Early Intervention & Prevention Services for Children, Young People & Families as part of the Welsh Government Families First programme delivery in Neath Port Talbot (NPT). This consists of the following three lots.
Lot 1 Emotional Health & Wellbeing:
The primary objectives of the service are to enhance the emotional health and wellbeing of children, young people, and families, through the provision of early intervention and prevention services to reduce the risk of emotional and mental health issues. The service is intended to provide a range of interventions to support improved emotional and mental wellbeing in children, young people and families across the tiers of need identified for Families First. The service should complement and provide additionality to other existing services, such as School Based Counselling, CAMHS, In-Reach, other school based social and emotional interventions. This should include delivery of a service outside of school hours, including school holidays and closures.
Lot 2 Health & Positive Relationships:
The primary purpose of the service is to provide preventative messages to children and young people, promoting healthy relationships and safe online behaviours, and to support parents/carers to help keep their children safe online. The service will work across the tiers of need identified for Families First.
Lot 3 Support for Families with an Additional Learning Needs:
The primary purpose of the service is to provide integrated, family-focused support to children and young people with an ALN and their families, across the tiers of need identified for Families First. The service will enhance their well-being and social inclusion by addressing the unique challenges they face.
The contract period is scheduled for two years from 1st April 2026 with an option for a one year extension.

Conveyance of School Meals for Neath Port Talbot 2026-2030
Neath Port Talbot County Borough Council have appointed a supplier to undertake the conveyance of school meals.
Precooked meals are to be collected daily from a centrally designated production kitchen(s) and delivered in sealed containers to the schools requiring this service.
The successful supplier will also collect all empty containers from the delivery schools and return them to the centrally designated production kitchen(s).

Transitional Supported Accommodation For Young People
An award and contract signing has been made by Neath Port Talbot County Borough Council for the provision of a Transitional Supported Accommodation Service for young people aged 16 to 24, with the contract scheduled to commence on 16 May 2026.
This service will provide 24-hour staffed support at a fixed location, accommodating up to five young people at any one time. It is specifically designed for individuals aged 16 or 17 transitioning from residential care or whose current accommodation is no longer suitable due to the level of support required.
Many of the young people accessing this service are likely to have experienced trauma, possess limited support networks and may be vulnerable to exploitation. Support will be tailored to individual needs, encompassing both one-to-one and group-based sessions (both on-site at the property and off-site at community locations), and will offer practical and emotional assistance.
The purpose of the Service is to equip each young person with the necessary skills, experience and aptitude to enable a planned move on to appropriate sustainable accommodation options post 18. A suitable property has been identified in partnership with Caredig Housing Association, located at 20 Victoria Gardens, Neath SA11 3BH. The property comprises six self contained flats, with one flat designated for staff use. The flats are currently at the final
stages of renovation.
The successful provider will enter into a housing management agreement with Caredig Housing Association for the duration of the contract.
The contract will be for 5 years initially, with the option to extend up to a further 2 years
making the contract term potentially up to 7 years in total.

Direct award for the continued provision of a domiciliary and community-based care and support service for children, young people aged 0–25 and their families residing in Neath Port Talbot.
The service supports children and young people with complex needs, disabilities and additional support requirements, enabling them to remain safely at home and access their community, in line with assessed Care and Support Plans under the Social Services and Well-being (Wales) Act 2014.

Provision of a Children’s Rights Support Service to support Neath Port Talbot County Borough Council to promote and embed children’s rights in line with the United Nations Convention on the Rights of the Child (UNCRC). The service provides specialist, independent advice, challenge, training and participation support to Children and Young People’s Services, elected members and wider stakeholders.
The service requires a high level of independence, credibility and trust, developed through long standing relationships with children and young people and Council officers. Continuity of delivery is critical to maintaining these relationships and ensuring effective outcomes.

Interpretive Design - Pop up Museum for Neath Port Talbot CBC

Neath Port Talbot County Borough Council who had recently been awarded funding from the Welsh Government’s Priorities for Culture Fund to create a ‘pop-up museum’ resource to enable access to our Neath Museum collection by residents and visitors. This project will create a formal ‘pop-up museum’ resource to enable our museum archive and new exhibitions, relating to the heritage of the town of Neath, to be accessible within our community. The pop-up museum will enable access whilst we work towards a longer-term solution to deliver a permanent exhibition and achieve museums accreditation. The exhibition will include digital and static interpretation at a which will be sourced through this commission, in addition to the display of items from our archive.
