying and compaction practices of Contractors working on North Lanarkshire Council’s Road Works Contracts

North Lanarkshire Council (the "Council") propose to establish a contract with a sole Contractor for the provision of Community Living Support who will support adults over 16yrs of age in North Lanarkshire who require assistance to maintain living at home and integrate within their community. . The approach to this procurement is in accordance with Regulation 74 (Social and Other Specific Services).

North Lanarkshire Council (the Council) require a single external provider to perform a variety of removal, storage, redistribution and disposal services with sufficient skill and care whilst doing so in a safe and compliant manner.

Planned re-roofing, re-rendering & energy efficiency works to Council owned, owner-occupier and private sector domestic properties throughout the North Lanarkshire Council area. Contractors will be required to provide detailed individual property cost estimates for private owners prior to such works being instructed. Property types will be varied. - All Lots may be subject to Scottish Government Funding (EES:ABS) and the candidate will be responsible for securing the participation of private owners and subsequent agreements to any project works. - Works within this tender as a minimum requirement candidates are expected to have an ECO partner, such as a utility company, to maximise this funding opportunity. - Works will also include photovoltaic installations; mechanical ventilation; electrical upgrade works; and smoke detection. - Contractors Design and associated elements, including but not limited to the following: - External wall insulation (EWI) and associated works; - Roof structural integrity; - Metal roofing systems; - GRP canopies, - Rooflights, - PV and associated electrical systems, - Chimney demolitions - Additional details provided under II.2.4 Description of the Procurement and Additional Information Document for PCS II.2.4 attached separately. - It is anticipated that the Council will award one contractor to each Lot for this proposed contract. - Candidates can bid for all Lots, however, they can only be successful in one Lot. Lots will be evaluated in numerical order (lot 1, then Lot 2, then Lot 3). In the event that a Candidate bids for more than one Lot, then should they be successful in the first Lot they had bid for, they will be excluded from the next Lot they bid for and so on. - Candidates are restricted to utilising sub-contractors for up to a maximum percentage of 50% of any Contract Works across all Lots. - The deadline for submission of Candidate's clarifications is Wednesday 10th April 2024 at 12.00 noon. - Suppliers are advised to allow adequate time for uploading documents and to dispatch the electronic response well in advance of the closing time to avoid any last minute problems.
