The NFCC is working on behalf of 10 fire services across the county adopting the Direct Entry Programme within their service.
The National Fire Chiefs Council are keen to talk to any providers who would be interested to help shape and inform one or more of the product requirements, outlined within the ITT. Providers should not be concerned if they feel they cannot deliver all elements of the training programmes, we are interested in providers providing details on how it can be delivered at a national level, along with ideas relating to online blended learning.

In February 2023, the NFCC MLP Project Board issued a survey across the sector to gather information, views and opinions to help shape a national middle leadership programme. The survey was open to all fire and rescue services and partners.
Summary key findings
• There are consistent challenges and issues facing middle leaders, with the most common being:
i. Leadership skills gaps
ii. Behavioural / cultural challenges
• A blended* approach towards a development programme is favoured, with national guidance provided for either a regional or service led delivery model for the interactive / face to face elements, supported by online learning modules
• An award or accreditation providing a route to a full qualification would add gravitas and incentive to the programme, along with professionalising the sector
• The largest audience for MLP will be operational and non-operational colleagues who are new and aspiring middle leaders, but the programme will also be available to all existing middle leaders.
* Combination of delivery methods, such as online, face to face, action learning and interactive online sessions via Teams.
The tender will be broken down into three (3) lots, suppliers may bid for one, two or all three.
Suppliers must ensure that they are fully familiar with the nature and extent of the obligations required of this Service. They must realise and be aware that their proposed offer of Service is contractually binding and that the resulting Contract Agreement will be strictly supervised and closely monitored against their submitted offer (and to any subsequent mutually agreed amendments) and shall be enforced in accordance with the Contract provisions.
It is the responsibility of the Supplier to obtain for itself, at its own expense, all information necessary for the preparation of its Tender.
The proposals should address how the Supplier would manage each element of the requirement and the proposed pricing models submitted should clearly explain how each would be priced.

The NFCC is looking for the services of a finance support agency to help support and augment the small NFCC finance function.
The NFCC is membership organisation representing Fire and Rescue Services across the UK. We are a charity and limited company. We have budget of around £10million a year and a staff team of around 120. Funding comes primarily from Fire and Rescue services via membership subscriptions, and from Government grants. We also have a small events and commercial funding stream. We are an entirely virtual organisation.
The finance function comprises of a Head of Finance, Management Accountant, Contracts Officer, Finance & Admin Officer and Finance Administrator. We use Sage 50 Accounts and Kefron P2P systems. Payroll is run in-house.
Working with the finance team to provide seamless support and services to internal and external stakeholders through:
• Overseeing general ledger, accounts payable and receivable. To ensure work is kept up to date and procedures are being followed including raising any issues with the Head of Finance.
• Advanced knowledge of excel is required including the use of multiple power queries to update grant and budget holder spreadsheets with actual and forecast spend.
• Support the Head of Finance in development and improvements of financial budget and monitoring processes, ensuring that project spend remains within plan.
• Work with internal stakeholders to gather information for financial reporting and budget setting.
• Preparing financial reports as and when required by the Head of Finance.
• Assist with payroll journals and VAT returns.
• Assist the Head of Finance with Year-end planning and procedures.
