The Public Health Team of Cardiff and Vale University Health Board recognises the important relationship between housing and health and is developing collaborative work on housing, within our Health Board and with wider NHS, local authority and third sector partners. To inform and target this work, we need to
deepen our evidence-based understanding on how housing is affecting the health of our communities and whether unhealthy, unsafe, unsuitable or insecure housing is harming the health of certain population groups more than others. To do this, we require a Health Needs Assessment (HNA), which will systematically review the qualitative and
quantitative evidence on housing and health in Cardiff and the Vale of Glamorgan. Alongside a wider assessment of housing and health, we are particularly interested in understanding more on how housing affects the health of children, people with disabilities, and the health of people in temporary housing situations.

NHS Wales Shared Services Partnerships (NWSSP) Surgical Materials Testing Laboratory (SMTL) are looking to renew their Service and Maintenance contract that covers two (2) Instron 3345 and 34SC-5 Tensometers.These devices are compact electromechanical testing systems designed for tension, compression, and flexure tests on materials. They apply precise forces up to 5 kN and measures load, displacement, and strain with high accuracy, using complex proprietary software for control and data analysis. For NHS Wales, these devices validate the strength and durability of medical devices and biocompatible materials, support research and development, and ensure compliance with regulatory standards, ultimately improving patient safety, reducing procurement risks, and enhancing quality assurance in healthcare applications.Previously SMTL and Procurement Services had entered a 3-year Service and Maintenance contract with the supplier which is due to expire on the 28th February 2026. Due to National and International Standards, we test against required specific limits for medical devices, therefore a reliable and accurately performing calibrated test unit is essential. Instron manufactured both the test units and bespoke software and as such have a unique and full understanding of how the test unit and software interact. They are the sole supplier of replacement parts and software checks and updates, and as such there is no other company who can offer this service in the UK.NWSSP are looking to complete a Direct Award to Instron due to them being the only supplier of the devices/services and relevant software through IP rights under Schedule 5.5 a & b of the Procurement Act 2023, The following conditions are met in relation to the public contract—(a) due to a particular supplier having intellectual property rights or other exclusive rights, only that supplier can supply the goods, services or works required, and(b) there are no reasonable alternatives to those goods, services or works.

Cwm Taf Morgannwg University Health Board intends to award a contract to M&M Medical Ltd for the supply, installation, testing, and commissioning of a replacement medical vacuum plant at Ysbyty Cwm Rhondda Hospital.
This requirement has been assessed against available procurement routes. Due to the specialist nature of the works and the need for full compatibility with existing medical gas systems, an open or competitive tender was deemed inappropriate.
M&M Medical Ltd is the incumbent supplier, having originally installed and currently maintaining the medical gas infrastructure at Ysbyty Cwm Rhondda Hospital.
The goods and services required are of the same nature and must be fully compatible
with existing provisions and systems, many of which were originally installed and are
currently maintained by M&M Medical Ltd.
Following assessment, a direct award route has been selected under the Procurement Act 2023 Schedule 5, Section 7 (2)
The public contract concerns the supply of goods, services or works by the existing supplier which are intended as an extension to, or partial replacement of, existing goods, services or works in circumstances where —

The products are all designed, manufactured, and commissioned by Carecom. These systems operate on a closed protocol architecture, and all firmware, micro controller programming, and communication protocols are the intellectual property of Carecom. As a result, no other provider is able to deliver maintenance, software support, or system upgrades to the equipment installed across these sites.
Attempting to engage an alternative supplier for any of the above sites would introduce significant risks to patient safety, system integrity, and operational continuity, as third parties do not have legal or technical access to the proprietary software, diagnostic tools, or configuration environment. Due to this, only the original manufacturer can safely and lawfully provide the required services.

There are 38-off printed form types that are made available. Stationary Print Services is within a limited market, due to the bespoke items created by Allen's it was previously decided that a direct award is the most suitable route for this Procurement.
Procurement Services has previously approached All Wales Procurement team in order to establish whether these bespoke stationary print services can be incorporated within an All Wales agreement, however at this time this option is not present.
