The Council is seeking to contract with a sole supplier who can meet its requirements for Supply, Fit of Tyres for Vehicles & Plant and additional Services including puncture repairs and disposal for its Cars & Vans; Trucks; & Agricultural Plant Tyres.
North Lanarkshire Council (the 'Authority') has an ambitious vision to re-invent North Lanarkshire as the place to Live, Learn, Work, Invest and Visit. Through the Enterprise Project (the 'Project') an ambitious programme of regeneration and infrastructure investment, the Authority aims to implement a vision that enables inclusive growth and prosperity that will significantly improve the quality of life and wellbeing of North Lanarkshire’s communities.
As part of the Project the Authority is seeking a Contractor to provide reactive maintenance, statutory compliance, servicing and inspection services, as well as programmes of works to the Authority's existing assets at scale, related to or ancillary to maintenance and legislative compliance services for housing assets (approximately 37,000 homes) and corporate assets (approximately 1,200 buildings) (the 'Property Portfolio').
The Council requires the services of an established Production Company to present the annual Christmas Pantomime at Motherwell Theatre to run from November 2023.
Planning and Regeneration services require timely access to competent external consultants which can provide the advice, insight and skills required to enable it to deliver place-based regeneration at pace and scale.
The appointed consultant is required be required to undertake site investigations required on sites identified by NLC and to engage with community groups linked to each site or to identify potential active groups that may take on ownership and management of each identified sites. The appointed consultant will develop ideas and concepts with the community groups and with NLC's Growth Team. The appointed consultant will be expected to take concept designs and develop these to a detailed level to provide project costs and to allow for tender documentation to be developed to allow a procurement process to be undertaken. The consultant will be expected to manage the procurement and tender evaluation process and will appoint the successful contractor and manage throughout the contract process through to final completion whilst liasing with the Growth Team during all the relevant stages. To assist with the ongoing development of North Lanarkshire Council’s Greenspace the support and input for NLC’s Planning department will be invaluable in focussing for the future use of greenspace development. Specialist input and experience will assist in helping push development forward and making decisions on community projects and the development of North Lanarkshire Council’s green spaces.
The Council has a requirement to service and maintain its existing suite of BEMS (Building Energy Management Systems). The work includes the provision of servicing & maintenance support to cover the Council’s BEMS network, including Active & Creative Communities properties, to include the existing 156 systems that are currently in operation throughout various sites within the Council’s corporate portfolio, including schools, office accommodation, and community & leisure centres. The requirement will also cover a proposal for 6 new systems that the Council intends to procure over the coming years, along with any other new installs within the contract period as well as a phased programme of upgrading a number of older IQ1 and IQ2 controllers to current IQ4. Upgrades and maintenance of Trend System Engineering Tool and front-end software will be required, including any future front-end software installations. The service will also include scheduled on-site maintenance visits and 24/7 off-site response and support.
North Lanarkshire Council (NLC) intend to establish a Flexible Framework for services linked to Scottish Attainment Challenge and Pupil Equity Fund.

Key objectives of Scottish Attainment Challenge is to provide opportunities for local authorities in addressing the poverty related attainment gap.

The Pupil Equity funding is additional funding allocated directly to schools with objective to allow flexibility within a local context for schools to target interventions aimed at closing the poverty related attainment gap.

It is envisaged that Service Providers appointed to this Flexible Framework will support these objectives. The resultant services will be made available to Primary, Secondary and Additional Support Needs schools within NLC.
In accordance with The Public Contracts (Scotland) Regulations 2015, Regulation 74, the Council intend to establish a Flexible Framework to secure external providers who can supplement the Council’s internal early learning and childcare provision. The proposed Framework will be for 4 years, with options for Tenderers to apply to the Framework in either years 1, 2, 3 or 4.
North Lanarkshire Council wishes to establish a contract for the installation of battery storage to existing solar PV systems within NLC Housing Stock.
Additional works could include PV installations + updating out dated distribution boards when identified.

The Council have already established a Flexible Framework (see https://www.publiccontractsscotland.gov.uk/search/show/search_view.aspx?ID=NOV399554) with multiple Service Providers who offer a multi-day outdoor education experience, with residential stay, for groups of school pupils. The Council have 155 Educational establishments who could potentially use this Framework.
The original Framework was setup for 10 years, with included annual entry points to allow new Providers to apply to join the Framework, this would enable the Council to maintain capacity and choice.

North Lanarkshire Council wishes to establish a Contract for the provision of Measured Term Contract for the bi-annual cyclical inspection and servicing of Swimming Pool Plant, and ongoing maintenance and repairs of Swimming Pool Plant 2023-2025 (HO PM 22 113) at various corporate properties and leisure facilities throughout the geographical area of North Lanarkshire Council as per Asset Lists, providing detailed reports with recommendation, all subject to the issue of Orders from the CA.
North Lanarkshire Council wish to seek a competent contractor for the provision of a Measured Term Contract for Replacement of Windows and Doors 2023-2025 to domestic properties within North Lanarkshire.
The works comprise the removal (including disposal) of existing windows and doors and the supply and installation of replacement UPVC and timber doors and windows to various types of domestic properties.
All works will be carried out within the boundaries of North Lanarkshire and mainly within occupied properties.
This procurement exercise is being carried out as two lots, each having different values of works available.

The aim of this Framework is to enhance the employability skills and post school pathways that will better equip our young people for the world of work. A significant focus of this framework will be to ensure adequate specialist provision is available for our schools and programmes supporting pupils from priority and target groups.

As part of the Project the Authority is seeking a Contractor to provide reactive maintenance, incident response services, routine maintenance, winter maintenance planning / delivery, network inspections, investment / improvement projects and programmes and other related work to the Authority's existing roads assets at scale, (the 'Affected Properties').
As part of the preparatory work for a potential future procurement procedure, North Lanarkshire Council (the “Council”) is looking to engage with the market for 6 Immersive Experience Rooms to provide an entire room wall projection within various locations for use by Schools and Community Groups. The purpose of this PIN is to invite suppliers to engage early interest with a view to the Council contacting the suppliers who register interest at a later date. The form of communication may be e-mail or a supplier day, the Council will decide based on the level of interest received.
This procurement aligns with the Plan for North Lanarkshire which sets out our vision and plans to deliver a world class digital infrastructure capable of enhancing digital skills and levels of participation within our communities. The planned digital transformation is to be responsive to the needs of communities and enhance the opportunities to engage with services. A further ambition of the Council is to support all children and young people to realise their full potential. In doing so raising attainment and skills for learning life and work.
Having now completed the PIN engagement process the Council now wishes to progress to tender stage. The contract will be for a 5 year period commencing approximately February 2023 concluding in February 2028. The contract will be for an initial commitment of 2 new pods (including support) and the support of an existing pod. A maximum value of 2,000,000 GBP will be applied to the contract to include any future pods the Council may acquire funding for.
North Lanarkshire Council (“NLC”) have made the commitment to improve the health and fitness offering by investing in a new gym equipment across their full suite of gyms. To achieve we will tender our requirements through an Open procedure to create a framework agreement to support the refurbishments at each site.
An overview of the requirements of this tender are to supply, deliver, install, and maintain the below:
Cardiovascular and strength machines, functional and free weight equipment, plate loaded equipment, studio and spin bike equipment and specialist flooring.

Maintenance of gym equipment will be required throughout the length of the partnership, design and marketing support, staff training.
NLC are looking to forge an ongoing relationship with suppliers to ensure the highest quality of service for customers. On this basis suppliers are expected to provide details of the benefits which they can offer as part of the contract that will have a direct impact on the level of customer service provided both within NLC facilities and within the wider community.
A schedule across a 5 year timespan will allow each health and fitness facility to be improved with a strategic approach of both improving membership sales and customer retention throughout.
It is anticipated that one contractor will not be able to supply all the equipment detailed on the Detail of Requirements. The requirements will be split into four work packages; Cardio and Fixed Strength, Resistance Plate Loaded, Functional, Free Weights and Floor and Studio and Indoor Cycle. One contractor will be appointed to each work package however there will be no limitations on how many work packages can be awarded to a contractor.
North Lanarkshire Council (the “Council”) has already established a Flexible Framework with external providers ("Contractors") to support the critical Service Delivery to Children, Young People and Adults who have been assessed as requiring support to design, develop and achieve real lives in line with the Social Care (Self Directed Support) (Scotland) Act 2013.

North Lanarkshire Council and South Lanarkshire Council have secured funding from the UK Shared Prosperity Fund (UKSPF) to provide Business Support and Expert Help Services that supplement existing services through Business Gateway Lanarkshire.
Services required include business support and expert help to businesses within Lanarkshire covering themes such as:
-Financial Management;
-Human Resources Leadership and Skills;
-Procurement;
-Marketing;
-Information and Digital Technology;
-Legal Support;
-Energy Efficiencies and Net Zero;
-Business Development; and
-New Market Opportunities and Internationalisation
This opportunity is being presented as a multi-lot framework agreement.
The main purpose of the framework agreement is to support Lanarkshire businesses to grow; thus providing employment opportunities, growth in key sectors and inclusive growth. This will be achieved by providing support to businesses on specific topics which will help their understanding, skills and capabilities; highlight potential areas for improvement; signposting service users to further support that helps and agree an action plan with some identified next steps to implement to help the business meet their objectives.
The Framework Agreement of expert help consultancy support shall allow SMEs to receive between one (1) day (7 hours) and five (5) days (35 hours) of fully funded consultancy support. The main aim of the expert help is to ensure that suitably qualified consultants provide businesses with bespoke advice and support, focusing on sustainability and growth areas such as:
-reviewing existing processes, strategies, policies or plans;
-supporting businesses to improve these accordingly or to introduce new -processes, strategies, policies or plans as required;
-Introduce new products or services; and
-Reach new markets

1.3. In order for the Council to adequately respond to certain emergency events, there is a requirement to provide temporary power. 9 sites have been identified which will be used as Public Advice Centres requiring the option for temporary power. 1.4. To ensure that the generators are kept ready for quick deployment, there is a requirement to provide a maintenance and servicing package. This package should include for a major service to be undertaken annually, with a minor service carried out on a 6 monthly basis. 1.5. The duration of these potential emergency events is unknown. There may therefore be the requirement for additional fuel tanks to ensure no disruption to provision of power at some sites. 1.7. This contract is for the supply of 9 generators and additional fuel tanks to be mounted on trailers for easy transportation and deployment. These will be used mainly in case of emergencies and for some external events. Contractors are also requested to provide costs for maintenance and servicing of the generators.
North Lanarkshire Council (the “Council”) have established a Flexible Framework with external providers ("Contractors") for the provision of non traditional respite.

The approach to this procurement is in accordance with Regulation 74 (Social and Other Specific Services). The maximum Framework duration was set at ten (10) years.

A flexible approach to the operation of this Framework continues to apply. The Council will have annual published entry points for additional Contractors to apply to join the Framework on the same terms as original Framework. This notice relates to entry point 2.
