External Disruption categories include trespass, vandalism, suicide and staff assaults. A high-level summary of the work includes:: 1) Coordinating the Route and its Partners to develop a Concept of Operation/Blueprint and target operating model for external disruption, 2) Developing process architecture technological requirements to speed up and automate prediction, prevention, and response to external disruption to make processes more efficient and effective, 3) Setting out processes and practices to measure the effectiveness/value for money of the interventions that have been applied to reduce the impact of external disruption, and 4) Developing, designing and implementing the interventions identified on the pilot route. The TOPS and POIS Replacement Project is required to deliver a solution to replace in-use functionality of the existing application under the adoption of modern technologies, thus avoiding innovation limitation, technical debt, operational risk and extended support agreements for these two mission critical services. TOPS is a mainframe system procured by British Rail (BR) from Southern Pacific in the early 1970s. It is a complex, command-driven system, originally designed for the management and control of freight vehicles and trains to provide real-time information of the whereabouts, loading, consignee, condition, etc. of freight vehicles. Since the introduction of TOPS to BR, the system has been expanded to handle locomotive activities and information about loco-hauled passenger operations, via a sub-system named POIS. The average freight traffic is currently 500 trains per day but may increase going forward.

The waste management service shall include the collection and disposal of waste from over 800 locations across Network Rail’s 8 operating routes, which are distributed across England, Scotland, and Wales. Network Rail (NR) owns, operates, and maintains the UK Rail Infrastructure. Network Rail has been utilising a variety of large scale remotely sensed data since 2014 when a national aerial survey captured high resolution aerial imagery, lidar and near infra-red data from a helicopter. The 2014 data was captured during the summer months and provided Network Rail with a comprehensive view of vegetation. Between 2019 and 2021 Network Rail re-captured the aerial imagery and lidar during the winter months to obtain a leaves-off view of the earthworks. With the emergence of satellite earth observation data, Network Rail is looking beyond airborne remote sensing data to gain intelligence about factors that may influence the safe operation of the railway. Interferometric Synthetic Aperture Radar (InSAR) offers the potential to monitor ground deformation at very high temporal and spatial resolution. Network Rail would like to create an integrated system that combines InSAR with existing asset data to provide the business with insight into ground movements across and beyond our ownership boundary.
