The National Fire Chiefs Council (NFCC) is seeking to appoint a supplier to deliver a programme of leadership training. The training will be aimed at aspiring and existing senior leaders within the
Fire and Rescue Service and from other sectors.
We are seeking to engage with the market to further inform the development of an Invitation to Tender (ITT) that will be released early in 2025.
The current programme-known as the Executive Leadership Programme (ELP)-is delivered through five four-day residential face-to-face modules, in partnership with an accredited UK academic institution. Currently following successful completion of the ELP candidates are awarded a Post-Graduate Certificate-level qualification.
The ELP is intended to enhance individuals' leadership capabilities, allowing them to explore and address key strategic issues confronting the Fire and Rescue Service. The existing programme is designed so that learning from the classroom provides sustained and applied benefits to confront current and future challenges. These challenges can be personal and organisational in
nature.
Supplier engagement
Online Supplier workshops will be held between the 19th November until the 22nd of November via MS Teams.
This will be an opportunity for potential suppliers to:
Make introductions with the NFCC ELP Review Project team
Ask questions about the project's objectives and outputs
Share insights into suggested methodology for achieving the projects objectives
Participate in discussions and answer questions from the project team.

National Firefighter Selection Tests Prior information notice
**please note that the date of the supplier day has changed from the 9th November 2022 to 7th December 2022 due to industrial action on the rail network**
The National Fire Chiefs Council (NFCC) is seeking to appoint an academic research team to evaluate the practical tests within the current National Firefighter Selection Tests and make recommendation on what appropriate tests should be used moving forward. The ITT for this research is expected to go live in January 2023, with the contract commencing during April 2023.

· Casualty Evacuation
· Ladder lift

Research Team Outputs
· A report outlining consolidated scientific research base, providing context for the research required
· A report outlining recommendations for updated NFST (National Fitness Selection Tests) practical tests including recommendations for reasonable adjustments where necessary
· An appropriate training plan to utilised in preparation for the undertaking the updated practical tests
· Equality Impact Assessment for each individual practical test
· Guidance document relating to what Equality, Diversity and Inclusion (EDI) data should be collected by fire and rescue services in relation to the practical testing of the NFSTs

A supplier day is to be held on Wednesday 7th December 2022 from 10.00 until 16.00 at Sheffield Fire and Rescue Training & Development Centre (Beaver Hill Road Handsworth; S13 9QA). This will be an opportunity for potential suppliers to:
· Observe in person demonstrations of the 6 practical tests that require updating
· Make introductions with the NFCC Recruitment Project team
· Ask questions about the project's objectives and outputs
· Share insights into suggested methodology for achieving the projects objectives
· Participate in discussions and answer questions from the project team

NFCC World Fire Congress 2026 Event Management Company NFCC00005
In September 2026 the NFCC will be hosting the 2nd meeting of the World Fire Congress. The World Fire Congress (WFC) was created to bring together Fire and Rescue Services across the world to meet and address the many common issues, risks and challenges that fire and rescue services are facing - from operational responses, to the impact of climate change and extreme weather events, to work around culture and diversity, to firefighter mental and physical health and wellbeing, to wider sharing of learning and good practice. The Congress seeks to grow and deepen international collaboration across fire and rescue services - bringing the benefits of shared understanding and experience to tackle the challenges that fire services face globally.
The inaugural WFC was held in the USA in April 2024, attracting delegates from over 50 different countries across the world.
As a bi-annual event, the UK will host the 2026 WFC. The National Fire Chiefs Council (NFCC) will be taking the lead and be responsible for the hosting of the 2026 event, which will be held at the QE2 Conference Centre in central London. The event poses a significant opportunity for NFCC and UK Fire and Rescue Services to host a major international event, raising the profile and reputation of UK Fire and Rescue; generating new opportunities to learn from and share international best practice, and demonstrating our value and capabilities - both to UK governments and wider national and international partners.
NFCC is looking to procure the services of an experienced Events Management Company to support us in the organisation and co-ordination of the World Fire Congress 2026. NFCC has a small internal events management team focused on delivering our existing commercial events programme. However, given the size and scale of the WFC and to ensure minimal disruption to the delivery of our business-as-usual events programme, we are seeking the services of an external event management company to deliver against the specification detailed in this document and to provide expertise and support in the delivery of this important international event.
It is the responsibility of the tendering organisation to obtain for itself, at its own expense, all information necessary for the preparation of its Tender. The proposals should address how the tendering organisation would manage each element of the requirement and the proposed pricing models submitted should clearly explain how each would be priced.
