Purpose: This questionnaire aims to inform our procurement strategy for a new employee talent review process. We are seeking a solution that minimises bespoke development, leverages off-the-shelf capabilities, and supports a competitive procurement process. Responses are non-binding and will be used for market research only. None of the questions are mandatory.
We are seeking providers to support the talent management process which in turn supports having the right people and skills including those who will support and enable the net zero plan. It also contributes to other KPIs particularly meeting the needs of all users and providing a well maintained and resilient network.

Operational Digital Imagery - Early Market Engagement
National Highways currently operates four key technology contracts that underpin the safety, monitoring, and operational capability of our traffic officer fleet and supporting vehicles. These contracts are due to expire, at various dates, by 2028. As part of our strategic approach to improving efficiency, reducing duplication, and ensuring consistent technology standards, we are exploring the opportunity to consolidate these separate agreements into a single, integrated contract.

Market Engagement for Learning Experience Platform (LXP) - Improving User Experience

National Highways operates as a business that attracts talented people and enables them to flourish whilst ensuring we have the right people, with the right skills, in the right place. It focuses on developing and enhancing the professional skills needed to support its delivery for the future capabilities that will sustain its successes.
The objective of this early engagement exercise is to understand how the use of a learning experience platform (LXP), replacing our current LMS platform could support National Highways in its desire to offer a truly engaging and high-impact learning experience for its staff and employees. To this end, we would like to invite expressions of interest from suppliers of Learning Experience Platforms, to demonstrate how their solutions can support us in achieving the following non-exhaustive outcomes:
•Support colleagues in achieving their personal and professional development through identifying areas of development and offering a range of solutions.
•Promote alternative learning opportunities to funded courses or non-funded courses/resources.
•Support line managers in identifying solutions to their team development opportunities thus maximising 70:20:10 learning approach.
•Maximise the uptake of mandatory courses before their deadline is reached.
•Move away from paper-based training material to digital without incurring significant expense, and utilise the internal knowledge, skills and capabilities that we have.
•Share knowledge and best practice with others.
Additional information: This notice is seeking to identify potential service providers, with a view to inviting all interested parties to attend a further virtual Market Engagement Event in the week(s) commencing 14 November, 2022.

Interested providers are required to review and address the questions outlined in the Supporting Information section of the attached LXP Market Engagement brief document in their responses, no later than the expression deadline on Thursday, 10 November, 2022.
Please note that this is a market testing exercise and does not commit National Highways to undertake a subsequent procurement process.
Current services will remain in place during and after this expression of interests window, in line with existing contracts and service level agreements.

National Highways Electric Vehicle Charging Infrastructure Solutions
NH are aiming to have Net Zero corporate emissions by 2030. The electrification of its vehicle fleet is a pivotal piece in this wider ambition and therefore it is crucial for NH to provide charging provision for its Electric Vehicles (EV) to ensure the reliable and safe operation of the Strategic Road Network. NH aims to deliver fast to ultra-rapid charging at priority sites with each site having a tailored solution based on specific needs of the users on site. Due to business demand, the programme of works will need to work at pace to address operational risks with the ambition to deliver the proposed EV charging installations by the end of March 2027. NH are targeting a contract award of no later than September 2026. We understand this programme is challenging and would be looking to work with a supplier who has a proven track record of delivering full solutions at scale and pace. On completion of installations, NH would be looking to enter into a further service level agreement with the installer which would see the supplier take on accountability for the maintenance and continued operationality of the installed chargers, providing a reliable and resilient service to the NH fleet. A further list of services is included within the market engagement form, linked in the Engagement section of this notice.
Once the closing date for market engagement responses have passed, National Highways will analyse the results and this will inform a procurement strategy, the details of which are still to be determined. National Highways reserve the right to procure via a route to market which they deem appropriate based on findings. This includes existing Framework routes. Equally, National Highways reserve the right not to procure these services at its discretion. The responses submitted to this questionnaire are for information only and do not constitute a formal submission.
