The Fund's 10-year strategy Heritage 2033 sets out our ambition to make a difference for people, places and communities. Our long-term strategy is supported by three-year delivery plans, setting out how the aims of the strategy will be delivered. They will allow us to take a flexible approach, adapting to heritage sector needs and responding to external events or opportunities over the 10 years. We are now looking ahead to our second delivery plan and how we identify future strands of activity as part of our strategic interventions to support heritage in need (HiN). We are seeking a service provider who will prepare a think piece on the theme of heritage in need to stimulate discussion within the Executive team on the ambition, scope and risks of potential strategic interventions. In the first year of Heritage 2033, the Heritage Fund designed a new Impact Framework to allow the Heritage Fund to evaluate and assess the impact of our funding over the next 10 years. Work is underway to introduce qualitative and quantitative measures which will be used to understand if we are delivering against the long-term ambitions of our strategy. Alongside the development of this Impact Framework, the senior team wish to improve the approach to performance measurement and reporting through a revision of the suite of management information and key performance indicators that inform decision making and help senior management with oversight of delivery. Management information (MI) in this context refers to data that is used by the Heritage Fund to help make decisions about how the organisation is run. MI can take the form of reports, charts and graphs; but it should allow performance to be tracked over time. Areas of the MI are already under development covering financial, operational and workforce measures, however there is a need to develop regular reporting on customer satisfaction and stakeholder reputation. We are seeking a service provider who will work with the Heritage Fund to develop the MI for customer satisfaction and stakeholder reputation drawing on existing sources of information at the Heritage Fund as well as wider best practice. The provider will then recommend a series of Gold/Silver/Bronze level options for future information and measures that could be delivered using existing systems without significant additional investment. We are conducting research which provides as clear a picture as possible of the current funding trends for the UK's heritage sector. Thirty years after the start of the National Lottery and the creation of the Heritage Lottery Fund (now the National Lottery Heritage Fund) and at a time when established sources of funding - from grant-in-aid to local authority funding to philanthropic trusts - are under pressure, we need to ensure we have a good understanding of how investment flows into and between our heritage organisations and assets and, more importantly, to learn what opportunities and levers we have to maintain, increase and manage this flow in future. Our intention for this research is to take a long-term view of heritage funding with an emphasis on identifying the best ways to ensure future financial sustainability. We want to understand both how current events (such as recent cuts in local authority spending and the Budget) and longer-term trends (such as patterns in philanthropic and individual giving and changes in the visitor economy) are affecting the heritage sector's financial health. We want to understand what sources of funding the heritage sector has traditionally relied on and to what extent these are at risk. But we also want to understand where there are opportunities for drawing on new or under-exploited forms of funding, compatible with sector values. The National Lottery Heritage Fund (Heritage Fund) wants to review its approach to grantee project evaluations. The Heritage Fund is looking to appoint a supplier to review the current approach to evaluations for projects funded through both our National Lottery Heritage Grants and through Grant in Aid. Our current approach and systems do not allow for learning to be easily extracted and collated. We want to explore creating a new approach to project evaluations that takes a more creative approach to understanding impact and learning with and from grantees; to better organise, extract, use, and share learning for applicants/grantees, ourselves, and the wider heritage sector. We also want to ensure that evaluations provide good value for money overall and individually. The Lottery Good Cause Summaries are the standard format for sharing project successes across the entire National Lottery family, creating a unified approach to celebrating the difference National Lottery funding makes in communities everywhere.
