North Lanarkshire Council wish to appoint a competent contractor for the provision of planned Rewiring of Communal Areas in Low-rise properties to both Council and privately owned properties throughout the geographical area of North Lanarkshire Council.
The Council has a commitment to rewire and upgrade the communal area electrical installations of its low-rise housing stock, renewing lighting within these blocks and attaining and maintaining compliance with current IEE regulations and other relevant safety standards. There will be a requirement for the Contractor to engage with private owners, via the Council's Contract Administrator. The contractor will be required to provide back up data, design and cost for these works on a block-by-block basis as appropriate.
The Council wish to procure a service for Independent Advocacy Service for Adults “Independent advocacy is the practice of providing support and representation to individuals, ensuring that their voices are heard, and their rights are upheld without any conflict of interest or external influence. Advocacy services and advocates at solely in the interests of the person that they are supporting, helping them to make informed decisions, express their wishes, and navigate often complex systems such as health and social care. Independent advocacy is free from bias or affiliation with other organisations and ensure that the needs and preference of the individual are the primary focus.”
North Lanarkshire Council wish to seek a competent contractor for the provision of a Measured Term Contract for Replacement of Windows and Doors 2025-2027 to domestic properties within North Lanarkshire.
The works comprise the removal (including disposal) of existing windows and doors and the supply and installation of replacement UPVC and timber doors and windows to various types of domestic properties.
All works will be carried out within the boundaries of North Lanarkshire and mainly within occupied properties.
This procurement exercise is being carried out as two lots, each having different values of works available.

In March 2020, North Lanarkshire Council approved the publication of its draft Town Visions recognising Cumbernauld, the largest town within the local authority area, as one of the major towns that should form part of its core investment programme for ‘The Place – The Vision’ for North Lanarkshire.
Considering the town’s strategic location and its town status,Cumbernauld has become a recognised commercial location with a mix offering business parks, industrial accommodation and retail shops. However, the town centre is largely retail dominated by the ‘the Centre Cumbernauld, Cumbernauld Shopping Centre’ (known jointly as ‘The Centre Cumbernauld’ (TCC)) together with the more modern Antonine Centre, along with two large office blocks and a further education college. This mix is no longer fit for purpose and does not meet the needs and aspirations of residents, many of whom now travel to nearby Glasgow or Stirling to shop, bypassing the TCC which many considered a blot on the urban landscape.
TCC was built in the 1960 / 70s and occupies an extensive site in the middle of Cumbernuald town centre. Formed on either side of a major public road (Central Way/A8011) and connected by overhead pedestrian foot bridge / walkway, it extends to over 5 hectares in size including car parks. However, a lack of investment over several years has meant that the centre itself is in relatively poor condition (requiring extensive repairs and improvement if it was to be retained as an operational asset in the longer-term).
The Council acquired the TCC in June 2023 in order to unlock transformational regeneration of Cumbernauld town centre and kick start the redevelopment of a mixed-use town centre space that will incorporate a Town Hub. This redevelopment will also stimulate private sector housing delivery, assembling land for residential use, enable development of much needed new homes and will contribute towards the regeneration of Cumbernauld into one of the eight towns recognised in North Lanarkshire Town Visions.

The Pupil Equity funding is additional funding allocated directly to schools with objective to allow flexibility within a local context for schools to target interventions aimed at closing the poverty related attainment gap.

It is envisaged that Service Providers appointed to this Flexible Framework will support these objectives. The resultant services will be made available to Primary, Secondary and Additional Support Needs schools within NLC.

Contractors can bid for 1 or more lots, but can only be appointed to 1. Contractors would therefore be asked to rank their preferred zones. Each zone would still be evaluated using MEAT scoring model. When a Contractor is 1st place in more than 1 zone, they are allocated based on their preference, then become void on other Lots applied for.

Services required include business support and expert help to businesses within Lanarkshire covering themes such as:

This opportunity is being presented as a multi-lot framework agreement.

The Framework Agreement of expert help consultancy support shall allow SMEs to receive between one (1) day (7 hours) and five (5) days (35 hours) of fully funded consultancy support. The main aim of the expert help is to ensure that suitably qualified consultants provide businesses with bespoke advice and support, focusing on sustainability and growth areas such as:

Planning and Regeneration services require timely access to competent external consultants which can provide the advice, insight and skills required to enable it to deliver place-based regeneration at pace and scale.
The appointed consultant is required be required to undertake site investigations required on sites identified by NLC and to engage with community groups linked to each site or to identify potential active groups that may take on ownership and management of each identified sites. The appointed consultant will develop ideas and concepts with the community groups and with NLC's Growth Team. The appointed consultant will be expected to take concept designs and develop these to a detailed level to provide project costs and to allow for tender documentation to be developed to allow a procurement process to be undertaken. The consultant will be expected to manage the procurement and tender evaluation process and will appoint the successful contractor and manage throughout the contract process through to final completion whilst liasing with the Growth Team during all the relevant stages. To assist with the ongoing development of North Lanarkshire Council’s Greenspace the support and input for NLC’s Planning department will be invaluable in focussing for the future use of greenspace development. Specialist input and experience will assist in helping push development forward and making decisions on community projects and the development of North Lanarkshire Council’s green spaces.
North Lanarkshire Council (the “Council”) propose to establish a Flexible Framework Agreement with multiple external learning Contractors to deliver vocational and skill-based interventions across a variety of subject areas. Provision will be accessible to all North Lanarkshire schools however is primarily sought for senior phase pupils (S4-S6).
The aim of this Framework is to enhance the employability skills and post school pathways that will better equip our young people for the world of work. A significant focus of this framework will be to ensure adequate specialist provision is available for our schools and programmes supporting pupils from priority and target groups.
The proposed Framework duration is 4 years. There will be annual entry points to allow new applicants to join the Framework for academic years 2026-27, 2027-28, and 2028-29. This framework will not include vocational and skills-based interventions delivered by further education colleges/universities or any provision delivered under school college partnership arrangements.
