The core service is the provision of the Oliver McGowan Mandatory Training on Learning Disability and Autism, a statutory requirement under the Health and Social Care Act 2022. This legislation mandates that all CQC-registered health and social care providers ensure their staff receive training on learning disability and autism that is appropriate to their role. The training is intended to equip staff with the necessary skills and knowledge to provide safe, compassionate, and informed care to people with a learning disability and autistic people, addressing existing health inequalities.
The provider will be responsible for delivering both Tier 1 and Tier 2 of the Oliver McGowan Mandatory Training to staff within NHS Trusts and Primary Care Networks (PCNs) located in the South West London (SWL) Integrated Care Board (ICB) catchment area. The training must be the official, standardised package co-developed with people with a learning disability and autistic people.
• Tier 1 Training: This tier is for staff who require a general awareness of the support autistic people or people with a learning disability may need. It consists of two parts: a 90-minute e-learning module and a one hour live online interactive session with a trio of experts, including a person with a learning disability, an autistic person, and a facilitator.
• Tier 2 Training: This tier is for staff who may need to provide care and support for autistic people or people with a learning disability. It consists of the same 90-minute e-learning module as Tier 1 and a one-day, face-to-face training session with a lead trainer and experts with lived experience.
The provider must be an approved trainer or demonstrate a robust plan to deliver the standardised training, including the involvement of people with lived experience in the co-delivery of the interactive sessions.
Total contract of value - £496,910.00 (including VAT) £414,091.67 (excluding VAT).
The ICB is direct awarding this below threshold contact as this contract cannot be awarded on the basis of a tender process as required by the Standing Financial Instructions of the ICB because the services are strictly necessary for reasons of extreme and unavoidable urgency and the urgency is not attributable to any act or omission of the ICB and could not have been foreseen by the ICB.
The reason for the urgency is that ICB received the approval of funding from NHS England very late which left no time to carry out a tender process as required by the ICB's Standing Financial Instructions and procurement policy to award this contract.
This service comes under Light Touch Contracts and is below the threshold. It is not mandatory for the ICB to publish this notice. The ICB is voluntarily publishing this transparency notice.

SWL ICB is embarking on the development of a new data platform using Microsoft Fabric with an agile, iterative development approach. While the outcomes are aspirational rather than guaranteed, the project is targeting key objectives:
Expedited Data & Insights: The platform aims to ingest live patient identifiers from hospital providers every 15 minutes, generate real-time insights, and update Power BI dashboards on the same interval. In practice, this goal will be refined over successive agile cycles to ensure the system meets the required performance for feeding data back to providers, GPs, and community partners.
Enhanced Innovation: The initiative envisions hosting a population health management (PHM) data model accessible to all ICS analysts. This would empower teams to explore insights and build machine learning models independently. The agile methodology ensures that feedback and evolving requirements can drive continual improvements and innovative solutions.
Power BI Reporting on Fabric: As part of testing, SWL ICB will migrate its existing Power BI reports onto the Fabric tenancy. The objective is to improve connectivity and reporting performance-ideally increasing the refresh frequency for select reports to every 10 minutes. Given the current throughput of 300 users and 3,000 monthly reports (with around 50GB of PBIXs), initial iterations will focus on stability and scalability, with subsequent refinements based on real-world performance data.
Modernized SQL Environment: The plan includes consolidating roughly 3TB of SQL databases within Fabric to remove existing tenancy, server, and supplier constraints. The vision is to create a controlled environment with read/write access for ICS colleagues. Agile delivery will help align compute capabilities to the needs of approximately 20 heavy users while adapting to demand as the system evolves.
Improved Information Governance and Automation: Leveraging Microsoft Purview, the project intends to monitor data assets closely to support an expanding user base. Additionally, automation-covering traditional transactional tasks and Python-based machine learning package processing-will be developed iteratively to streamline operations and manage complexity.

The South West London Integrated Care Board (SWL ICB) commissioned a Primary Care Integrated Wellbeing and Support Service to be delivered within GP practices in the most deprived areas of Wandsworth.
The service provides short-term, patient-focused navigation support for individuals presenting in primary care with non-medical needs, including issues related to housing, debt, loneliness, and social isolation. The aim of the service is to address wider determinants of health, improve access to appropriate community and voluntary sector services, and reduce inappropriate or avoidable GP appointments.
The service responds to significant demand within primary care relating to non-clinical need, with approximately 20% of GP appointments associated with non-medical concerns. These issues disproportionately affect individuals experiencing mental ill health and those from marginalised and underserved communities, contributing to health inequalities.
The contract was awarded following a competitive tender process conducted in accordance with the Scheme of Reservation and Delegation (SORD). Six suppliers were invited to bid, and the procurement process was managed by NHS London Commercial Hub (NHS LCH) on behalf of SWL ICB.
The contract has been awarded for a period of 15 months (comprising an initial 12-month term with an option to extend for up to 3 months at the discretion of the Contracting Authority), with a total contract value of £174,906 (inclusive of VAT).
