This contract commissions time-limited external support to assist Cardiff and Vale University Health Board in responding to a significant and worsening financial position while operating under Welsh Government oversight and escalation arrangements. The Health Board is forecasting a £56.2m deficit in 2025/26, compared to a £27.7m deficit outturn in 2024/25, and faces a material underlying financial gap in 2026/27 that cannot be addressed through business-as-usual savings alone. In the context of the 2026/27 planning round and the requirement to demonstrate a credible medium-term route to financial sustainability, the Board has agreed to commission independent support to identify the scale and nature of change required to alter the current financial trajectory. The purpose of the assignment is to develop a finite, decision-grade set of approximately five to seven high-impact options that explicitly set out what activity, services or sites would need to slow, stop, be consolidated, decommissioned or traded off in order to materially improve the financial position in 2026/27 and demonstrate a credible path to medium-term financial balance. The focus is on making the consequences of affordability explicit rather than developing narrative strategies, consensus or recommendations on preferred options. Each option must be articulated in granular operational terms, including affected services or sites, the nature of the change, workforce implications linked directly to service and activity change (including WTE impact), financial impact and phasing, delivery dependencies and constraints, and key risks and trade-offs including impacts on access, quality, safety and workforce. Options must clearly distinguish between what could realistically contribute in 2026/27 and what would deliver benefit in later years. The work will complement existing internal savings programmes, bring independent challenge and judgement, avoid optimism bias and untested productivity assumptions, and be delivered at pace within a tight timeframe. Outputs must be suitable for Board consideration and engagement with Welsh Government. The external support will provide analysis and option appraisal only, with all substantive outputs completed by no later than 31 March 2026.

The Provision of Paediatric Dental General Anaesthesia is a necessity and the Health Board has no other options available to safely deliver the service.
Due to theatre capacity constraints the Health Board is unable to provide this service in house. The service cannot be provided in a General Dental Practice environment as this requires a specialist service with the facilities and qualified staff to deliver the anaesthetic.
The service specification defines the outcomes, standards of care and requirements essential for delivering a Paediatric Dental General Anaesthesia Service for children and young adults (3 – 17 years of age) resident in the Swansea Bay University Health Board area, driven by the children’s needs, their best long-term interests, and minimises risks to them as individuals. The objectives of this service specification are to ensure care is: consistent with relevant national and SBUHB guidelines and policies and recognised best practice. Provided in a safe environment, by individuals who are competent to deliver the needs of the patient and in the patient’s long-term best interests.

CTMUHB has maintained certification to the Environmental Management Standard ISO 14001 since 2013 and successfully transitioned to the ISO 14001:2015 Standard in 2016. We remain compliant with the requirements of ISO 14001 at all sites named within our scope
The current certificate is due for re-certification by 30 June 2026, we are seeking to invite expressions of interest for the provision of:
• Recertification of ISO 14001 certification services for the new certification period (3 years, from June 2026 to June 2029);
CTMUHB are seeking the provision of annual assessment and ongoing certification services to the Environmental Management Standard ISO 14001:2015. The scope of the organisation’s certification is to include:
“The management of environmental aspects associated with the provision of healthcare and clinical services at the following sites:
• Prince Charles Hospital
• Royal Glamorgan Hospital
• Princess of Wales Hospital
• 31 Community Hospitals, Health Centres & Clinics
The Health Board require all sites to have a minimum of 1 visit within the 3 year period of the agreement.
The successful bidder will be expected to:
• Provide a UKAS accredited ISO 14001 Environmental Management assessment and certification service to CTMUHB. The initial assessment is to take place by 29 June 20226, to ensure continuing certification against the Standard;
• Provide ongoing customer service and support in the maintenance of certification;
• Demonstrate relevant knowledge and experience in NHS Wales and in particular CTMUHB;
• Make provision to amend the certification scope during the certification period when CTMUHB organisational changes have occurred (following prior notification by CTMUHB). This provision will be provided at agreed pro rata rates and no claims for loss of profit, disruption of programme will be accepted;
The following criteria applies:
• Provision of initial assessment and recertification to ISO 14001:2015 to ensure continued recertification, as at June 2026;
• Provision of ongoing annual surveillance audits;
• Provide Surveillance Assessment Reports in DRAFT within 5 business days of the Assessment and allow opportunity for commentary/agreement of the findings prior to issuing a FINAL report. Where CTMUHB has submitted comment against a DRAFT report, a formal response should be made available detailing acceptance/rejection of the response within 5 working days; and
• Provide a suitable mechanism for query and dispute resolution. Where a technical challenge is raised, provide appropriate contact details for technical compliance team and ensure an initial response is issued within 3 working days.

In December 2024, the National Strategic Clinical Network for Women’s Health published the first ‘NHS Wales Women’s Health Plan’ (the Plan). The Plan is a ten-year vision (2025-2035) that outlines an NHS Wales approach to improving the health outcomes for women in Wales. The 10-year plan has been two years in the making and follows the publication of the Welsh Government’s Quality Statement for Women’s and Girls’ Health in 2022. This made clear that approaches to healthcare need to change so women can access the care they need in a timely way; that the health service is responsive to their choices and needs and that research and development reflects women and girls’ lived experiences.
It is an NHS Plan, which has been co-ordinated and led by the National Strategic Clinical Network for Women’s Health (the Women’s Health Network) with involvement from NHS staff, colleagues, experts in the field, and third sector organisations. It builds upon the work of the ‘Discovery Report’, which captured the voices of 4000 women and girls in Wales.
The Plan will be delivered over ten years, through 64 short, medium and long– term actions. It will follow a life course approach, with a focus on delivery of services from 16 years of age, often an important time of transition within health services for girls. The Plan has 8 priority areas:
1. Menstrual Health
2. Endometriosis and Adenomyosis
3. Contraception, Post-Natal Contraception and Abortion Care
4. Preconception Health
5. Pelvic Health and Incontinence
6. Menopause
7. Violence Against Women, Domestic Abuse and Sexual Violence
8. Ageing Well and Long-term Conditions Across the Life Course
The Plan outlines the key health inequalities experienced by women in Wales at a population level, and highlights some of the disparities in health that are emerging. It also highlights opportunities for closing the gender gap, improving health across our NHS services.
The Plan will be delivered locally by the Cardiff and Vale University Health Board. To support and complement this national workstream, two Health Needs Assessments are required to ensure that the needs of our population are understood and addressed appropriately – a Sexual Health Needs Assessment, and a Women’s Health Needs Assessment.
The two reports are closely linked and inter-dependent with regards to topics, key stakeholders and populations of interest. There will likely be overlap with regards to the production of the report (e.g. focus groups) and areas of discussion (e.g. contraception) which could create unnecessary duplication from two separate providers. However, due to the current service arrangements, it is required to have these two reports separately to allow all aspects of sexual health services to be reviewed, as recommendations on one element of the service would impact the whole service. Therefore, a single provider will be sought to produce both reports as outlined below.
The aim of the Health Needs Assessments will be to:
• Understand the met and unmet needs of residents across Cardiff and the Vale of Glamorgan in relation to the 8 priority areas of the Women’s Health Plan for Wales, using a range of methodologies
• Understand what services are currently being delivered for the defined population to address these
• Assess the gaps in services in meeting the identified needs of the population
• Develop evidence-based recommendations to support strategic planning to meet the needs of the local population, in alignment with local, regional and national priorities
The Requirement
The awarded bidder will:
• Participate and engage in regular progress meetings with key stakeholders
• Work with key stakeholder to agree the scope, data, key literature and priorities to create the reports
• Provide regular updates to key stakeholders and promptly escalate any issues or challenges with the delivery of the reports
• Produce annotated outlines, interim and final reports as per agreed timelines (see below)
The scope of the two Health Needs Assessments are outlined below
a. Sexual health needs assessment (SHNA)
• Sexual health outcomes, behaviours, and service usage in Cardiff and the Vale of Glamorgan
• Access to contraception, Sexually Transmitted Infections (STI) testing and treatment, and sexual health education
• Priority populations include
o young people (under 25 years of age);
o women of reproductive age (15-54 years old);
o LGBTQ+ communities.
o ethnic minority groups.
o health inclusion groups including asylum seekers, those experiencing homelessness; those in contact with the criminal justice system; Gypsy, Roma and Traveller communities; those affected by sex work
o people living in areas of high deprivation as described by the Welsh Index of Multiple Deprivation
• Integration with broader public health initiatives (e.g. mental health, substance use, safeguarding, chemsex)

• The needs of the population and the current services addressing these around

A range of local, regional and national data sources will be expected to be used to develop the two HNAs. Quantitative data sources will include demographic assessment of the population, epidemiological assessment of disease and conditions incidence and prevalence, local and national audit data, healthcare service utilisation, prescribing data, and relevant health outcome data. Qualitative data will include focus groups with relevant population groups as discussed with the stakeholder group; interviews with key service delivery professionals, online surveys of public and staff; particular focus on seeking qualitative data from under-represented groups.
Literature reviews will be undertaken for both HNAs. This will identify the current evidence basis for the interventions and services which best meet the identified needs of the population. The literature reviews will need to encompass academic and ‘grey’ literature.
A mixed methodology will be expected to be used, incorporating epidemiological, comparative and corporate health needs assessment approaches to ensure a comprehensive and robust analysis is undertaken. This will require:
• Review of local and national data sets
• Reviews of services offered elsewhere in Wales/UK with comparable population needs
• Stakeholder engagement and feedback through online and in-person routes, including interviews, focus groups and surveys
• Literature and evidence review
A key theme for both HNAs will be to understand the health inequalities experienced by different populations. This will need to be prominent within the data collection, analysis, presentation and final report production.
Funding of up to £100,000.00 (including VAT) is available to develop the two Health Needs Assessments and deliver this work within 5 months of project initiation.
The value of the contract will include all associated costs to the provider e.g. venue, accommodation and travel (if needed).
It is anticipated this work can be delivered predominantly remotely. However some activities required in the production of this report e.g. qualitative data collection from focus groups may require in-person attendance. If the awarded bidder is within reasonable travel distance, there may be value in holding an initial project inception meeting or key stakeholder consultation in-person.

Cardiff & Vale University Health Board Charity is seeking to partner with a contractor to provide Investment Management Services. The charity will utilise professional investment managers to support the active implementation of its investment policy. The Charity’s assets are held in financial investments (shares, equity instruments, and cash), in line with ethical restrictions and the risk profile of the Charity. The Charity’s current portfolio risk is appropriate for our medium risk tolerance approach. This risk is consistent with holdings of between 45 - 65% equities. The Charity’s objective is balanced, aiming to generate both capital growth and income.
It is the responsibility of the appointed investment manager to ensure that the portfolio is invested and maintained in accordance with the requirements set out in the Charity’s Investment Policy Statement. The Charity’s financial assets should be managed to yield the strongest possible financial return within the level of risk considered to be acceptable. The return will be utilised to support the Charity’s aims and objectives.
In terms of the current portfolio, the Charity’s investment portfolio had a market value of £5.452 million as of 30th September 2025 and the portfolio is broken down over various sectors. Prevention and Management of Violence and Aggression Training (PMVA)
This PPN aims to provide potential providers with an overview of the opportunity to provide Physical Intervention training within The Mental Health and Learning Disabilities Care group, (MHLD) within Cwm Taf Morgannwg University Health Board which includes Children’s and Adolescent Mental Health Services (CAMHS) and other staff who provide services where staff and patients are exposed to significant risk and impact from violence, aggression or significant self-injury. To mitigate these risks and provide staff with the skills to manage complex situations the Care Group was receiving an intensive level of Physical Intervention training (PMVA Module D) with a specialist level of intervention for vulnerable older adults.
The current model will continue with Corporate WOD, Health Safety and Fire responsible for the delivery and update of Module B (Personal Safety and De-escalation) and Module C (Breakaway and Safe Management of Clinically related challenging behaviour) to all health board staff including Mental Health.
Mental Health is responsible for the delivery and update of Mental Health staff that require PMVA Module D as appropriate (Lower, Higher, Refresher)
Due to the nature and environment within the Health Board particularly within certain clinical settings, there is a requirement for the implementation of a robust training model in order to ensure patient & staff safety & compliance.

This framework aims to enhance the Health Boards' ability to manage and deliver their capital programmes, reduce reliance on external public-sector frameworks, develop a regional supply chain and contractor base, reduce procurement timescales, and improve delivery confidence in terms of time, cost, and quality for enhanced patient outcomes in South West Wales.
The framework will support digital construction methods and encourage the adoption of modern methods of construction (MMC) where appropriate. Social value, sustainable procurement, and foundational economy principles will be integrated into the framework, with a focus on ethical employment, decarbonisation, SME participation, and alignment with the Well-being of Future Generations (Wales) Act 2015.
This Planned Procurement Notice is issued to alert the market to this upcoming opportunity and stimulate early contractor engagement.

Cardiff and Vale University Health Board (CAVUHB), have the requirement for Secure Mental Health Patient Transport, which involves the safe and appropriate transfer of individuals experiencing acute psychiatric symptoms or crises. This includes transfers between hospitals, from home or care settings to hospital, and to or from secure facilities.
The service must ensure the safety of the patient, transport staff, and the public. It requires trained personnel skilled in de-escalation and restraint, specialist vehicles with appropriate safety modifications, and the use of physical or procedural controls where necessary, particularly for patients detained under the Mental Health Act.
The service requirements must be available 24/7, using secure, specialist mental health vehicles. Vehicles should be equipped with pods or cells when required, based on a risk assessment. Response times must meet the following standards:
• Urgent: within 30 minutes
• Standard: within 4 hours
• Pre-planned: within and up to 24 hours
The service must provide national coverage with no distance limitations and should operate a fleet that is either already low-carbon or transitioning away from petrol and diesel. A robust booking and communication system is essential, along with staff who are knowledgeable about the Mental Health Act. Staffing levels should be determined through a risk assessment process.

Hywel Dda University Health Board (HDUHB) have an opportunity to expand their provisions of Bereavement Services for the North and South Ceredigion Cluster Areas and are looking to commission a suitable provider to undertake this work for the County’s population.
The successful provider will need to be able to communicate and liaise with our population through the medium of Welsh and provide in-person home contacts to the hard-to-reach areas across the rural geography due to limited public transport options, and patients’ inability to travel independently, therefore, this would be a critical factor for the service provision.

- Additional services as detailed below, required in hours and OOH as specified.
The OOH period is 6.30pm to 8am Monday to Thursday, 6.30pm Friday to 8am Monday, and all day public/bank holidays
