Ultrasonic testing is a non-destructive testing method of inspection (without destroying railway components), which utilises high-frequency ultrasonic pulses to detect internal flaws, ensuring track integrity.
The Scope of Services is to provide Network Rail Southern Region (including High Speed) with trained and competent Ultrasonic Rail Detection Operators and equipment to conduct manual testing of all applicable Track Assets.
The procurement is for spares for the ETCS (European Train Control System) deployed within Network Rails' Infrastructure Monitoring fleet, specifically in the NMT (New Measurement Train). A direct award framework to the OEM of the parts is planned due to a lack of compatibility of other manufacturer's parts.
Network Rail is responsible for maintaining, developing and operating Great Britain's railway infrastructure. The Midlands Rail Hub (MRH) is a programme of works covering a series of multidisciplinary infrastructure interventions to be undertaken across the West, Central and East Midlands of the UK. MRH will deliver a number of additional services between central Birmingham and key regional cities and transport hubs.
The MRH programme will be delivered through an Alliance delivery model with Alliance members consisting of:
- Network Rail (having two roles – one as a member of the Alliance and the other as Client);
- Multi-Disciplinary Partner(s) (covering all disciplines except signalling, power and communication roles set out in the Alliance scope document) appointed pursuant to this Contract Award Notice; and
- A Signalling Partner (covering the signalling, power and communication roles set out in the Alliance scope document) appointed via a separate sourcing event.
The scope of this contract is to carry out a trial of the Axle Bearing monitoring equipment with 3 suppliers to monitor all axle bearings passing over the site of the installed equipment. The purpose of the trial is to determine the effectiveness of the supplier’s technology in remote condition monitoring of axle bearings on UK trains and to grant product approval for the successful products following the trial. This project supports putting passengers first by aiding in the safe and reliable operation of the railway as the failure of an axle bearing can result in severe damage and the wheel becoming unloaded, potentially leading to vehicle derailment.
This framework agreement requires the supplier to provide welding, fabricating, machining and inspection services for railway vehicles, plants, and equipment. The services will cover but not limited to the fleet including BCS, TRS, Overhead Line Electrification Train, and On Track Machines.
Network Rail is looking to procure a variety of new Y33 bogies and wheelsets for the Overhead Line Engineering Train’s (OLET) KFA vehicles. The requirement is as follows:

The Supply of Steel Rail and ancillary services to Network Rail (NR) for a period of up to 8 years. The scope for supply of steel rail within this notice includes the potential to include all of Network Rail and its subsidiaries, including but not limited to Network Rail Infrastructure Ltd and Network Rail High Speed and also to those organisations covered by our external business framework including Transport for Wales and as an occasional joint procurement with HS2 Ltd.

Explanation:
This notice relates to a permitted modification to revise the price of a corporate power purchase agreement (the cPPA) originally awarded on 28 July 2022, following a competitive award process using the negotiated procedure in accordance with the Utilities Contracts Regulations 2016 (UCR). The cPPA is a national contract for the supply to NR of a target P50 volume of 63.8GWh per annum of renewable electricity for 15 years. The renewable electricity will be generated by a solar PV facility to be constructed, operated and maintained by the supplier. The solar PV facility will have a target installed capacity of 60 MWp ± 10%, with the supplier guaranteeing a minimum technical availability of 93%. The renewable electricity to be supplied to NR under the cPPA will be supplied on an "as available" basis using a sleeving arrangement with a third party licensed electricity supplier and the relevant volumes supplied will be utilised by NR's non-traction business (e.g. managed stations, offices and depots).
Please note that certain of the core supplier requirements referred to above differ from those listed in the contract award notice published on 19 August 2022 as the core supplier requirements stated herein represent the final core supplier requirements in the executed cPPA entered into between NR and the supplier on 28 July 2022.
The cPPA was made conditional on the supplier achieving a final investment decision (FID) by 31 March 2023 (FID Milestone Delivery Date).
Following a series of successive, substantial and unforeseen rises in the European Central Bank (ECB) interest rates for Main Refinancing Operations (fixed rate tenders) over the period from 30 November 2021 to 12 May 2022, the underlying financial model supporting the original cPPA pricing could no longer produce a return on investment for the supplier to reach FID.
Accordingly, the supplier has proposed, and NR has agreed to make, a revision to the total price of the cPPA that results in an increase of under 50%, from £53.32 million to £79.80 million. The price increase involves the ECB interest rates increasing from 0% in November 2021 to 3.75% in May 2023.. There will also be a new FID Milestone Delivery Date of 30 September 2023 in the revised cPPA.
NR is revising the cPPA through a variation agreement. The revision of the cPPA by NR is a permitted modification under the UCR. It is permitted by the exemption in Regulation 88(1)(c). For completeness, and to maximise transparency, NR will also publish a modification notice under Regulation 88(2) in due course after the variation agreement is entered into.
Network Rail currently stores 54m length rails at three port locations. This framework agreement requires the supplier to cut rails into the specified lengths, de-bur and as an option provide haulage to the specified location, all in accordance with the specified operating and safety standards. Commitment is for 2450 lengths with options for later call-off volume.
Framework agreement to provide the business professional service contracts to provide the resources required to support delivery commitments for 2 years plus an optional 2 years (values of this Notice include both optional years). In addition to providing skilled resources, the successful suppliers will also be expected to provide a management service covering the search, through to onboarding of the resources they provide, along with management information to both demonstrate transparency of engagements and service performance and support commercial management of the agreement.
