The winning service provider will be responsible for the repair and maintenance of each of the Councils Open Space CCTV cameras and the Control Room within Newquay Police Station.

Newquay Town Council are investigating the possibility of using a contractor for locking and cleaning its public conveniences. The Council has 12 toilets throughout its town/area (2 are closed) and is looking to find a company that would be able to take over the locking of them on a daily basis (7 days a week). The sites are as follows; • Beach Road (Closed) • Chester Road • Killacourt • Esplanade • Fore Street • Narrowcliff • East Pentire • Railway (Closed) • Trenance Gardens • Watergate • Little Fistral Full details of the site addresses and opening times can be found on the Councils website. The desired locking times are set for winter and summer hours (apart from when Easter is earlier than April) and a couple of events where certain toilets may require a later lock. Winter locks are from 16.00 from 1 October to 31 March Summer locks are from 20.00 from 1 April to 30 September (There are some variances, but the Council might be able to be flexible if required). Please ensure that the quotations for cleaning and locking are priced separately.

Newquay Town Council is looking to appoint a contractor to undertake weed killing of all highways in the Parish. The work consists of using appropriate weed-killing methods either repellant chemicals, mechanical weeding or a suitable organic alternative and to apply those methods to all the roads identified by Newquay Town Council for the purposes of reducing the number of weeds on said roads. Where access is restricted by vehicles or other obstacles, the contractor must ensure these areas are treated by other means i.e. knapsack/manual weeding or returning to site on alternative date. Where areas cannot be accessed the contractor must contact Newquay Town Council immediately to report what areas were not covered and why. Chemicals used must be environmentally friendly and approved by DEFRA. Newquay Town Council will consider within its evaluation contractors which use alternatives to Glyphosate. The schedule of roads is outlined in a separate document along with associated maps. The total length of roads under this contract is 71.04 km (note including both sides of the road would total 142.08 km). Where spraying is used this must take place on dry days throughout the summer until all the spraying has been completed. 1st Spray must commence during May/June with a 2nd Spray to take place in August/September. If mechanical or organic weed control is used the this should be undertaken in the same months. Further treatment may be required on particular roads and this should be taken into consideration. The Contractor and Newquay Town Council will agree any additions in writing prior to works commencing.

The Council is demolishing its existing Toilet block at Newquay Railway Station and is seeking a company to provide a modular toilet block to be placed in the same location. The unit must consist of at least five cubicles one of which must be DDA compliant. The modular unit needs to be constructed preferably of steel construction and to a specification which is low maintenance, anti-vandal proof and resistant to the maritime climate. Sanitaryware, fixtures and fittings must be as robust as possible with an emphasis on high footfall usage. The unit must come ready to be connected to existing electrical and water sewerage systems.

The purposes of which is to reduce the number of weeds on said highways. The use of Glyphosate (or any other herbicides) as a method of weed control will NOT be accepted. The contractor must be aware that there are highways within the contract where vehicles are parked and therefore, it is imperative the choice of weed control method should ensure it is safe to do so around vehicles. Where areas cannot be accessed the contractor must contact Newquay Town Council immediately to report what areas were not covered and why. The proposed method to be used must be non-invasive and environmentally friendly. The total length of roads within the parish is 71.04 km (note: including both sides of the road would total 142.08 km). However, this contract will be undertaking weed control on a 'reactive' basis and the Town Council will not exceed more than 10% of the total length of highways within the Parish. The Council will assess the hot spot areas within the parish on a monthly basis and review whether action will be taken based on: health & safety risk, impact on an asset of importance to the local community and/or tourism, the number of enquiries raised and budgetary limitations.

The building consists of two floors, a ground level which predominately houses the Library and One Stop Shop service and a first floor which has a number of offices, one of which is occupied by the Newquay Business Improvement District. The new play area at Mount Wise Gardens will provide a vital new facility for children residing in the Centre of Newquay. The play park is aimed at primary and junior school age children with some toddler provision. The park should be a welcoming and colourful space where everyone feels safe. It will enable children to play in different ways and allow them to stretch and challenge themselves. Key objectives of the Tender are: To provide a vibrant, colourful play space with a wide range of equipment for the local residents in the area. Designs should be innovative and consider how equipment/play structures for different ages can be zoned to allow play equipment for toddlers as well as equipment aimed at primary and junior school age. Designs should be fun, creative and imaginative with equipment that promotes healthy activity, incorporates risk and challenge and promotes inclusiveness. Designs should make the best use of the space available with adequate space for Minimum Use Zones and allow sufficient space outside the fenced play area for seating/picnic tables. Seating provision will need to also be considered as part of the scope of this contract. The Council's aspiration is for project completion, snagging and handover to be undertaken no later than before the end of Spring 2026.

The Visit Newquay website is the official tourism platform operated by Newquay Town Council (NTC) and plays a pivotal role in promoting the town as a visitor destination. It supports a wide audience including tourists, residents, local businesses, and other stakeholders by offering searchable listings, events, editorial content, guides, and travel information. The existing platform has been in place since 2015 and provides a Destination Management System (DMS) that enables back-end control of tourism products, business entries, and local seasonal events. In late 2024 the Council commissioned a review of the site to assess the websites structure, usability, functionality and development potential given the issues that were being found around the Industry standards in mobile usability, search engine optimisation (SEO), accessibility (WCAG compliance), and user engagement tools as all of the ears have evolved significantly since the site's launch, and although upgrades have been carried out these are limited with the existing site. And although the website remains functionally adequate, it does require modernisation to comply with relevant regulations and to ensure it remains at the forefront of providing a service the numerous users, to be compliant with industry standards. The Key findings of the review included: • Overall Performance: The current system was found to be satisfactory in its core performance and internal usability. • Mobile Experience: Google Lighthouse audits identified significant performance issues on mobile devices, affecting page load times and responsiveness. These issues must be addressed to improve the user experience across platforms. This evaluation reinforced the value of the existing system while highlighting specific areas that must be enhanced through a structured rebuild and the modernisation process. These improvements have been included within the full details of the specification. Website Performance Statistics Despite its age, the Visit Newquay website continues to receive strong and consistent traffic, demonstrating its value to the local tourism economy: • Over 350,000 unique users annually • 40,000+ visitors during peak months (July-August) • Average of 3.8 pages per session • Bounce rate of approximately 38% These performance metrics underline the importance of sustaining and improving the platform through a strategic rebuild.

The Council originally published an Invitation to Tender (ITT) on 3 December 2025 for the design and build of the Visit Newquay website, the Council's official tourism and destination management platform. Following publication, the Council became aware that a number of technical difficulties affected the visibility and accessibility of several important tender documents on procurement website. As a result of these issues, the Council considers it necessary to revise the submission timetable and provide clarification on the process going forward, as this is necessary to ensure that all suppliers are given a fair and reasonable opportunity to respond with access to the full and correct information. Key Updates Due to the technical issues encountered, any submissions previously made cannot be accepted. All suppliers wishing to participate must submit a new, complete tender submission in line with the revised timetable. To reduce administrative burden and in recognition of the issues encountered, the Council will not require hard copy submissions for this tender.
