These services may include, but are not be limited to, on-call supply chain mapping and due diligence checks, Supply chain Modern Slavery risk assessments, Financial Crime screening and Know Your Customer checks.
The NWF is looking to consider the delivery models that could provide this service, such as:

Investment Management Solution (s)
The National Wealth Fund (“NWF”), successor to the UK Infrastructure Bank, has been established to drive the nation's growth by creating a stable investment environment and mobilising private capital to align with the UK Government's strategic priorities. As NWF we will support a wider range of sectors beyond infrastructure, aligning with the Government's industrial strategy. NWF have a total capital of £27.8 billion, with at least £5.8 billion dedicated to green hydrogen, carbon capture, ports, gigafactories, and green steel. This aligns with the principle of achieving policy objectives via sound banking.<br/><br/>Our private sector function will provide corporate and project finance and invest across the capital structure, including senior debt, mezzanine, guarantees and equity. <br/><br/>Our local authority function will lend to local authorities at a preferential rate for high value and strategic projects of at least £5 million<br/><br/>We are wholly owned and backed by HM Treasury.<br/><br/>We are undertaking early market engagement to understand the market offerings for an investment management solution (s) which focuses on the financial and operational lifecycle of a deal post go-live, namely:- <br/><br/>• Investment set up (booking a deal) <br/>• Output for the purposes of accounting in-line with International Financial Reporting Standards (IFRS). <br/>• Investment management of a deal (calculation of cashflow) <br/>• Investment closure (ending a deal) <br/>• The continual risk management of the deals including IFRS ECL & economic capital calculations<br/>• Professional services related to the above<br/><br/>NWF currently has a number of tools providing these services internally.<br/><br/>The outcome of the early market engagement will inform our procurement pipeline for procuring any software or associated services as further described in Section VI.3 below.

The Scope of this Request for Information pertains to the National Wealth Funds requirements to provide Mandatory training to all its staff on content such as Financial Crime, Compliance, Data Protection, Information Security and Health and Safety.
The NWF is keen to understand information from the market to feed into our requirements ahead of a formal competition in the future and to gather feedback from potential suppliers on its requirements.

NWF has a future requirement for Expert Network Services to support its due diligence processes, particularly in relation to equity investments being considered. NWF anticipates the Expert Network Services will serve as a useful resource for the Banking & Investment team, enabling them to directly access industry leading expertise when evaluating investment opportunities.
The scope of this procurement activity involves the issuing of a Request For Information ("RFI") as part of Early Market Engagement ("EME") to potential suppliers in connection with anticipated future formal procurement processes for the supply of Expert Network Services.
Through this RFI, NWF wishes to engage with potential suppliers of Expert Network Services to understand the solutions available within the expert network market, focusing on aspects such as service offerings, IT delivery and security related to the expert network platform, as well as contracting.

The solution (s) & services need to be able to facilitate all our product sets, in Debt (Bullet repayment loan, Amortising loan, Revolving credit facility, Bridge finance, Bonds and Portfolio loans such as warehousing), Guarantee (Financial guarantee, Performance, Inflation linked, Credit enhancement & First loss) and Equity (Ordinary shares, Preference shares, Fund investments, Convertible loan notes, PIK shares). The solution(s) & services would need to be capable of supporting our users in daily workflows across our Financial Risk Management, Finance Operations, Financial Control, Portfolio Management and Treasury teams. The solution(s) & services will enable NWF to manage and monitor its investment in an efficient and transparent manner. As NWF are wholly owned by HMT, any solution & services must be capable of meeting our user requirements and offer value for money. Request for Information (RFI): Climate Risk Analysis Scenario Modelling & Physical Risk Assessment
The National Wealth Fund seeks market insight on climate risk analysis, including scenario modelling and asset‑level physical risk assessment, to inform future procurement and enhance portfolio‑level decision making.
The National Wealth Fund (“NWF”) regularly requires the provision of Management Due Diligence services in support of individual equity investment opportunities under consideration. In order to streamline and standardise the commissioning of these services, NWF is seeking to establish two overarching contractual arrangements from which services may be called off on a Statement of Work basis as individual investment opportunities arise.
It is NWF’s intention to award contracts to two (2) suitably qualified suppliers, reflecting the potential for conflicts of interest that may arise in relation to target companies. Each contract is anticipated to be for a duration of four (4) years. Whilst the contracts will be established on a no‑committed spend basis, it is anticipated that they will represent the default route for the procurement of Management Due Diligence services throughout the contract term.
The required outputs and deliverables associated with the services shall comprise draft and final Management Due Diligence reports.
Services may be undertaken in respect of any combination of the following individuals, as specified by NWF on a case‑by‑case basis:
- Founders and co‑founders
- Executive directors
- Members of the senior leadership team
- Functional leads and other key individuals identified by NWF
By way of a high‑level illustrative example, the typical scope of services may include, but is not limited to, the following elements:
- Management Capability Assessment: A comprehensive assessment of the capability, effectiveness, and overall suitability of the target company’s management team.
- Referencing and Evidence Gathering: The undertaking of referencing and evidence‑gathering activities, which may include, as appropriate: referencing with previous employers or colleagues; referencing with current employees; and blinded or anonymised reference discussions.
- Integrity and Background Checks: Where relevant to the target company, the completion of integrity and background checks.
- Compensation and Incentives Review: Where relevant, a review of management remuneration and incentive arrangements, including benchmarking of base salary, variable cash compensation, equity participation, and option schemes.
- Enhanced Team Effectiveness and Psychometric Assessment: Where relevant, enhanced assessment of team effectiveness, potentially including the administration and interpretation of recognised psychometric or behavioural assessment tools at an individual and/or team level.
- Regulatory, Government, and Stakeholder Engagement: Where relevant, an assessment of management’s experience in engaging with central and local government bodies, together with experience of regulatory compliance and planning processes.
