NHS South East London ICB (the Commissioner) is currently preparing for the upcoming procurement (RFQ) of a short-term project for the All-Age Mental Health and Wellbeing and Adults Learning Disabilities Needs Assessment Service, for the London Borough of Bromley. The Commissioner is seeking organisations with proven data analysis and project management expertise to apply to deliver this project. The Needs Assessment will be a single project covering (i) three different population groups and (ii) one cross-cutting population group that will need to be an identified element in the other three areas, as set out below: • Children and young people (0-18) in Bromley with mental health and wellbeing challenges. • Adults (18+) in Bromley with mental health and wellbeing challenges, including older people with dementia. • Adults (18+) with learning disabilities in Bromley. • One key cross-cutting population group • Children, young people and adults with Autism Spectrum Condition (ASC). The aim of the Needs Assessment is to produce a robust analysis of health and care needs across the three population groups in order to provide a recognised evidence-base covering: • an assessment of health and social care needs for the three population groups in Bromley. • an analysis of population health for the three population groups. • an understanding of inequalities, service gaps and challenges in relation to the three population groups. • a "deep dive" into a number of key strategic questions for the three population groups. • a robust evidence base for local strategies and commissioning, notably the Bromley All-Age Mental Health and Wellbeing Strategy and the Bromley Learning Disabilities Strategy. 5. The project deliverables for the Bromley Needs Assessment - All-Age Mental Health and Wellbeing and Adult Learning Disabilities are: • a final written Needs Assessment in printed and electronic form for Bromley All-Age Mental Health and Wellbeing and Adult Learning Disabilities, covering all three population groups, including recommendations on areas for further consideration by commissioners and services, which is accepted by the commissioning lead as meeting the scope and requirements of the project. • a summary presentation of the full Needs Assessment for commissioners. • three tailored summary presentations of the final Needs Assessment for Bromley All-Age Mental Health and Wellbeing and Adult Learning Disabilities covering the three population groups, which the project will present at three key stakeholder boards (one for children and young people's mental health and wellbeing, one for adult mental health and wellbeing and one for adults learning disabilities). • at least a further two in-person and two "online" meetings to present the Needs Assessment. Additional information: An indicative specification is attached for the consideration of interested parties. Please note the specification is in draft form and may be subject to change following pre-market engagement. The Commissioner anticipates potential award by the end of 2023. There is no set timescale in which to complete this work although it is hoped that this project would be finished by early 2024 (or mid-2024 at the latest). There will be no further extension options. The outline budget for this project is £60,000. The Commissioner is seeking feedback from interested organisations in the form of attendance and participation in a Market Engagement Event, to be held on 4th September 2023 at 14:00 till 16:00 GMT, hosted online. The aim of the Market engagement event is share information with the market about the procurement opportunity and to seek feedback on the specification and proposed model. It is requested for interested organisations to register on the ProContract e-procurement portal and "Express an Interest" in order to access the Specification and Event Registration Form. Interested organisations must express an interest in this project and access the Service Specification and a Market Event Registration Form. Interested organisations are requested to complete and submit a copy of the Event Registration Form no later than the deadline date of 4th September 2023 at 10:00 AM. NHS South East London Integrated Care Board invites Expressions of Interest and the completion of a Market Engagement Questionnaire from all suitable providers who are capable of delivering the required Bromley GP Led Community Cardiology Diagnostic Service or who wish to provide feedback on the Authority's proposals. NHS SEL ICB Bromley is seeking feedback to inform the procurement of Bromley GP Led Community Cardiology Diagnostic Service. An Information and Soft Market Testing Questionnaire and the detailed Service Specification can be downloaded one interest is expressed. Summary of the Service The Service provides Bromley GPs with sufficient capacity to deliver all GP led ECGs, 24 Hour ECGs, and 24 Hour BPM. The service allows GPs to request simple ECG, remote monitoring ECG and Blood Pressure Monitoring. This means that no GP requested cardiology diagnostics activity will be performed in the local hospital setting. The service is open to adults and children, registered with a Bromley GP. GPs will be provided, by the cardiology diagnostics provider, with the following equipment, which is replaced as and when required, and with any associated consumables free of charge to general practice, equipment listed as follows; Static simple 12 lead ECG Mobile ECG monitor Mobile Blood Pressure Monitor BPM AF Monitor. The service is provided in practices and practice hubs receiving referrals from practices that do not deliver the service. Hub practices are selected based on a range of criteria including location, patient transport options, parking, physical building access and commitment to deliver extended hours. This contract is due to expire on 31 March 2024 and NHS South East London is seeking expressions of interest from capable suppliers ahead of launching a procurement process to determine the service provider for the services from 1 April 2024. The contract value is expected to be 350,000 GBP per annum and 1,750,000 GBP over 5 years proposed initial contract term of 3 years with the option to extend for a further 2 years. The contract value is inclusive of all costs incurred by the provider to deliver the requirements of the service specification. Interested providers are requested to express an interest in this project, to then download, complete and upload the Market Engagement Questionnaire on the ProContract eprocurement portal before the 14th July 1600 GMT.
