Network Rail has a requirement for the following:
- Ballast for Network Rail use (including blended ballast)
- Ballast for High Speed use
- Track Excavated Waste - non-hazardous
- Track Excavated Waste - hazardous
- Ad hoc track and construction waste services
- Rail transport of aggregates and track excavated waste to and from Aggregate Handling depots and supplier sites
These products and services support Network Rail's renewal, maintenance, and enhancement plans.
Network Rail requires a Telecommunications Network Design Service to provide Transmission design services to all areas of Network Rail, implementing infrastructure changes to the network.
Network Rail owns around 100,000 lighting columns, a proportion of which must be manually inspected on an annual basis to determine their condition. Network Rail are seeking to understand whether technology can be used to remove the need for time-based manual inspections so that we can move towards remote condition monitoring and a ‘plan and prevent’ maintenance routing for lighting columns.
The Technical Authority issued a challenge statement addressing this which is detailed below.

The project will design and build a central repository of digitally mastered, human readable and searchable TPR (Timetable Planning Rules) values for Network Rail planners and the industry.
Scotland's Railway will soon be commencing procurement of a Lineside Framework for Tree and Vegetation Management (Clearance & Maintenance) and boundary renewals. The Framework will be split into two distinct categories and this event is focused on category 2 which is an exciting opportunity, particularly for Small to Medium Enterprises (SMEs) as the intention is to split this category into 4 boundaries (3 suppliers in each) to support our delivery units across Scotland. This will provide a great opportunity for up to 12 suppliers to get on to the Framework.

Network Rail is intending to run a competitive tender process to appoint several contractors onto a Framework for the design & build of new multi-storey car parks across the UK.
The Digital Factory team is currently grappling with optimising the utilisation of low code platforms to accelerate development and support capabilities across the business, particularly concerning the Microsoft Power Platform and Netcall Liberty Create Platform – which are the two current Low Code platforms that are in use across the organisation.
Network Rail recognise that there is a need to establish a robust Centre of Excellence for the Microsoft Power Platform and the Netcall Liberty Create Platform to provide strategic direction and governance to citizen developers, supply chain partners, business customers and end users across the business.
Alongside this, Network Rail additionally have a requirement to provide a professional development capability across both Low Code platforms that will augment internal team development capability, ensuring that we can deliver solutions to our customers to time, quality and cost.
Network Rail (NR) is looking to procure a partner to manage, maintain and sell small format advertising on NR owned land adjacent to the railway and under railway bridges aimed at a roadside audience. The partner will be fully responsible for the provision of the advertising structure including installation and removal, maintenance and inspections and shall ensure the structure is in a safe, clean and tidy condition. The requirement is for static advertising but NR is open to exploring opportunities for other types of advertising. This supports the aims of NR to deliver vital revenue to be reinvested into the operational railway.
This opportunity will generate sustainable income from the estate for investment in the rail infrastructure. NR wishes to engage with suppliers on this opportunity prior to going out to tender.
Network Rail is intending to issue a tender a national framework for Building Materials and Electrical Components. The framework will enable Network Rail to procure ad-hoc Building Materials and Electrical Components across the country.
We are anticipating that we will structure the procurement into two product-based Lots and appoint up to four suppliers per Lot.
Network Rail (NR) is responsible for maintaining, developing and operating Great Britain's (GB) railway infrastructure. NR is an arm's length government owned company, whose capital investments are constrained by, and contribute to, the Public Sector Borrowing Requirement. NR needs to improve the efficiency and effectiveness of its capital spend programmes.
NR intends to establish a national Train Control System Frameworks (TCS Frameworks) for the delivery of major train control works and renewals to be delivered on the existing rail network comprising two lots:
Lot 1: TCS Framework - Conventional: Conventional signalling (either conventional or related technologies). Framework Suppliers will be required to provide a range of works and/or services covering design and build.
Lot 2: TCS Framework - Digital: Digital signalling (either ETCS or related technologies). Framework Suppliers will be required to provide a range of works and/or services covering design, build and ETCS maintenance support.
The TCS Frameworks are intended to have a duration of 10-years with an estimated value of approximately £4bn across both Lots.

TRU has a requirement for a Programme Delivery Partner who will
work with the Employer to form a seamless and highly professional, integrated Programme delivery team. This integrated team will work together to manage the successful delivery of the Programme.
Network Rail are seeking a platform between Control and Train GPS, acting as a support tool in two key areas through marrying GPS data (where available provided by freight and operators) into Infrastructure information (such as access points, line speeds) overlayed into a map format. The objective is to increase the speed of incident response times and improve the tools Controllers have, to monitor service safety and performance.
The system is looking to support addressing the two following main risk areas:
1. Monitoring of train speeds in relation to speed restrictions to help better support emergency/blanket speed restriction implementation in situations such as extreme weather events,
2. Location of trains in relation to key elements of infrastructure to help in examples such as resource deployment to a stranded train as quickly as possible.
