The purpose of this PIN is to engage with the supply base relevant to the upgrading of the Building Management System (BMS) at Network Rail’s Quadrant office building in Milton Keynes to understand the offerings currently available in the market to further Network Rail’s understanding of the sector.
Network Rail is looking to commence a project in the third quarter of the calendar year 2022 to upgrade the BMS at it’s 37,000 square metre Quadrant MK office building with the work consisting of upgrading the existing Trend software, upgrading the software/hardware interface and the building’s hardware to ensure compatibility with the upgraded software. This PIN aims to inform Network Rail of current market capability and it’s understanding of what scope of services will provide an optimal solution for the upgrade.

This soft market testing questionnaire has been developed by Network Rail (NR) in advance of procuring a solution for the provision of Training, both for “off the shelf” and “bespoke to NR” training courses.
The purpose of this soft market testing is to gain an understanding of the markets appropriate inflation indices and understand why the index is appropriate.
This is not a call form competition, nor does it constitute the invitation to tender opportunity or otherwise.
Following devolution, 14 routes were created which are supported by five Network Rail regions – Eastern, North West & Central, Scotland, Southern and Wales & Western. Southern region has specifically commenced a programme of works that aims to deliver significant benefits in performance, safety, customer satisfaction and reducing costs in operations within Network Rail. One of the key aims within this programme of works is to deploy a new incident management system (IMS) in order to improve the incident management process across the control centres. Our aim is to standardise the incident management process across our control centres, to reduce the time we spent logging incidents and to improve how we handle incidents.Incident management is a critical and strategic part of the overall disruption management activity. Existing incident management systems and processes have been in place for many years and do not assist Incident Controllers (ICs) to managing incidents efficiently and effectively. The current process for incident management is spread across several disparate application systems involving different business processes across each of the routes.
The aim of a future IMS project would be to deploy a new solution to the 3 routes within Southern region to resolve these issues, and provide several improvements in the incident management handling process. In the case where a future IMS system was well received into Southern region, the vision is for a single, integrated, national system, with harmonised business processes across all routes. Strategically, it is envisioned a solution would be further integrated into and with the wider rail community (TOCs, FOCs, etc.) providing a holistic incident management process.
Network Rail would like to invite prospective suppliers to submit a Request for Information (RFI) Submission Template, which addresses this challenge statement. Network Rail would like to understand indicative costs for deployment of an IMS deployment to:
• Southern region (comprising of 3 routes)
• National roll out (comprising a further 10 routes)
Network Rail reserves the rights to hold discussions with Suppliers, following a response to this RFI.
Network Rail is intending to put in place a number of frameworks for Control Period 7 (CP7) for the delivery of capital works in the North West & Central Region. These frameworks are divided into categories and will be subject to procurement exercises in phases. This PIN notice relates to Phase 2.
Before the launch of the CP7 procurement exercise for Phase 2, Network Rail wishes to engage with organisations that may be interested in participating in the forthcoming procurement exercise to explain the opportunity and detail of the procurement event. The Network Rail Air Operations team sit within Route Services, the central Network Rail business function, and is looking to retender its current aerial derived data repository system. This should accommodate the increased growth in image capture and quality while removing the reliance on hardware specific (e.g. helicopter vs drone) data image accuracy.
The requirement is to provide a system which can deliver the capabilities and functionalities, specified in the Request for Information Aerial Derived Data Repository Requirements Document, and support and maintain this as BAU. The system is currently cloud-based, stores approximately 1.7 million images and has around 17,000 users.

NR wishes to engage with the potential renewable energy developers to build a portfolio of rooftop (on-site) solar PVs across Scotland’s Railway. The developer will be expected to survey, fund, construct, own, operate and maintain the solar PVs on the selected rooftops. NR will grant leases to the developer for the respective sites and will purchase the renewable electricity produced via power purchase agreements for the useful life of the solar PVs (expected to be c. 25 years). The developer will be granted and exclusive development term subject to achieving agreed milestones. NR would like potential developers to contact through the NR Bravo portal to provide input to NR's plans as part of the preparations for a procurement which is expected to launch in the April 2023.

Our intention is to appoint a supplier that can support with the future design development and delivery of the programme from the middle of 2023 to the end of the programme in 2027. Network Rail is undertaking preliminary market engagement regarding this requirement in the form of this PIN and an associated questionnaire.
