This notice is placed as a Prior Information Notice (PIN) to facilitate engagement with potential providers and relates only to pre-procurement market engagement. NHS Sussex Integrated Care Board and Brighton and Hove City Council (the Commissioners) are seeking to engage with the market in preparation for the potential recommissioning of Mental Health Support Services in both Brighton and Hove and West Sussex from 1st April 2025. In light of the changing strategic context for community mental health services, Commissioners are currently giving consideration to identifying opportunities to improve existing pathways and methods of service delivery, in order to improve outcomes of care. Market insight from suitably experienced providers will be invaluable in shaping this, along with informing the consideration of the structure of any future contracting models. The Commissioner invites interested providers to attend a virtual market engagement event. The aim of which, is to: • Update the market on the strategic context and scope of the Mental Health Support Service re-commissioning process • Highlight areas of anticipated change to existing service delivery • Explain how commissioners plan to capture valuable insight from providers to help inform the recommissioning process. Financial values have yet to be determined. The final financial envelopes (at any contract advert stage) will take account of any change as a result of pathway changes, the financial mechanism adopted for these contracts and the finance and business rules in the NHS Operating Framework. Brighton Station Health Centre - Primary Care Hub Brighton and Hove NHS Sussex Request for Information (RFI) The Commissioner is seeking the views of Healthcare Providers in relation to the provision of a Primary Care Hub at Brighton Station Health Centre. The Commissioner is considering a contract period of between five and nine years, this remains subject to finalisation. Important: The Primary Care Hub comprises two distinct elements, each with its own specification: 1) The GP List, and 2) Walk-in service. Our aim is to present these components as a single combined lot in the tender, to achieve economies of scale for the provider, and oversight and supervision for the walk-in service by the APMS registered list clinicians. The contractor will provide Primary Care services to those patients registered with the Brighton Station Health Centre in accordance with the APMS contract 2023/24, with annual contract variations as published by NHS England. In addition to the registered list of patients, the Brighton Station walk-in service aims to offer effective and rapid primary care access to a range of patients who present to the premises in need of urgent primary care services. This will be provided in a timely way to reduce the need to access Urgent Treatment Centre and Emergency Departments, between the hours of 08:00 and 20:00, seven days a week. The commissioners are considering an overall annual indicative budget of between £2,495,000 (five years with the option of two years extension) and £2,473,000 (seven years with the option of two years extension) including an annual pass through of circa £378k. The provider will ensure the service is fully integrated with local general practice, Sussex NHS 111/CAS, UTCs and the wider Integrated Urgent Care (IUC) system, and the local voluntary and community sector. The service will include care navigation and social prescribing services. Patients will be navigated by staff to the most appropriate health, social care or housing services for their needs. This needs to include a Make Every Contact Count approach to help ensure effective signposting. Until 15th December, we are extending an invitation to interested parties to respond to this RFI. NHS Sussex ICB (covering the patient population of West Sussex, Brighton & Hove, and East Sussex) are pleased to announce the commissioning of a new term of provision for Non-Emergency Patient Transport Service from April 2025. The aim of this service is to provide transport for eligible Sussex patients with a medical need, between their places of residence, primary, community, social care and acute settings transporting patients in safe, timely, comfortable and clinically appropriate transport without detriment to their medical condition. There is a need for the NEPTS Provider in the post-COVID pandemic to be able to respond to rapidly changing regional demand patterns to cater for the patient, the Acute Trusts and stakeholder partners. It Is anticipated that the contract period will be for a period of 10 years with the option to extend for up to a further two years, commencing 1st April 2025. The tender release date is scheduled for June 2023. A standard NHS contract will be used for this service. The purpose of this advert is to invite the market to an engagement event on 3rd May 2023 for the provision of a NEPTs service by testing key themes from the new service model and provide the ICB with valuable information to ensure that the Service Specification is fit for purpose. NHS Sussex is seeking information regarding the provision of community hearing aids services in Sussex, having taken the decision to maintain the multi-provider model. It is anticipated that the new service will be procured via a standard NHS contract with a contract duration of initially seven years plus the option to extend by a further three years, commencing 1 April 2026 with the aim of ensuring individuals with hearing impairments have access to a high-quality, efficient community hearing aids service that is delivered near their homes, with short waiting times and a high level of responsiveness to the needs of local communities. This notice is placed as a Prior Information Notice (PIN) to seek expressions of interest in being considered as the most suitable provider for the delivery of Psychosocial Support For People Living With Dementia. NHS Sussex ICB is seeking to secure a Prime Provider who has the capability and capacity to deliver Psychosocial Support For People Living With Dementia services, in line with the specified requirements. The services are integrated with the Brighton and Hove City Council Ageing Well Service and need to be delivered in existing established community locations across Brighton and Hove. This service is delivered at the following locations: St Richard's Community Centre in Hangleton and Knoll, Cornerstone Community Centre, Palmeira Square Hove and at the Woodingdean Community Centre. An estimated 55 separate psychosocial activities are delivered each quarter. The provision of volunteering opportunities is a significant feature of the programme and therefore the Provider should be aware of the impact of change and implications for workforce stability and delivery of the programme. NHS Sussex will be re-procuring the Memory Assessment Services (MAS) and Post Dementia Diagnosis Support Services (PDDSS) provision across the whole of Sussex in the near future. Psychosocial support services are likely to be included in the newly commissioned services. Therefore, there is no foreseeable changes over the life of this contract, such as additional funding, additional population/activity, and new sites. It is the Commissioner's opinion that TUPE is unlikely to apply due to the part-time contracts of existing staff and the significant number of volunteer staff. The contract will commence 1st April 2025 until 30th September 2026. The total contract value is £133,875.
