Working for a Healthy Economy (Provision of Clinical Health Interventions)
Working for a Healthy Economy (WfHE) is a large-scale investment in an occupational health service to ensure that Ayrshire has the requisite workforce to drive economic growth in the future. This project will serve to widen the labour pool and provide the basis for the
maximisation of benefits arising from Ayrshire Growth Deal capital investments. Funded by the Ayrshire Growth Deal, WfHE will support:
- unemployed residents overcome health barriers to economic activity
- employed residents to retain employment by addressing health barriers
- local businesses to access health related supports to improve retention and productivity of their workforce.
The current contract expires in June 2024, therefore NAC are seeking bids for the a new contract which is anticipated to commence in July 2024. The contract period will be 2 years and 9 months, with the option to extend for up to a further 24 months.
The contract will be let under North Ayrshire Councils Terms and Conditions 2 for the Purchase of Services.
This procurement seeks to appoint a suitably qualified and experienced service provider to deliver a specialist family trauma support service for children under 18 years of age service within North Ayrshire Council.
The current contract is due to expire on 30/10/2024. The new contract is anticipated to commence on 01/11/2024 for a period of 3 years with the option to extend for up to a further 24 months. The total budget for the lifetime of the contract is 301,388.00GBP.
North Ayrshire Council requires a replacement contract(s) for the maintenance, monitoring & repair of security systems and the planned inspection, servicing, testing and certification of CCTV systems in various NAC properties including schools, libraries, sheltered housing etc.
The contract term(s) will be for 3 years with an option to extend up to 24 months utilising the SBCC model form contract for the Measured Term Contract (MTC/Scot) 2019 terms and conditions of contract.
North Ayrshire Council requires the provision of an independent advice, advocacy and information service across North Ayrshire to enhance the existing in-house provision and ensure the Council meets its statutory obligations. There is likely to be an increasing need for advocacy as indicated by an aging population and levels of deprivation.
In a landmark initiative set to propel North Ayrshire into the future of digital infrastructure, North Ayrshire Council (“NAC”) has embarked on a Smart Infrastructure Pilot Programme (“SIPP”). This pioneering project is driven by a grant of approximately GBP 242K from the Department for Science Innovation and Technology (“DSIT”) as part of a 'Smart Infrastructure' Pilot. The grant will support the rollout of innovative PAS 191:2023 capable innovative smart multi-purpose poles that will redefine NAC’s urban landscape. NAC will supplement the grant by 20K for operation and maintenance, taking the overall project value to GBP 262,765.
The SIPP is a pivotal component of DSITs Advanced Wireless Innovation Strategy. The strategy aims to be a catalyst for economic growth, connectivity enhancement, and the promotion of sustainable practices. This strategic investment will enable the procurement of state-of-the-art multi-purpose poles, in place of traditional single-use street furniture for a more versatile and sustainable infrastructure that supports a multiple use case ecosystem.
Central to this endeavour is the Maritime Mile, the route from the Irvine train station to Irvine Beach Park, where the aim is to transform the area into a national waterfront destination. The Maritime Mile is one component of the ‘Great Harbour’ – a transformation of the waterfront in Irvine, North Ayrshire. The Great Harbour is a key component of the GBP 251m Ayrshire Growth Deal and is one of the most ambitious and transformational regeneration tourism proposals for the region. This significant investment is intended to regenerate the waterfront, turning it into a hub of transformational tourism and an exemplar of modern Smart Connected Places.
Structured around key use cases such as CCTV/security, movement detection, waste detection, and the enhancement of visitor and business connectivity, the project is also poised to consider the integration of EV charging points and augmented reality experiences in the future. NAC’s forward-thinking approach paints a future where the power of advanced wireless connectivity smartens public services and puts Smart Connected Places at the core of urban development.
North Ayrshire Council (“NAC”) is seeking an experienced, knowledgeable and capable supplier to deliver a fully manned and managed fleet store service. The key requirements of the service are:
A fully manned store on-site at the Transport Hub, Kilwinning;
Provision of core items available immediately for selection;
Provision of non-core items available to NAC as per stated timescales;
Management information reporting provided in a format that is compatible with NAC’s Fleet Management System;
Any other fleet store service duties required.
NAC currently have a contract in place for this requirement which is due to expire on 12th August 2024 and therefore the requirement is being re-tendered. The resultant contract will be for a period of five (5) years commencing 13th August 2024 until 12th August 2029.

Measured Term Contract for Water Quality Management Services
NAC seek to appoint a suitably qualified service provider to deliver services to manage legionella control and water quality management including regimes for temperature testing; cleaning and disinfection; sampling and analysis of results, cold water storage tank inspections; hot water storage system inspections; servicing of thermostatic mixing valves and risk assessments in North Ayrshire Council Non-Housing properties and Communal Areas within Sheltered Housing Units and Supported Living Units.
Portable Appliance Testing (PAT) for Non-domestic properties.
This procurement exercise seeks to appoint suitably qualified service providers to Portable Appliance Testing (PAT) services at North Ayrshire Council (“NAC”) Properties. The properties included will be a mixture of corporate buildings, schools and HSCP facilities.
North Ayrshire Council seeks to appoint a suitably qualified manufacturer or supplier to supply UPVC windows for project and maintenance works. Supply of these materials will ensure Building Services can carry out the renewal and upgrade of housing properties within North Ayrshire Council. The materials required will be estimated based on works forecasts.
Measured Term Contract for Replacement Central Heating and Electrical Re-Wiring Programme
NAC require to implement a Measured Term Contract for the Replacement Central Heating and Electrical Re-Wiring Programme to various domestic properties throughout North Ayrshire.
The Council is required to undertake and upgrade central heating & electrical rewiring installations to tenants of North Ayrshire to comply with Scottish Housing Quality Standards. Electrical re-wiring follows a 40-year cycle and central heating has a 15-year cycle.
NAC require a Lead Designer with a multidisciplinary consultancy service for the design and administration of civil works in relation to the public realm improvements along Irvine Harbourside, known as the Maritime Mile. The service will cover RIBA stages 2-4 from Outline Concept onwards, and also includes roles of a Principal Designer and Contract Administrator for construction works as stated in the Construction Design and Management (CDM) 2015 regulations. The Council is seeking a team that’s experienced in delivering high quality public streets and spaces with appropriate design qualifications.
The total budget for the capital works is estimated at 6m GBP.

Housing Support Services to Women Experiencing or at Risk of Violence
The requirement of this contract is to provide a specialist accommodation and housing support service to women who are experiencing, or are at risk of, violence. Women approach the service predominately seeking refuge/and or housing support, however, women are also offered advisory and emotional support where required. The service provides a range of accommodation throughout North Ayrshire. There is additional support provided across all tenures where women are at risk of violence.
NAC/5198 - Early Learning and Childcare Funded Providers
North Ayrshire Council invites Providers to apply for this Flexible Framework Agreement to be eligible to deliver Early Learning and Childcare Funded Hours within North Ayrshire.
The current framework (NAC/5011) expires on 31st July 2025 and as such, NAC require a new Flexible Framework Agreement to commence from 1st August 2025. The proposed Framework will be for a period of 5 years, expiring 31st July 2030.
The terms and conditions of the Flexible Framework Agreement will be the Early Learning and Childcare Model Terms and Conditions.
All providers who apply and meet the miniumum conditions of the Flexible Framework agreement (i.e. the National Standards & relevant legislation as noted in the attached documentation) and who accept the rates/framework terms and conditions shall be accepted to deliver funded provision through the Flexible Framework Agreement.
Providers can apply for the Flexible Framework Agreement at any time, however to be eligible to start Funded Placements by 1st August 2025 Providers must submit their application by 8th May 2025.
Applications recieved after 8th May 2025 will not be reviewed until August 2025 at the earliest.

The upgrading of the B714 has been approved as part of a successful North Ayrshire Council (NAC) joint funding bid to the UK Government Funding. The B714 links the Trunk Road network from the A78 Sharphill Roundabout (Three Towns Bypass) to the A737, south of Dalry. NAC have been engaging with the Uk Government Department for Transport (DfT) regarding aspects of the Outline Business Case (OBC).

North Ayrshire Council (NAC) requires a replacement contract for the annual maintenance, servicing and repairs of public space surveillance camera system. This will include all recording equipment and cameras within Marress House, Friars Croft, Irvine, KA12 8LU. The requirement will also include attendance at emergency call outs as and when required. All of which will be contained within one lot. There is a requirement for an additional lot for technical surveys on NAC’s held asset list.

The resultant contract for Lot 1 will be for an initial period of 2 year commencing 7 July 2025 until 6 July 2027 with the option to extend by up to 24 months until 6 July 2029. As Lot 2 is a one-off requirement this will be in place for a six-month period from 7 July 2025 to 7 December 2025.
