BCUHB is seeking to appoint a suitably qualified contractor to provide a Flow Cytometry Managed Service Contract. Flow Cytometry is highly specialised laboratory testing that includes the diagnosis and follow-up of haematological malignancy, enumeration of stem cells, lymphocyte subset, and the estimation of foetal-maternal haemorrhage. This service will include equipment, maintenance, consumables, reagents, information technology and training by way of managed service contract (the “Requirement”). BCUHB will seek to implement a solution that provides for standardisation of laboratory policies, processes, test profiles and rationalisation of testing in addition to integrating efficient workflows via data analysis and contract management.

This procurement qualifies for a direct award under the provisions of Schedule 5, Paragraph 6 the Procurement Act 2023, as the software is proprietary and can only be obtained directly from Imosphere. No authorised resellers or equivalent alternatives exist in the market, making competitive tendering not feasible. Awarding the contract directly ensures: • Continuity of service across essential mental health systems. • Compatibility with existing Carepartner infrastructure and associated interfaces. • Compliance with software licensing and data security requirements. • Mitigation of operational risk, avoiding disruption that could result from using non-compatible or unsupported alternatives.

This is a renewal of the Stryker Power Tools service contract for theatres at Bronglais, Glangwili, Prince Philip, and Withybush Hospitals. As high-risk medical equipment, these devices must be maintained under a formal regime to ensure patient safety, regulatory compliance, and equipment reliability. The contract provides planned maintenance, rapid response repairs, and return-to-service support, minimising disruption to surgical procedures. Without this contract, theatre operations could be delayed or disrupted, directly impacting patient care across the Health Board.

The pilot service will provide support for adult (18+) residents of Gwent who: - Are experiencing intense and distressing suicidal thoughts and/or have recently made a suicide attempt. - Are not eligible for support from: crisis team, secondary mental health care including community mental health teams. - Do not have an underlying mental health diagnosis for which they are receiving specialist mental health service input or complex drug/alcohol dependencies. - Are experiencing a crisis that has been driven by acute life events such as relationship breakdowns, financial problems, bereavement or job loss. - Do not need urgent medical attention for a physical health concern. - Are willing to engage in the service. - Are affected by someone who is experiencing suicidal ideations and/or has made a suicide attempt, e.g., partners/families/frontline staff and anyone who witnessed a suicide attempt. NHS Wales Shared Services Partnerships (NWSSP) Surgical Materials Testing Laboratory (SMTL) are looking to renew their Service and Maintenance contract that covers two (2) Instron 3345 and 34SC-5 Tensometers.These devices are compact electromechanical testing systems designed for tension, compression, and flexure tests on materials. They apply precise forces up to 5 kN and measures load, displacement, and strain with high accuracy, using complex proprietary software for control and data analysis. For NHS Wales, these devices validate the strength and durability of medical devices and biocompatible materials, support research and development, and ensure compliance with regulatory standards, ultimately improving patient safety, reducing procurement risks, and enhancing quality assurance in healthcare applications.Previously SMTL and Procurement Services had entered a 3-year Service and Maintenance contract with the supplier which is due to expire on the 28th February 2026. Due to National and International Standards, we test against required specific limits for medical devices, therefore a reliable and accurately performing calibrated test unit is essential. Instron manufactured both the test units and bespoke software and as such have a unique and full understanding of how the test unit and software interact. They are the sole supplier of replacement parts and software checks and updates, and as such there is no other company who can offer this service in the UK.NWSSP are looking to complete a Direct Award to Instron due to them being the only supplier of the devices/services and relevant software through IP rights under Schedule 5.5 a & b of the Procurement Act 2023, The following conditions are met in relation to the public contract—(a) due to a particular supplier having intellectual property rights or other exclusive rights, only that supplier can supply the goods, services or works required, and(b) there are no reasonable alternatives to those goods, services or works.

Cwm Taf Morgannwg University Health Board intends to award a contract to M&M Medical Ltd for the supply, installation, testing, and commissioning of a replacement medical vacuum plant at Ysbyty Cwm Rhondda Hospital. This requirement has been assessed against available procurement routes. Due to the specialist nature of the works and the need for full compatibility with existing medical gas systems, an open or competitive tender was deemed inappropriate. M&M Medical Ltd is the incumbent supplier, having originally installed and currently maintaining the medical gas infrastructure at Ysbyty Cwm Rhondda Hospital. The goods and services required are of the same nature and must be fully compatible with existing provisions and systems, many of which were originally installed and are currently maintained by M&M Medical Ltd. Following assessment, a direct award route has been selected under the Procurement Act 2023 Schedule 5, Section 7 (2) The public contract concerns the supply of goods, services or works by the existing supplier which are intended as an extension to, or partial replacement of, existing goods, services or works in circumstances where —   (a) a change in supplier would result in the contracting authority receiving goods, services or works that are different from, or incompatible with, the existing goods, services or works, and   (b) the difference or incompatibility would result in disproportionate technical difficulties in operation or maintenance.

NWSSP on behalf of Cwm Taf Morgannwg UHB is has appointed Care-Com Systems (SW) Ltd to renew its nurse call, affray alarm, and communication systems installed across the following sites: • Princess of Wales Hospital (POW) – Various Wards • Maritime Mental Health Unit • Glanrhyd Medium Secure Unit – Affray Alarm System • Glanrhyd – Appleton Clinic • Glanrhyd – Caswell Clinic Alarm Monitoring System • Dewi Sant Hospital The products are all designed, manufactured, and commissioned by Carecom. These systems operate on a closed protocol architecture, and all firmware, micro controller programming, and communication protocols are the intellectual property of Carecom. As a result, no other provider is able to deliver maintenance, software support, or system upgrades to the equipment installed across these sites. Attempting to engage an alternative supplier for any of the above sites would introduce significant risks to patient safety, system integrity, and operational continuity, as third parties do not have legal or technical access to the proprietary software, diagnostic tools, or configuration environment. Due to this, only the original manufacturer can safely and lawfully provide the required services.

Allen's Printers provide bespoke printed forms for various Clinical departments within the Health Board; commonly used forms were established on Oracle Catalogue and have been made available to the end users to order. There are 38-off printed form types that are made available. Stationary Print Services is within a limited market, due to the bespoke items created by Allen's it was previously decided that a direct award is the most suitable route for this Procurement. Procurement Services has previously approached All Wales Procurement team in order to establish whether these bespoke stationary print services can be incorporated within an All Wales agreement, however at this time this option is not present. As the current agreement is due to expire, a new contract is required due to no extension options available.

Betsi Cadwaladr University Health Board (BCUHB) require the provision of a temporary, regulated emergency ambulance support service to facilitate the transfer of patients between the Alternative Landing Site (ALS) and Ysbyty Gwynedd during the planned helipad infrastructure works. The service requires a dedicated, double-crewed Advanced Life Support (ALS) capable emergency ambulance to support Helicopter Emergency Medical Services (HEMS) activity, ensuring continuity of patient transfer arrangements while the hospital helipad is unavailable.

Swansea Bay University Health Board (SBUHB) proposes to commission the Primary Care Vasectomy Service providing Vasectomy procedures within a community setting. The model is aimed to offer timely and effective care for non-complex cases within primary care. The service is commissioned outside the general medical services (GMS) contract, as it is specialised activity not routinely performed by all GPs.
