NHS Midlands and Lancashire CSU (ML) are seeking an experienced software developer to assist in the maintenance and development of The Escalation Management Solution (EMS+). Managed by the ML Regional Capacity Management Team (RCMT) the application is developed using the following technologies: .NET 7, ASP.NET, C#, React, Microservices, TypeScript, Azure, Web API 2, Agile, SQL Server 2022). We are seeking a .NET Developer with full project life cycle experience and a skill set that encompasses: .NET, .NET Core / ASP.NET MVC, C# HTML, JavaScript. ML are inviting quotations from individual Software developers with the above skillset to provide ongoing support and maintenance of the system in addition to undertaking system developments to meet the requirements of NHSE and ML's customers. The contract will be based on a 'call-off' process and is estimated to be in place until 31st March 2025. The value will not exceed £115,000+vat and there is no guarantee of this level of expenditure. Following the receipt of your quote the Evaluation panel will evaluate the proposals against each other within the evaluation matrix below. Final selection will be based on the ability of the developer to provide the required service at the best price, at the optimum performance level and with a clear and demonstrable delivery programme. Bidding developers must obtain for themselves at their own responsibility and expense all information necessary for the preparation of their bids and will be deemed to have availed themselves of all necessary information in submitting bids. In the event that ML decide not to award this contract, there will be no liability for ML for any costs incurred by the bidding providers. NHS Staffordshire and Stoke-on-Trent Integrated Care Board (ICB) is seeking quotes from suitably qualified and experienced providers to support the ongoing maintenance and delivery of the People's panel. The successful bidder will be expected to work to develop a People's panel that is representative of the 1.2m population of Staffordshire and Stoke on Trent. This will be achieved by the following objectives: • Ensure there is broad geographical representation across Staffordshire and Stoke-on-Trent (this information will be provided by the ICB) • Maintain and refresh a representative panel of volunteer Staffordshire and Stoke-on-Trent citizens who wish to be engaged on our work to transform local health and care. This participation will primarily be in the form of regular online surveys, with the option of holding face-to-face focus groups twice a year with panel members to support detailed discussions to inform new models of care and understand experiences of health and care services • Develop and deliver at least six planned People's Panel surveys per 12-month period, with analysis and reporting per survey. Surveys are anticipated to be scheduled for May, July, September, November, January and March, but timescales may be subject to change • Maintain regular dialogue between the ICB and/or ICS partners and the People's Panel, and with the wider community about the impact of responses to surveys will also be shared with panel members, as well as on the ICB website • Recruit new members while maintaining the representation of the population, including those who may not have previously participated in opportunities to be involved in the shaping of health and care services • Encourage active participation as a member of the People's Panel, by developing effective communications and messaging to generate interest in completing surveys and submissions of completed surveys. The ICB is seeking to award one contract for a period of two years with an option to extend for a further two years at the Commissioner's discretion. The new contract will have a financial threshold of £40,000.00 per annum which is inclusive of VAT where applicable. The Commissioner reserves the right to reject bids that exceed this threshold. MLCSU is looking for suppliers to act as subcontractors who will contribute and enhance our products and service portfolios. In order to become an accredited MLCSU preferred subcontractor, suppliers will need to clearly demonstrate their willingness and capability to: • provide value-added services in connection with system requirements; • provide both innovative and effective solutions that further develops service and patient outcomes throughout ICSs and ICBs and seek for continual improvement. • positively support MLCSU with their bidding process for future call-off contracts issued under relevant frameworks. • quickly mobilise their products and services in collaboration with the MLCSU in response to any new call off opportunities. • be fully committed, transparent and consistent in their approach to providing effective solutions and resourcing and pricing of their products and services for the duration of our agreement. • enter into a Memorandum of Understanding (MOU) with MLCSU. • provide clear evidence of their financial standing that meets MLCSU minimum requirements. • willingness to adopt public sector codes of practice and values e.g. social responsibility, and governance. • commence within 60 days of receipt of application. Interested suppliers should note that achieving accreditation does not constitute a guarantee of any volume or spend by NHS Midlands and Lancashire Commissioning Support Unit. If a supplier is selected to carry out services on behalf of MLCSU, a contract will need to be signed (NHS Standard Contract for Services). The maximum contract value will be below the current UK threshold of £115,633 exc VAT for the life of the contract. This accreditation scheme will remain active until 31.03.27 and all suppliers accredited under previous windows will remain accredited if continued to comply with the scheme requirements. Furthermore, the above Contract Start date is subject to change; the commencement of any contract between MLCSU and an accredited sub-contractor will depend upon the specific requirements of the MLCSU. Where a provider fails an element of the accreditation scheme they will be offered relevant feedback and may be able to resubmit their application at a future time.
