The aggregate contract value is forecasted at £684,613.00 As of July 2022, the Integrated Care Board (ICB) superseded the previous 5 CCGs within Mid and South Essex. NHS Mid and South Essex ICB is currently undergoing an organisational restructure and have taken the decision to extend the current contract to the incumbent provider for 12 months whilst commissioning decisions and strategies can be made for the future of this service. The Authority considers this provider for this IPCC SMI service as technically capable of providing the most economically advantageous solution to the Authority whilst the ICB undergoes restructure, review and alignment of contracts. The Authority is applying the NHS Standard Contract Terms and Conditions to ensure appropriate clinical governance and service delivery quality as well as consistency of service to patients. This notice is being published to reflect the date by which the Authority has satisfied it's internal governance process and the Authority's signatures have been ascertained, not at the time of the proposed start-date of this contract. The Authority will observe a 10-day standstill from the date of publication of this notice. The Authority will publish appropriate Notices accordingly to communicate any such future changes and opportunities to the market, once final.

The contract award for Mental Health Support Teams (MHSTs) made by NHS Mid and South Essex Integrated Care Board. MHSTs are a government initiative to help increase children and young people’s access to support for emotional wellbeing and mental health. MHSTs are part of the national Children and Young People’s Increasing Access to Psychological Therapies (CYP-IAPT) programme. MHSTs are a resource in addition to the already existing support in any particular education setting.

This is a contract award notice to communicate that NHS Mid and South Essex Integrated Care Board (herein "the Authority") intends to award this "Locally Enhanced Services (LES)". Following the Authority's publication of a voluntary ex ante transparency notice (notice reference 2023/S 000-032168) on the 31st October 2023 which outlined the rationale and reasoning for the Authority's decision to award this contract, under Regulation 32 (2) (c) of the Public Contract Regulations 2015 (“PCR 2015”) (as amended The Public Procurement (Amendment etc.) (EU Exit) Regulations 2020). In line with best practice, the Authority has observed the 10-day standstill period from the publication date of the voluntary ex-ante transparency notice before awarding the contract, pursuant to Regulation 99 (3) (c) of the Public Contract Regulations 2015 (as amended (EU Exit) 2020 etc.) Therefore the Authority will now award a contract the 39 General Practitioners (GPs) for the provision of "Locally Enhanced Services (LES)" for the patient population within Mid Essex geographical footprint. The contract will be for 12 months, from 01st April 2023 - 31st March 2024 . The aggregate contract value across the 39 service providers is forecasted at £2,083,576. The Service to which this procurement relates fall within Schedule 3 of the Public Contracts Regulations 2015 as amended by as amended by The Public Procurement (Amendment etc.) (EU Exit) Regulations 2020, (the "Regulations"). As such, the Authority does not intend to hold itself bound by any of the Regulations, save those applicable to Schedule 3 Services.

This Intention to Award Notice is issued in accordance with the Health Care Services (Provider Selection Regime) Regulations 2023 under the competitive process. The Procurement relates to the Invitation to Tender (competitive process) for the provision of Integrated Community Dermatology Services in Mid and South Essex. The Authority has undertaken a full evaluation and assessment of the compliant bid submissions received as part of this competitive process, which were evaluated in line with the procurement documentation published within the Competitive Process Overview (CPO). The contract award criteria are specified in the procurement documentation and CPO. As a result of this, the Authority intends to award the proposed Contract for the Service to the Provider that achieved the highest technical and commercial scores across the key criteria used. The purpose of this competitive process was for the Authority to secure a suitably qualified provider to deliver this Integrated Community Dermatology Services across Mid and South Essex.

This is an updated notice and replaces Notice Number 2025/S 000-008527 and Notice Reference 2025-041034 due to these services being impacted by the community MSK and pain service procurement. This is a change to the original notification. The Contract Term is to reduce uncertainty for the Providers and to ensure continuity of service. Originally the award was approved by Executive Committee in November 2024 as an award for 7 months with an option to extend for 5 months. The Contract Term shall now be for 12 months, with a 3 months’ notice period. The current procurement timeline is indicating a new service may start on 1st February 2026, but this is subject to change. The Urgent Award to the existing provider is to ensure that there is continued provision of MSK Pain Management and Rheumatology Services to the registered population of NHS Mid and South Essex Integrated Care Board (Basildon and Brentwood and Thurrock) to ensure sufficient time for the procurement and that there is no risk to patient safety through increased (long) waiting times unless an arrangement is in place for 1 April 2025 as all access would then be referred into MSEFT who have confirmed they cannot absorb the activity within current capacity. The current contract with the incumbent (Connect Health) expires on 31st March 2025 and as a consequence there is a requirement to award this contract.
