This is a call for expressions of interest to attend an Engagement Event for NHS Lancashire and South Cumbria ICB's Community Dermatology Service. There are currently multiple incumbent providers delivering community dermatology in Lancashire and South Cumbria: one provider delivering the service to Fylde Coast, Central Lancashire and Pennine Lancashire patients; 3 providers delivering a community GP with Extended Role (GP with ER) dermatology service for Morecambe Bay; West Lancashire do not currently have a commissioned service within their geography, however a limited number of GP practices offer minor surgical services through Directed Enhanced Services. The existing provision includes children under 16yrs of age in Morecambe Bay, Central Lancashire and Pennine, with the exception of surgical procedures which must be referred to Secondary Care. In order to harmonise contract cycles, all contracts have been extended with a termination date of 31st October 2023 to enable a procurement exercise to be run across the system based on a common service specification. The service being procured will provide a One-Stop Community Dermatology service that ensures that patients within the Lancashire and South Cumbria ICB population are offered a single point of referral for their non-skin cancer or low risk skin cancer (BCC) conditions. The service will work to reduce inappropriate referrals into secondary care and to deliver the management of the defined skin conditions in a community setting. The service will provide an integrated model of dermatology service provision for Lancashire and South Cumbria, facilitating communication and strengthening clinical governance between service providers. The service will support ICB driven innovation in practices, such as Tele dermatology and Digital Triage capabilities, evolving services within contract for the benefit of our service users. As part of this procurement process, the Authority is intending to identify one provider to deliver a Community Dermatology Service across the whole Lancashire and South Cumbria ICB. The NHS Long Term Plan clarifies the direction for health and care over the next ten years, including the importance of transforming outpatient services and Eyecare Planning Implementation Guidance 21-22 sets out expectations around recovery and transformation of eye care services. A Shropshire, Telford and Wrekin programme of eye care transformation has started to bring together recommendations from NHSEI Ophthalmology Elective Care Handbook, NHSEI Eyecare Restoration roadmap and Eyecare Planning Implementation Guidance including better use of technology, risk stratification, shared PTL, optimising the role of optometrists as first contact practitioners and implementing end-to-end integrated pathways. A combined approach will ensure alignment of ophthalmology transformation, redesign and improvement with recovery of extensive waiting times for services; whilst complementing the broader programme of Outpatients and Elective Care transformation. The NHS Shropshire, Telford and Wrekin vision for this programme, which launched in February 2022, is to provide timely, safe, effective and sustainable integrated eye care services at the right time, in the right location by the right person with excellent patient experience through a thorough review and redesign of integrated end to end eye care pathways, processes and ways of working. NHS Midlands and Lancashire CSU is working on behalf of NHS Lancashire and South Cumbria ICB (Blackburn with Darwen Locality) who wish to understand the availability of capable providers with the capacity to fulfill an Individual Placement and Support (IPS) Programme. Potential providers are asked to express an interest in potentially bidding for this service. Individual Placement and Support (IPS) is an evidence- based model of employment support. Supporting people with severe mental health difficulties to find and keep competitive employment. It involves intensive, individual support, a rapid job search followed by placement in paid employment, and time-unlimited in-work support for both the employee and the employer. The Lancashire and South Cumbria IPS service currently offers support to any Lancashire and South Cumbria service users aged between 16 and 69 years of age, referred via Early Intervention in Psychosis or Community Mental Health Teams or service users within either of these services who choose to self-refer into the IPS service. The service operates within the 8 key principles of IPS and a fidelity review of the service is carried out by IPS Grow to ensure the quality of the service and demonstrates the commitment to continuous quality improvement. The contract will require the provider to work with the ICB to further expand the service to other mental health services available to individuals with a severe mental illness including primary care, increasing the number of individuals supported to secure employment inline with the NHS Long Term Plan requirements as stipulated in the service specification. The provider will demonstrate the increase in activity by provided regular reports to commissioners and demonstrating the number of service users becoming actively engaged in the service and number of service users starting paid employment as well as other standards required by the commissioners.
