Commissioners within NHS Sussex are considering re-commissioning a Physical Activity Programme for people living with and recovering from Cancer. Contracts will be offered across 2 Lots: Lot 1 in Brighton and Hove and Lot 2 in East Sussex. This service provides pre-habilitation and rehabilitation for people with cancer or recovering from cancer. Lot 1: The current service provides on average 197 referrals per year in Brighton and Hove. Lot 2: The current service provides an average of 161 referrals per year in East Sussex. Lot 1: Value of contract for Brighton £90,500 per annum. NHS Sussex is seeking to secure a Primary Medical Service for homeless patients in Eastbourne and rough sleeper patients (including former rough sleepers, those living in hostels or similar temporary accommodation or people with no fixed address) in the Eastbourne, Lewes and Wealden area. Operating drop-in services from town centre, non-GP premises locations where homeless and rough sleepers already access services, working closely with the Rough Sleepers Initiatives (RSI), this service will address the often complex health and care needs of this vulnerable group. The service will operate in the Eastbourne, Lewes and Wealden area while supporting services in East Sussex through close collaboration with the RSI service. We aim to deliver a robust and transformative model of care to homeless people and rough sleepers which specifically delivers the following: • GP drop-in clinics specifically for homeless people and rough sleepers for treatment, health checks and signposting/support as appropriate • Community nurse drop-in clinic and outreach, linking into patient pathways that support appointments, appropriate admissions, patient management and improving hospital discharge processes • Support, navigation, and co-ordination to access primary and secondary health services and to assist with GP registration. This will include triage and assessment, remote support and care continuity at accommodation sites. The contract will commence on 1st April 2023 for 3 years, with an optional extension period (option of the commissioner) of up to a further 24 months. The aim of the Mental Health Supported Housing Service is to provide an accommodation-based service in the community that provides short term stays for people as an alternative to hospital care. The Service will provide a supportive environment to prevent an escalation of mental health Crisis including self-harm, suicidal ideation or distress, and subsequent hospital admissions or readmission, through the provision of 24-hour mental health support and short-term accommodation.

The current contract with Kent Community Health NHS Foundation Trust is due to expire on 31st March 2023. It was awarded by NHS Sussex CCG (now NHS Sussex ICB) and East Sussex County Council following the publication of a direct award notice. This interim arrangement was put in place to enable service continuity whilst the CCG took time to build a better understanding of the long-term impact of the Covid-19 pandemic on demand, including provision of support into schools, mental health and related health provision for children and young people with SEND. This was put in place to effectively extend service provision at that time, with the original contract having been put in place via a restricted OJEU process in 2018. In order for Sussex ICB to deliver against this agenda, the ICB intends to direct award (effectively extending the existing contract) to Kent Community Health NHS Foundation Trust. The Children's Integrated Therapy Service is a significant provider alongside other services for children with SEN and Disability and is required to contribute to the new way of working outlined in the SEND Reforms of the Children and Families Act 2014. The current contract with Pioneer Ltd is due to expire on 31st March 2023. The current contract was awarded by NHS East Sussex and NHS West Sussex CCG's (now NHS Sussex ICB) following the publication of a Prior Information Notice (PIN) as a Call for Competition on NHS/SOEPS/19.571b. The ICB intends to direct award (effectively extending the existing contract) to Pioneer Ltd for both localities. The rationale and evidence to support this decision is contained in the section below. The extension will be for a period of up to 24 months from 1st April 2023 to 31st March 2025. The current provision of lymphoedema and specialist wound care services is fragmented and inequitable, with different specifications and tariff models in place. This results in Sussex patients experiencing varying levels of delivered service, which could result in poor care. The direct award will enable existing services to continue and satisfy ongoing patient needs for these important and complex services whilst concluding a Sussex wide review that will develop and align a Sussex wide specification to deliver service. The stability of the service will also support the wider local healthcare. There is a known national shortage of both wound care and lymphoedema practitioners meaning that any new providers for the East and West Sussex localities would require an adequate mobilisation period to allow for recruitment that would provide assurance to NHS Sussex of robust, skilled and available workforce is in place. There is recognition that this is a specialist and complex service which requires an appropriately skilled workforce. In summary, services will continue whilst the alignment activities conclude. This direct award is necessary to: i) Enable a full evaluation of the current service provision to take place and decide whether to reprocure or terminate the service. ii) Allow the Sussex-wide review of all existing staying well services (of which this is part) to conclude, so as to ensure equality and consistency across the NHS Sussex footprint. It is essential that the existing service continues to support both new and existing service users whilst a full evaluation locally and Sussex-wide concludes and a new procurement process takes place. The service is a key component of the crisis and urgent care pathway in West Sussex. If the service did not continue in the interim there would be a significant negative impact on our local population who experience mental health crisis, their families and add to the demand and pressures on other parts of healthcare services including both A&E and MH inpatient services. Early diagnosis and intervention, advance care planning, timely access to specialist assessment and treatment, and effective support for carers are key components of good care. Post diagnosis support services are the cornerstone to ensuring that people living with dementia and those that care for them are supported throughout their dementia journey. The services provide emotional support, practical facilitation, access to wellbeing interventions, guidance and information. Working with Primary Care, they support identification of issues leading to deterioration and provide Care Coordination and Advanced Care Planning. Service provision includes, Early Onset Dementia, complex, challenging and end of life/bereavement support. NHS Sussex Integrated Care Board (Contracting Authority) Commissioners wish to commission Assisted Conception Services as per the service specification, for Sussex people experiencing infertility or requiring fertility preservation prior to gonadotoxic treatment. This Service will deliver safe, high quality assisted conception care which offers patients a choice of provider, together with excellent outcomes and an improved patient experience. In securing services from Providers, the Contracting Authority needs assurance of competence, quality, and safety standards. It is a mandatory requirement that Prospective Providers are suitably licenced by the Human Fertility and Embryology Authority (HFEA). The AQP contracts will commence on 1st April 2023 once the procurement process has reached completion. It should be noted that under the Any Qualified Provider model, there will be no guaranteed volume of activity, or payment in the contracts awarded. Any provider will be eligible to join a list of qualified providers subject to demonstrating competency against the authority's specified criteria. NHS Sussex ICB (covering the patient population of West Sussex, Brighton & Hove, and East Sussex) are pleased to announce the procurement of a new Non-Emergency Patient Transport Service from 1st April 2025. The aim of this service is to provide transport for eligible Sussex patients with a medical need, between their places of residence, primary, community, social care and acute settings transporting patients in safe, timely, comfortable and clinically appropriate transport without detriment to their medical condition. There is a need for the NEPTS Provider in the post-COVID pandemic to be able to respond to rapidly changing regional demand patterns to cater for the patient, the Acute Trusts and stakeholder partners. The contract period offered will be for a period of 5 years commencing 1st April 2025. The Commissioners at their sole discretion, will have an option to extend for a further 5 years (5+5). A standard NHS contract will be used for this service. The annual financial envelope is £23 million pounds per year, so a total financial envelope of £230 million pounds over the maximum 10 year duration. NHS Sussex is seeking to procure a Community MSK service, which will form part of a fully integrated MSK service for the population of Sussex. The aim is to offer a standardised, transparent, coordinated patient pathway for all MSK patients across Sussex, which is fully aligned to the ICB system strategy 'Improving Lives'. The service aim is to ensure patients receive a consistent experience, feel supported throughout the whole pathway and get the optimal treatment first time. The integrated service will be delivered in collaboration with Primary, Community and Secondary Care to ensure all parts of the system understand the whole pathway and the expectations of them as a contributor to integrated provision. Key Service Components The GP Registered List: The APMS registered list will offer primary care services to patients resident within the practice boundary which comprises the city of Brighton and Hove, who wish to register with the practice. Primary Care services will be delivered in accordance with the national APMS contract, amended annually through a national contract variation. In addition, patients will be offered Locally Commissioned Services as agreed with NHS Sussex. The contract delivers primary care services through an Alternative Provider Medical Services (APMS) contract. The current practice population is 8,366 (9,172 weighted) registered patients as of January 2024. The geography covers an area of higher deprivation and socio-economic disadvantaged communities. The specification and extended services provided by the existing practice are focussed on ensuring provision for all patients, including those with low literacy, non-English speaking patients, and low-income individuals and families. The service will: • Provide Primary Care Medical Services in accordance with the Alternative Medical Services Provider (APMS) contract. • Offer registration to residents living within the Whitehawk and surrounding area of Brighton (see patient registration area). • Open from 08:00-18:30 Monday to Friday, except Good Friday, Christmas Day or Bank Holidays. • Operate from 179 Whitehawk Road, Brighton, BN2, 5FL. The service will include care navigation and social prescribing services, navigating patients to the most appropriate health, social care, or housing services for their needs. The aim of this service is to provide a complete, holistic, patient focused care package, including pre- and post-operative care, information, advice, and counselling. The service is offered via an NHS Standard Contract for a primary period of 5 years with up to 3 additional years extension period at the sole discretion of the Commissioner. A maximum annual contract value of £650,000 has been set, with a maximum total contract value of £5,200,000 over the 8 year maximum possible duration. Providers should be appropriately CQC registered. Providers will be responsible for the provision and funding of the post vasectomy semen analysis (PVSA).
