Commissioners within NHS Sussex are considering re-commissioning a Physical Activity Programme for people living with and recovering from Cancer. Contracts will be offered across 2 Lots: Lot 1 in Brighton and Hove and Lot 2 in East Sussex. This service provides pre-habilitation and rehabilitation for people with cancer or recovering from cancer. Lot 1: The current service provides on average 197 referrals per year in Brighton and Hove. Lot 2: The current service provides an average of 161 referrals per year in East Sussex. Lot 1: Value of contract for Brighton £90,500 per annum. This programme aims to strengthen interventions along cancer care pathways and ensure that cancer survivors feel supported and have an improved quality of life. It is anticipated that the service would be offered for tender for Lot 1 and 2 under a standard NHS contract for a period of 3 years commencing on the 1st April 2023 with option to extend for a maximum of a further 2 years. The purpose of this PIN is to gauge market interest for the provision of a Physical Activity Programme for Cancer patients across 2 Lots, with Lot 1 in Brighton and Hove and Lot 2 in East Sussex. NHS Sussex is seeking to secure a Primary Medical Service for homeless patients in Eastbourne and rough sleeper patients (including former rough sleepers, those living in hostels or similar temporary accommodation or people with no fixed address) in the Eastbourne, Lewes and Wealden area. Operating drop-in services from town centre, non-GP premises locations where homeless and rough sleepers already access services, working closely with the Rough Sleepers Initiatives (RSI), this service will address the often complex health and care needs of this vulnerable group. The service will operate in the Eastbourne, Lewes and Wealden area while supporting services in East Sussex through close collaboration with the RSI service. We aim to deliver a robust and transformative model of care to homeless people and rough sleepers which specifically delivers the following: • GP drop-in clinics specifically for homeless people and rough sleepers for treatment, health checks and signposting/support as appropriate • Community nurse drop-in clinic and outreach, linking into patient pathways that support appointments, appropriate admissions, patient management and improving hospital discharge processes • Support, navigation, and co-ordination to access primary and secondary health services and to assist with GP registration. This will include triage and assessment, remote support and care continuity at accommodation sites. The current contract with Kent Community Health NHS Foundation Trust is due to expire on 31st March 2023. It was awarded by NHS Sussex CCG (now NHS Sussex ICB) and East Sussex County Council following the publication of a direct award notice. This interim arrangement was put in place to enable service continuity whilst the CCG took time to build a better understanding of the long-term impact of the Covid-19 pandemic on demand, including provision of support into schools, mental health and related health provision for children and young people with SEND. This was put in place to effectively extend service provision at that time, with the original contract having been put in place via a restricted OJEU process in 2018. In order for Sussex ICB to deliver against this agenda, the ICB intends to direct award (effectively extending the existing contract) to Kent Community Health NHS Foundation Trust. The Children's Integrated Therapy Service is a significant provider alongside other services for children with SEN and Disability and is required to contribute to the new way of working outlined in the SEND Reforms of the Children and Families Act 2014. The current contract was awarded by NHS East Sussex and NHS West Sussex CCG's (now NHS Sussex ICB) following the publication of a Prior Information Notice (PIN) as a Call for Competition on NHS/SOEPS/19.571b. The ICB intends to direct award (effectively extending the existing contract) to Pioneer Ltd for both localities. The rationale and evidence to support this decision is contained in the section below. The extension will be for a period of up to 24 months from 1st April 2023 to 31st March 2025. The current provision of lymphoedema and specialist wound care services is fragmented and inequitable, with different specifications and tariff models in place. This results in Sussex patients experiencing varying levels of delivered service, which could result in poor care. The direct award will enable existing services to continue and satisfy ongoing patient needs for these important and complex services whilst concluding a Sussex wide review that will develop and align a Sussex wide specification to deliver service. The stability of the service will also support the wider local healthcare. There is a known national shortage of both wound care and lymphoedema practitioners meaning that any new providers for the East and West Sussex localities would require an adequate mobilisation period to allow for recruitment that would provide assurance to NHS Sussex of robust, skilled and available workforce is in place. There is recognition that this is a specialist and complex service which requires an appropriately skilled workforce. In summary, services will continue whilst the alignment activities conclude. Post diagnosis support services are the cornerstone to ensuring that people living with dementia and those that care for them are supported throughout their dementia journey. The services provide emotional support, practical facilitation, access to wellbeing interventions, guidance and information. Working with Primary Care, they support identification of issues leading to deterioration and provide Care Coordination and Advanced Care Planning. Service provision includes, Early Onset Dementia, complex, challenging and end of life/bereavement support. NHS Sussex Integrated Care Board (Contracting Authority) Commissioners wish to commission Assisted Conception Services as per the service specification, for Sussex people experiencing infertility or requiring fertility preservation prior to gonadotoxic treatment. This Service will deliver safe, high quality assisted conception care which offers patients a choice of provider, together with excellent outcomes and an improved patient experience. In securing services from Providers, the Contracting Authority needs assurance of competence, quality, and safety standards. It is a mandatory requirement that Prospective Providers are suitably licenced by the Human Fertility and Embryology Authority (HFEA). The AQP contracts will commence on 1st April 2023 once the procurement process has reached completion. It should be noted that under the Any Qualified Provider model, there will be no guaranteed volume of activity, or payment in the contracts awarded. Any provider will be eligible to join a list of qualified providers subject to demonstrating competency against the authority's specified criteria. The Commissioner is seeking the views of Healthcare Providers in relation to the provision of Primary Care services to a registered population of approximately 8,236 patients (as of October 2023) under an APMS contract. The Commissioner is considering a contract period of between seven and nine years, this remains subject to finalisation. Our aim is to re-procure an APMS contract to provide Primary Care services to those patients registered in Whitehawk and the surrounding area of Brighton and Hove, which includes an area of high deprivation. The contract will be the National APMS contract 2023/24, with annual contract variations as published by NHS England. The provider will ensure the service is integrated with local general practices through the Primary Care Network (PCN), Integrated Community Team (ICT) and the local voluntary and community sector. Brighton Station Health Centre - Primary Care Hub Brighton and Hove NHS Sussex Request for Information (RFI) The Commissioner is seeking the views of Healthcare Providers in relation to the provision of a Primary Care Hub at Brighton Station Health Centre. The Commissioner is considering a contract period of between five and nine years, this remains subject to finalisation. Important: The Primary Care Hub comprises two distinct elements, each with its own specification: 1) The GP List, and 2) Walk-in service. Our aim is to present these components as a single combined lot in the tender, to achieve economies of scale for the provider, and oversight and supervision for the walk-in service by the APMS registered list clinicians. The contractor will provide Primary Care services to those patients registered with the Brighton Station Health Centre in accordance with the APMS contract 2023/24, with annual contract variations as published by NHS England. In addition to the registered list of patients, the Brighton Station walk-in service aims to offer effective and rapid primary care access to a range of patients who present to the premises in need of urgent primary care services. This will be provided in a timely way to reduce the need to access Urgent Treatment Centre and Emergency Departments, between the hours of 08:00 and 20:00, seven days a week. The commissioners are considering an overall annual indicative budget of between £2,495,000 (five years with the option of two years extension) and £2,473,000 (seven years with the option of two years extension) including an annual pass through of circa £378k. The provider will ensure the service is fully integrated with local general practice, Sussex NHS 111/CAS, UTCs and the wider Integrated Urgent Care (IUC) system, and the local voluntary and community sector. The service will include care navigation and social prescribing services. Patients will be navigated by staff to the most appropriate health, social care or housing services for their needs. It is anticipated that the new service will be procured via a standard NHS contract with a contract duration of initially seven years plus the option to extend by a further three years, commencing 1 July 2025 with the aim of ensuring individuals with hearing impairments have access to a high-quality, efficient community hearing aids service that is delivered near their homes, with short waiting times and a high level of responsiveness to the needs of local communities.
