Bristol and Weston Purchasing Consortium ("BWPC") on behalf of the Authority North Bristol NHS Trust ("NBT") are submitting a Planned Procurement Notice for the replacement of the Genomics Laboratory Information Management Systems ("GLIMS") at NBT and Royal Devon University Healthcare NHS Foundation Trust ("RDUH"). Both Trusts are responsible for the provision of genomic testing on behalf of the South-West Genomic Medicine Service ("SWGMS"). SWGMS serves nine acute Trusts, five mental health Trusts, and six integrated care boards across the geography. Across the sites, ~300 users regularly use the system, receiving 78,693 samples, and performing and reporting 80,820 tests per year. Organic growth of approximately 12% is seen across services per annum. From April 2026 the Southwest Genomic Medicine Service Alliance (SWGMA) and Southwest Genomic Laboratory Hub (SWGLH) will operate as part of a 'single' Southwest SWGMS. The Genomic Laboratories are located at NBT and RDUH. The current LIMS platforms at both NBT and RDUH are 15 years old and do not support the level of integration, scalability, or interoperability required to meet the SWGMS future needs. The aim is to deliver a future-ready digital platform with regional integration capability, aligned with the NHS England (NHSE) Genomic Medicine Service strategy, supporting the delivery of interoperable, scalable, and efficient genomic services and the ambitions for genomic medicine outlined in the 10-year plan. NBT are therefore seeking a strategic GLIMS partner capable of supporting an integrated, multi-site, high-throughput genomic service. The scope of the procurement includes the provision, implementation, configuration, and ongoing support of a GLIMS to support SWGMS laboratory services across both in-scope sites. This includes core laboratory workflow management, sample tracking, test ordering, results management, reporting, audit, quality management support, and administration. The scope also includes system hosting (where applicable), system integration, data migration from legacy systems, training, change management support, and business-as-usual support services. The system will align with the SWGMS demands of • Increasing test volumes and complexity • Rapid turnaround times for urgent pathways • National data interoperability • Regulatory compliance • Research integration and innovation • Scalable, resilient digital infrastructure For further detail of this requirement, please refer to the Target Operating Model ("TOM") attached to this Notice. The prospective route to market for any award will be via a Competitive Flexible Procedure under the jurisdiction of the Procurement Act 23 ("PA 23"). Bristol & Weston NHS Purchasing Consortium (BWPC) on behalf of University Hospitals Bristol and Weston NHS Foundation Trust (UHBW) is doing a pre-market engagement activity where the Trust is looking to engage with qualitied and experienced service providers who can offer a proven solution for a MRI Scanner Enhancement Software. UHBW Radiology provides diagnostic imaging for many imaging modalities including Magnetic Resonance Imaging (MRI) which encompasses all types of examinations including Emergency Department, Inpatient, Outpatient and referrals primary care. UHBW provides a wide range of complex MRI examinations which can require the patient to lie still for up to 1hour. The demand for these very complex examinations has significantly increased, so patients are waiting longer for their examinations especially on the Weston General site only a single MRI scanner is available to accommodate the demand. In 2023 NHS England (NHSE) provided National funding to procure accelerator software which enables the MRI scanner to reduce scan times while maintaining image quality. This was widely taken up nationally but was only applicable to new MRI systems. The Trust is now having 2 MRI systems (1.5T Siemens Magnetom Advanto Refit) which were installed in 2010 and refurbed in 2018, were too old for the funded software. But as the Trust is in desperate need of improving patient throughput due to rising demand, they would still like to explore what supplier(s) is/are able to provide this accelerator software solution for their 2 legacy scanners in clinical use.
