Northumbrian Water Limited (NWL) seeks to appoint a partner/s for energy supply for the import and export of electricity and gas across ~1,853 operational sites and providing compliant Meter Operator Services (MOP) including Data Collector and Data Aggregator Services (DCDA) to ensure accurate data collection and reporting for the operational sites. To support this, the contact has been split into the following Lots; · Lot 1 - Power - Import & Export (HH/NHH/UMS) · Lot 2 - Gas - Import & Export · Lot 3 - Meter Operator Services (HH) The scope of work to be undertaken by the successful bidders is anticipated to be as follows: · Supply NWL with electricity and gas, offering flexible trading options (system and/or day-ahead pricing, seasonal trades). · Work in partnership with the Energy & Decarbonisation team and business stakeholders to adhere to business requirements. · Provide experienced resources with the capability to identify genuine business benefits and opportunities. · Collaborate effectively with stakeholders to deliver end-to-end energy supply services including handling billing, credit notes, and export invoicing, new connection requests, disconnection requests, settlement and data reporting. · Manage NWL's energy portfolio, offering tools for reconciliation, forecasting, and strategic planning across multiple sites. · Provide weekly energy market updates and contributes to NWL's procurement strategy, including supplier interviews and performance KPIs. · Install and maintain meters, collect half-hourly data, and aggregate it for billing and analysis. This includes export meters and strategic assets. This specification provides detail all Lots of the process to support suppliers in tendering for an energy supplier/s and Meter Operator Services and the standards required. Contract Period Lot 1 & 2: The period of any contract(s) resulting from this procurement will be 6 years from the contract start date. The length of the contract may be extended with the supplier for a further 4 years. Lot 3: The period of any contract(s) resulting from this procurement will be 10 years from the contract start date.

LOT 1 - POWER NWG seeks a supplier who can fulfil the following contract requirements and intends to put in place a framework agreement for the supply and administration of 1,829 electricity supply points including both import and export (1,314 NHH 515 HH - correct as of July 2025). The contract has an estimated annual value of £53M/year (estimated gross of any payments to NWL for electricity export). All electricity contracts must be provided by a single supplier. The successful suppliers must have appropriate supply licenses for import and export and must be able to demonstrate their experience in providing similar services to other clients. LOT 2 - GAS Page 3 to 12 NWG seeks a supplier who can fulfil the following contract requirements and intends to put in place a framework agreement for the supply and administration of both import and export gas supply points (25 MPRNs - correct as of July 2025). The requirement is for gas supply contracts for 25 supplies covering import and export of gas. The contract has an estimated annual value of £4M/year (estimated gross of any payments to NWL for gas export). All gas contracts must be provided by a single supplier. The successful suppliers must have appropriate supply licences for import and export and must be able to demonstrate their experience in providing similar services to other clients. LOT 3 - MOP & DC/DA NWG seeks a supplier to appoint a Meter Operator (MOP) provider to provide Data Aggregation and Data Collection (DA/DC) Services for any new or existing half-hourly electricity supply points. The MOP agreement will cover the installation, maintenance, and management of energy meters, ensuring accurate usage recording, proper upkeep, and regulatory compliance. As of July 2025, NWG is currently overseeing 515 HH MPANs. Due to the timeline of this current tender, NWG acknowledge that the Market-wide HalfHourly Settlement (MHHS) is a significant reform in the UK's electricity market, aiming to transition all electricity meters to half-hourly settlement. As per NWG's understanding, changes which will take place under MHSS are as follows: • MOPs (Meter Operators) are becoming MOAs (Meter Operating Agents). • DC/DA roles are being replaced by Smart Data Services (SDS) and Advanced Data Services (ADS). • HH/NHH classifications will be replaced with Smart, Advanced, or UMS. • Contracts for Metering Services Smart (MSS) or Metering Services Advanced (MSA).

1.3. Phosphoric Acid is dosed for plumbosolvency control; Plumbosolvency is the ability for water to dissolve lead. To control and prevent this, the addition of phosphate is required. Continuous dosing of low levels of phosphate into drinking water causes build-up of a thin scale on the inner walls of pipework. This scale prevents water from coming into direct contact with the walls of any lead pipework. Provided that the dose is applied continuously and without interruption this scale remains in place, thereby protecting customers from any harm associated with lead in drinking water.

Anaerobic conditions on wastewater sites cause the production of hydrogen sulphide, which creates bad odours and can transform into sulphuric acid which corrodes pipes. Septicity control chemicals are used to stops hydrogen sulphide from occurring. The duration of the contract will be 3 years with an option to extend for 2 years.

Northumbrian Water Limited (NWL) operate flowmeters (Discharge Flow, Flow Pass Forward and Event Duration Monitoring) across 215 sites that require MCERTs Inspections to comply with regulatory requirements. Each site must be re-inspected every 5 years by a registered MCERTs Inspector. The programme is designed so that roughly one fifth of the sites will be inspected in each contract year. It is expected over AMP8 new sites and additional MCERTS instruments will be added to the schedule of inspecting.

NWL have a requirement for contractors to provide adhoc tankering services for the transportation of septic sludge, liquid sludge and/or cake sludge using a variety of vehicles including but not limited to rigid tankers, articulated tankers, artic tipper, 8-wheeler rigid body tanker, 8 wheeler rigid tipper, and tractors & barrel. The framework will be divided into the following lots: 2.3.1 LOT 1 - WASTEWATER TANKERING • Suppliers must be able to meet a lead time of next day for any planned work • Supplier must maintain a green status on the Operator Compliance Risk Score (OCRS) • As waste water treatment is a continuous operation, communication and logistics support must be available 365 days a year and 24 hours a day. • NWL Bioresources move sludge from NWL Sewage Treatment works to NWL Treatment Centres Howdon, Hendon & Bran Sands. • Lot 1 covers a requirement for a 3rd party transport provider for us on an ad hoc basis and volumes will vary from week to week. NWL Bioresources predominantly hire 44T artics which can carry around 27 tonne of sludge. • NWL Bioresources typically hire 1 to 2 tankers a week (Mon to Fri), but on some weeks we don't require any. On days tankers are hired they will each do around 5 loads a day for the full day. • NWL Bioresources occasionally have a requirement for a rigid 32T vac tanker, but this is not on a frequent basis. • Articulated Tankers with a minimum capacity 28 m3 (inclusive with 1 Driver) • Articulated Tipper Trucks with a minimum capacity 28-30 tonne loads (inclusive of 1 Driver) • Rigid Tankers with 14m3 to 18m3 capacity (inclusive with 1 Driver) 2.3.2 LOT 2 - WATER SLUDGES TANKERING • Suppliers must be able to meet a lead time of next day for any planned work • Suppliers must be able to provide 24-hour emergency call out. • Suppliers must be capable of offering large fleet of vehicles equipped for all types of liquid sludge transport. • Supplier must maintain a green status on the Operator Compliance Risk Score (OCRS) • Supplier must be capable of undertaking a clean wash out of tankers and provides a clean wash out certificates for tankers undertaking duties on NWL water sites • As water treatment is a continuous operation, communication and logistics support must be available 365 days a year and 24 hours a day. • NWL Water Supply move water sludges from NWL Water Treatments Works to another WTWs for sludge treatment to be undertaken. • Articulated Tankers with a minimum capacity 28 m3 (inclusive with 1 Driver) 2.3.3 LOT 3 - NWG GROW • Suppliers must be able to meet a lead time of next day for any planned work • Supplier must maintain a green status on the Operator Compliance Risk Score (OCRS) • Rigid Tipper Trucks with a minimum capacity 18-20 tonne loads (inclusive of 1 Driver) • Tractors and tipping trailer o tractor & min 15 tonne tipping trailer 2.3.4 LOT 4 - RURAL TANKERING • Suppliers must be able to meet a lead time of next day for any planned work • Supplier must maintain a green status on the Operator Compliance Risk Score (OCRS) • As water and waste water treatment is a continuous operation, communication and logistics support must be available 365 days a year and 24 hours a day. • In the main a driver will be required to drive the tractor unit and trailer barrel to one of NWL remote wastewater sites to assist with tankering out from the site with emptying of primary and final tanks, and full site cleans with movement of any waste product transported to STW • Requirement for emptying of NWL owned Septic tanks for transporting of waste into NWL STW. • Provision of tractor and trailer across a range of barrel sizes including but not limited to: o 10m3 tractor & barrel trailer o 14m3 tractor & barrel trailer o 16m3 tractor & barrel trailer o 20m3 tractor & barrel trailer
