Network Rail is reviewing potential options to procure a framework or other contracting arrangement for the delivery of multi-disciplinary projects within the Eastern Region (predominantly, but not limited to, services and works relating to enhancements and/ or major programmes of works).
This initial engagement event seeks to inform the market of our indicative intentions and objectives. In addition, it seeks to receive feedback from interested parties on a range of indicative proposals, to help Network Rail develop its thinking in this area. Depending on responses and other internal/ external factors, further market engagement sessions may follow on from this event.
Your feedback will help inform Network Rail on how best to develop potential procurement events to deliver complex and multidisciplinary projects in Eastern.

Network Rail is undertaking market research to understand the current interest for undertaking the maintenance of the New Measurement Train (NMT).
For the avoidance of doubt this market research PIN does not cover the operation of the NMT, or any fleet-wide overhauls beyond those listed the attachment labelled 'project_39531_PIN'.
This Notice is to inform the market of a potential procurement event for the Eastern Region for Structural Examinations on Rail Assets. The successful contractors will be required to undertake detailed examinations of all types of structures. This includes, but is not exclusive to, Bridges and Culverts, Retaining Walls, Coastal, Estuarine and River Defences (CERDs), Ancillary Structures and Tunnels. These structures can be constructed of all types of structural material and the Framework Contractor is expected to have the technical ability and competence to deliver this wide variety of work.
Network Rail collects infrastructure monitoring data primarily from a fleet of dedicated infrastructure monitoring trains (aka ‘the yellow fleet’). It’s well recognised that the existing monitoring fleet is life expired, unpredictable and ripe for retirement.
The Infrastructure Monitoring fleet is timetabled to measure a total of 217,344 miles per year across the majority of Network Rail infrastructure (including HS1). There are also 145,631 miles of planned ‘transit’ where trains are not recording infrastructure measurements.
At a time when reliance on IM is increasing, meeting customer requirements with the current service is challenging. There is a huge pull from regions for increased, more reliable and predictable infrastructure monitoring as a minimum - so they can avoid putting additional boots on the ballast and have the capacity to deliver their CP7 commitments. The IM Programme has worked with customers to turn discussions into a set of requirements that meets devolution and regional strategic priorities.
In 2022 and 2023, Network Rail’s Infrastructure Monitoring Programme undertook significant market engagement with the supply chain culminating in supply chain sessions being held in the first half of 2023.
These sessions highlighted to Network Rail that ‘turnkey solutions’ for train-borne infrastructure monitoring that are interoperable with the British railway network, are already available from the market.
Network Rail requires of skip Hire for scrap metal inclusive of supply and haulage. within this service Network Rail will look to sell and dispose of material at the closest disposal point to site unless it is more economically advantageous to go to a site further away.
This Market Sounding Briefing and Questionnaire (“Market Sounding”), has been issued by Network Rail in advance of finalising a proposal to procure advertising services at Network Rail Managed Stations on behalf of Network Rail’s Retail Property team. The main purpose is for Network Rail to understand the solutions that are available before commencing with a formal competition. The Network Rail Retail Property team is responsible for generating sustainable income from its estate for re-investment in our rail infrastructure.
This requirement supports the Network Rail vision to become a company that is on the side of its passengers and is therefore changing to be more responsive to the needs of passengers and freight users.
The current requirement is for Network Rail (NR) to team up with a media partner who is able to provide ticket gate advertising. Ticket gate advertising is required at the following stations:
- Bristol Temple Meads
- Clapham Junction
- Guilford
- London Bridge
- London Kings Cross
- London Liverpool Street
- London Paddington
- Waterloo East
- London Waterloo
- Reading
The following stations are going through business clearance, so we also expect to require ticket gate advertising at the additional stations listed below:
- Leeds
- Birmingham
- Edinburgh
- Glasgow Central
NR are seeking to engage with suppliers in the market that can deliver a full 360 advertising solution, including but not limited to;
- Sales and marketing of advertising on Network Rails ticket gates
- Production of advertising vinyl's to be applied to existing ticket gate infrastructure in accordance with Network Rails installation procedure.
- Development of additional ticket gate opportunities at NR stations including locations within our stations ran by Train Operating Companies.
Subject to the interest received in response to this opportunity NR may decide to tender this future opportunity as a combined service or execute separate tenders split by Network Rail region.
Network Rail intends to procure a framework for the services within the Eastern Region. The framework will be for Mobile Welfare Hire and Servicing.
The geographical scope for this framework tender will be Network Rail's Eastern Region. This covers the East Coast main line from London to the Scottish Border, including stations along the route include, Leeds, Sheffield, Hull, Bradford, Huddersfield as well as many others.

Historically, Network Rail railway infrastructure surveying has required a boots on ballast approach, involving people walking the track to gain both infrastructure and lineside intelligence.
This could include but not be limited to; site surveying for renewals work, infrastructure and asset condition monitoring, seasonal management, access point location review/identification, monitoring security and areas prone to graffiti, signal sighting reviews etc.
Where possible, Network Rail has made a conscious decision to invest in systems which enable these activities to take place from the comfort and safety of an office environment. By utilising video footage of the railway network, captured from multiple different sources, this allows a digital view of the network to be pieced together and made accessible nationwide to both Network Rail employees and Network Rail stakeholders alike.
Network Rail are looking to procure solutions that will enable effective capture, storage, visualization, and exploitation of video data of the railway network. The key elements to providing this solution have been acknowledged and split into the following lots. The definition and number of lots may evolve before the final tender.
The scope is to provide:
• Lot 1: Data Capture and Upload
• Lot 2: Storage and Distribution
• Lot 3: Data Viewing
• Lot 4: Data Exploitation
Network Rail Eastern Region is considering to set up a new framework that will be a vehicle for procuring minor civil works for Signalling Assets & Equipment, such works are delivered by the Off-Track Civils teams within the region. The types of civil works envisaged are minor in their nature, these will include repairing, refurbishing, metal frame testing or replacing signal structures and level crossing.
As such the purpose of this Request For Information (RFI) is to engage with the supply chain test the nature of the proposed requirements with the view of seeking to maximise the potential outcomes. As part of the information to be collated from the RFI, NR would to:
- Stress test and determine how best to package the requirements i.e determination of optimum loting structure(s).
- Determination of the optimum commercial model that can deliver value for money.
- Determine the level of interest and capability from the market and the feasibility of setting up such a framework.

Network Rail is trying to understand the market interest and capability to deliver comprehensive services of ballast blending as described in the scope. With the main requirement being receiving used track ballast (product graded) and new ballast, by rail, carry out the required processing and supply a blended ballast, consisting of no more than 50% used ballast, in line with Network Rail’s track ballast specification, subsequently loaded to rail wagons.
The Supplier must have rail-linked facilities and the relevant permits required to deliver the Services.
This Notice is to inform the market of a potential procurement event for a Drainage Clearance an Surveys Framework. The works include providing drain clearance, minor repairs and inspection works for drainage systems which are located within the track and off track areas. The works will also include undertaking Site surveys to identify and diagnose problem areas, including the use of CCTV.

The Midlands Rail Hub (MRH) programme of works is a series of multidisciplinary infrastructure interventions intended to be undertaken across the West, Central and East Midlands of the UK with the core purpose, and combined output, of providing a number of additional services between central Birmingham and key regional cities and transport hubs.
The envisaged MRH scope is intended to include, but is not limited to, the design and build of: new platforms and sidings; up to two new chords into Birmingham Moor Street; widening of existing viaduct; power supply upgrades; new freight loops; new overhead line equipment (OLE) and various signalling works including the re-modelling of existing layouts.
MRH is intended to be delivered through an Alliance delivery model with Alliance members consisting of:
- Network Rail (as Client);
- Non-Signalling Partners (the focus of this notice and forthcoming procurement event); and
- A Signalling Partner (to be appointed via a separate sourcing event).

The TOPS and POIS Replacement Project is required to deliver a solution to replace in-use functionality of the existing application under the adoption of modern technologies, thus avoiding innovation limitation, technical debt, operational risk and extended support agreements for these two mission critical services.
TOPS is a mainframe system procured by British Rail (BR) from Southern Pacific in the early 1970s. It is a complex, command-driven system, originally designed for the management and control of freight vehicles and trains to provide real-time information of the whereabouts, loading, consignee, condition, etc. of freight vehicles. Since the introduction of TOPS to BR, the system has been expanded to handle locomotive activities and information about loco-hauled passenger operations, via a sub-system named POIS. The average freight traffic is currently 500 trains per day but may increase going forward.
To help inform any future procurement event, Network Rail is undertaking Soft Market Testing via this PIN to gather information to understand the capability of the supply chain to manufacture and provide materials for High Performance Switch System which contains over 1000 components, this is broken down into lots as per the attached document. You are able to advise if you can provide for one lot, all lots or multiple lots. The Drawings are attached and this is stage 1 of a multi stage exercise, the next stage will be a site visit. We are looking to expand our supply chain. Your organisation’s assistance will help Network Rail determine how best to undertake any procurement event should one materialise and ensure contracts/frameworks formulated reflect what the supply market can deliver.
There is no guarantee that any procurement will take place because of this PIN questionnaire, but your organisation’s interest will be noted in the event that one is undertaken.

Network Rail (NR) is looking to procure a main provider to provide Rail engineering technician (level3) apprenticeships via suppliers registered (or have an active registration application) on Apprentice Provider and Assessment Register (APAR). Network Rail would like to take this opportunity to seek further engagement and interest from the market to understand the appetite and capability of suppliers to fulfil a national contract with localised delivery for up to 8 years. ESFA rules must be adhered to.

Network Rail is looking to examine the level of interest and capability in the market to develop and deliver age-appropriate, engaging activities which promote pre-agreed rail safety messages to young people.
These safety messages will be designed to educate young people on the hidden dangers on and around the railway and equip them with the knowledge they need to keep themselves safe.
