Network Rail is seeking to put in place a contract for the provision of helicopter services to deliver aerial survey work across its national infrastructure and estate. The contract will provide Network Rail with access to helicopter-based survey capability nationally, across its Regions, with service availability 365 days per year including an element of night flying.
The works involve the design, manufacture, fitment and maintenance of European Train Control Systems on board equipment for 24 ( possible increase to 40 via an Employers Option) steam and diesel locomotives which operate on the East Coast Mainline.
Network Rail Wales & Western region is seeking to procure a new framework which replaces its existing commercial services framework.
The new Contract Management Services framework is proposed to operate with 2 suppliers, one for each lot as outlined below.
Lot 1 Portfolio Supplier would cover multi-discipline services for all aspects of pre & post commercial, project management, programme controls, planning, and risk disciplines.
Lot 2 Specialist Supplier would cover, but not limited to, claims management, forensic investigation & analysis, and auditing scopes. SMEs are preferred for this Lot.
The new framework will be run for an initial three year period, it may be extended further by 2 x 1 year increments.
The new framework is anticipated to go live by 1st March 2025 at the latest and will be a zero value commitment framework.

Network Rail owns, operates and develops Britain’s railway infrastructure. This includes enhancing the railway to improve the experience for passengers and freight users.
Projects to enhance the railway go through a meticulous development lifecycle, part of which is to understand the impact that potential interventions (changes to power supply/rolling stock/track layout/signalling capability) would have in achieving desired train service outcomes.
The current process of developing intervention scenarios to achieve outcomes is predominantly manual, takes considerable time, and requires both a settled infrastructure baseline and concept timetable.
Network Rail is undertaking an exercise to determine whether it is possible for an automated system to simulate/model scenarios that show the impact potential interventions would have in achieving desired train service outcomes. The intention is that the operability and/or appropriateness of the planned intervention(s) can be known earlier in the project lifecycle.
The aspiration is to have a system/tool to deliver quick iteration of both potential infrastructure interventions and potential train service options that can assess the likely relative contribution of each to achieving the project outcomes. The outputs of which will be used to inform strategic and single-option development in the project lifecycle.
Network Rail is seeking information to determine whether this type of system/tool already exists and/or the feasibility of creating this type of tool.
Network Rail wishes to consult with relevant market providers, with associated expertise to respond to the following questions only;
1) Are you aware of a tool that exists? If so, please provide an overview of the tool including, the sectors in which it operates, details of how the tool works, the required inputs and system outputs.
2) If you are not aware of a tool, do you think it is feasible to develop a system/tool? If so, what are the potential potential blockers that could preclude the development and/or the effectiveness?

This Pre-Market Engagement exercise is to seek the market’s views on the proposed scope of services, the capacity of the market to supply these services, and the level of interest in this proposed procurement activity.
The Network Rail Air Operations team sit within Route Services, the central Network Rail business function, and is looking to retender its current aerial derived data repository system. This should accommodate the increased growth in image capture and quality while removing the reliance on hardware specific (e.g. helicopter vs drone) data image accuracy.
The requirement is to provide a system which can deliver the capabilities and functionalities, specified in the Request for Information Aerial Derived Data Repository Requirements Document, and support and maintain this as BAU. The system is currently cloud-based, stores approximately 1.7 million images and has around 17,000 users.
Description - Network Rail is looking to gain a better understanding of the market ability to support us in the delivery of our National Weather Forecasting Service. Our intention is to appoint a supplier that can support with the future design development and delivery of the programme from the middle of 2023 to the end of the programme in 2027. Network Rail is undertaking preliminary market engagement regarding this requirement in the form of this PIN and an associated questionnaire. This PIN is issued solely for the purposes of preliminary market and is not a call for competition. Any competition will be advertised at a later date via a separate notice.
The purpose of this Prior Information Notice is to inform the market that Network Rail are intending to commence an Occasional joint procurement with Office of Rail and Road for the creation of the CP7 Independent Reporter Framework.
The Independent Reporter Framework sets the criteria for a supplier to be qualified to bid to undertake an Independent Reporter review. The Independent Reporter will work in a collaborative manner with ORR and NR and remain impartial throughout any review. The findings will be reported back to ORR and NR upon completion.
The new Framework will consist of five (5) Lots, and each Lot will contain a minimum of one (1) and a maximum of three (3) Independent Reporters who are qualified to bid for contracts. The Lots available are as follows:

2. Programme, project and cost management & consultancy
3. Asset Management and engineering & environmental matters
4. Railway operations and performance management
5. Efficiency and financial reporting.
It is expected that the Pre Qualification Questionnaire (PQQ) will be publish in June and will run for four (4) weeks.

Network Rail is seeking a partner to design, develop, construct and operate over their lifetime a portfolio of multi MW scale battery systems to support rail traction power and is publishing this PIN with the intention of holding a supplier engagement briefing.
Network Rail purchases 3.7TWh of electricity to provide traction power for passenger and freight trains using over 105 connections to the transmission and distribution electricity networks. Future electrification and battery trains will significantly increase traction power and connection points.
Traction power loads have high peaks as well as periods of low consumption. Trackside battery systems can manage consumption for the benefit of the rail and power system operators. Trackside batteries can be located near current and future grid connection points or at many more locations close to an electrified rail line.
Network Rail is working with Scottish Power Energy Networks, GE, Ricardo, Leeds University and NG-ESO to demonstrate a MW scale trackside battery at a site in Scotland.
Part of the demonstration project is to develop the path for wider commercial implementation of larger trackside battery systems at a number of locations.

Network Rail (NR) is looking to procure a partner to manage, maintain and sell its station Advertising Space. This supports the aims of Network Rail to deliver vital revenue to be reinvested into the operational railway. Network Rail wishes to engage with Suppliers on this opportunity prior to going out to tender. This opportunity will generate sustainable income from the estate for investment in the rail infrastructure. Network Rail is looking for a Supplier that will be responsible for the full end-to-end service, from sales and strategy to the operation and maintenance of the station Advertising Space at its managed stations.

Network Rail currently has a national Framework Agreement for the provision of Track Bed Investigations for the design and specification of the trackbed for renewals. The site works and services include standard and deep track bed investigations and associated works and reporting. Long rail (91.44m+) stock is held at Eastleigh and Scunthorpe for production purposes, and 54m lengths are stored at Marchwood and Immingham ports. However, this stock is at risk of corrosion, and access is limited and dictated by other port activity. We are therefore exploring the options for long term storage to consolidate and manage our inventory to achieve better value for money and to improve supply resilience by having more control over quality and distribution.
Network Rail intends to issue a call for competition for requirements mid 2024, with an intention to award contract(s) late Autumn/Winter 2024. It is envisaged the requirement will last for 5 years with options to extend to 8 years in total.

This is to commence a competitive tender process to procure a Lead Design Organisation Framework over the next 8 years, under an NR27 NEC4 PROFESSIONAL SERVICE SHORT FRAMEWORK CONTRACT (PSSC Framework) for the Transpennine Route Upgrade project 2bc.
