Norse Highways, a trading division of Norse Eastern, a company wholly owned by Norfolk County Council undertake a programme of routine highway maintenance including carriageway/footway patching, highway improvement schemes and an element of privately funded work attached to the highway. This tender details Norse Highways requirements for the provision of Road Construction Materials either by means of delivery or collection. The requirement is divided into 3 Lots covering the County of Norfolk to supply. Lot 1 - Aggregates, lot 2 - Asphalt , lot 3 - Bituminous Materials.
This tender details Norse Highways' requirements for the hire of seven telescopic handlers. Five of the telehandlers are expected to be on hire 52 weeks per year of the contract and will be located at each of Norse Highways' Depots / salt domes from May to July. Two telehandlers as detailed in conditions 2.3.6 to 2.3.7 of the ITT will be required to be on hire 32 weeks of the year between 1st September - 30th April only.
Norse Highways wish to establish a contract for the supply of traffic signs and ancillary products. The core business is focused across the county of Norfolk, however there will on occasion the need for deliveries in other parts of the country to support the larger Norse business.
2022 Lot 4 Hedges and Verges Maintenance and Cutting
Contractors appointed to this contract are required to trim hedges either by hand or mechanical means as directed by Norse Highways. Contractors are required to provide verge maintenance works either by hand or mechanical means i.e. flail cutting machine. It should be noted that this Lot is for cutting of heavy growth areas and is not an alternative to any existing rural grass cutting services.
Norse Highways DPS - 2022 Lot 3 Grip/Back Ditch Cleaning
Successful Bidders will be required to clean out and clear existing grips and back ditches to full length by mechanical means using grip cutting machinery suitable for the activity. Existing grips and back ditches are not to be excavated (cleaned over 300mm deep) without following additional safe digging procedures. Under HSG47, the cleaning of grips (less than 300mm deep) is not deemed to be excavation and therefore can be carried out outside of this guidance. Provision of utility plans and use of cable scanning equipment are therefore not required for this 'cleaning' activity.
2022 Norse Highways DPS- Lot 2 Emergency Cutting/Clearing of Trees
Responding to emergency situations both during normal working hours and out of hours, the service which requires the felling and / or removal of trees posing a risk to property or public safety or obstructing the Public Highway. These situations may be caused by, but not limited to, extreme weather conditions and road traffic incidents.
Gas and Oil-Fired Equipment Servicing & Maintenance
Norse Group has a requirement for gas and oil-fired equipment and boiler servicing & maintenance. There are currently 233 maintained properties. The property portfolio is diverse and includes multi stakeholder ownership, listed museums, fire service operational and training facilities, office buildings, public libraries, farms, and premises providing social care to both adults and children.

Provision of Layered Patching and Associated Repair Works Framework

Norse Highways are seeking suitably qualified bids for the supply of carriageway layered patching, footway patching and pothole reinstating. Successful bidders will be appointed to a closed framework to provide the forementioned works services.
There will be 4 (Four) available LOTS on the Framework, LOTS 1-3 are planned maintenance works, LOT 4 Carriageway Re-Surfacing, is larger scale work requirements that are not included in the planned works.
Norse are seeking to appoint a number of service providers (up to maximum of 6 suppliers for each LOT) for LOTS 1-3, depending on responses. LOT 4 will not be restricted to a maximum number of suppliers awarded a place. Bidders can can submit a bid for one or all LOTS available, Bidders can be awarded to more than one LOT.
