The Contract will be for a period of 3 years with the option to extend for up to a further 24 month period. Following a virtual Market Engagement Event on 31st July 2024, NHS Midlands and Lancashire Commissioning Support Procurement Unit is issuing this Contract Notice on behalf of NHS Herefordshire and Worcestershire Integrated Care Board (ICB) to inform potential bidding organisations that bids are sought from provider organisations capable of providing early intervention and preventative emotional wellbeing and mental health services for Children and Young People (CYP) age 0 to 25 years, across the counties of Herefordshire and Worcestershire.
The ICB is intending to award two contracts for the above services, divided into two lots i.e., Lot 1 - Herefordshire, Lot 2 - Worcestershire, for a period of 3 years with the option to extend for up to another 2 years at its discretion.
Bidding organisations may submit bids for either lot, or for both lots.
If submitting bids for both lots, bidders must ensure that each bid is independently viable, i.e., if you were the successful bidder for one lot (and therefore not for both) your organisation is capable of delivering the service in one area only.
The contract(s) will mobilise from the 1st April 2025 following a formal Competitive Process in accordance with Regulation 11 of the Health Care Services (Provider Selection Regime) Regulations 2023.
The total estimated lifetime value of the contract is £7,127,600 for the 3 year contract plus the optional extension period of 2 years; this is split to £1,781,900 for Lot 1 (Herefordshire), and £5,345,700 for Lot 2 (Worcestershire). The Commissioner reserves the right to reject Bids where the proposed value exceeds £356,380.00 per annum for Lot 1 Herefordshire and £1,069,140.00 per annum for Lot 2 Worcestershire.
The service is expected to be offered with flexibility to meet local need; some evening and weekend provision will also be required.
The indicative proposed minimum activity levels are 1647 per year for Lot 1 (Herefordshire), and 5022 per year for Lot 2 (Worcestershire).

The proposed service is for the provision of urgent face-to-face and/or virtual primary care assessment and treatment services delivered in Herefordshire and Worcestershire. The delivery of the service will form part of integrated urgent care including provision of 24/7 NHS General Practice, covering 'out-of-hours' general practice, provision of 24/7 infectious disease surge and outbreak management response, and daily medical input into the local Single Point of Access.

The ICB intends to award one contract for the provision of a Neurodivergence Support Service for Children, Young People and Families to cover the population of the counties of Herefordshire and Worcestershire, UK.
The contract will mobilise from the 1st May 2026 following a formal Competitive Tendering Procedure in accordance with Section 20 under the Act.
The aim of the service will be to support children, young people with neurodivergent needs and their families/support networks to understand their unique circumstances, strengths and challenges, and develop strategies that will enhance and improve day to day living for all.
This service will be independent of the Autism and ADHD diagnostic services, however, it will wrap around the core assessment pathway, providing a wide range of advice, information, support and other activities in environments that help people to feel safe and part of a wider network.
As the service will hold specialist expertise in supporting neurodivergent children, young people and their families, it is expected to play a key role in working with the Autism and ADHD diagnostic service and other key organisations, to support system-wide understanding of neurodivergent conditions and drive implementation of best-practice strategies that will enhance and improve day to day living for all.
The contract duration shall be for a period of 3 years with the option to extend for up to another 2 years, at the ICB's discretion.
The total lifetime value of the contract is £3,000,000 (i.e., for 3 years including the 2-year optional extension period ).
The ICB reserves the right to reject Bids that are unaffordable and above the affordability envelope of the project, where the proposed value exceeds the affordability threshold of £600,000.00 per annum and £3,000,000.00 for the total lifetime value of the contract (i.e for the 3-year contract period including the optional extension period of an additional 2 years.
Where VAT is recoverable by the ICB, this applies to the net cost (excluding VAT). Where VAT is not recoverable, the £600,000 per annum must cover the gross cost (including VAT).

The ICB intends to award one contract for the provision of a Post-Diagnostic Dementia Support Service to cover the population of the counties of Herefordshire and Worcestershire, UK.
The contract will mobilise from the 1st of October 2026 following a formal Competitive Tendering Procedure in accordance with Section 20 under the Act. Existing contracts are due to expire on 30th September 2026.
The aim of the Herefordshire and Worcestershire (H&W) Dementia Post‑Diagnostic Support Service is to provide support for people with a memory concern and those living with the effects of dementia, including carers. Staff will enable and empower those accessing the Service to find opportunities to lead a life which has meaning, value and purpose.
The Service will be delivered through a holistic and integrated approach, considering the "whole" person and the community in which they live rather than focusing solely on symptoms and disease, and will take into account the person's ability to self-manage.
The Service will operate across the entire span of an individual's dementia journey and will work directly with carers, as appropriate, supporting their navigation and coordination of the pathway. The service will provide young onset dementia post diagnostic support that recognises the needs of people who are diagnosed at an earlier age, and their families.
The Service will consist of a team of dementia advisors/navigators, manager and administrative support, as a minimum. The Provider is responsible for ensuring that all staff (including with subcontracting arrangements) are suitably experienced and qualified to fulfill the role for which they have been employed. An induction programme will be in place for all staff at the commencement of the contract to ensure understanding of the service to be delivered and subsequently for all new employees.
The total lifetime value of the contract is £3,960,130.00 (i.e., for 3 years, including the 2-year optional extension period).
The ICB reserves the right to reject Bids that are above the affordability envelope of the project, where the proposed value exceeds the affordability threshold of £792,026.00 per annum and £3,960,130.00 for the total lifetime value of the contract (i.e. for the 3-year contract period, including the optional extension period of an additional 2 years). If any Bid fails to accept the ICB's Financial Threshold for Service Delivery, the ICB reserves the right to cease further evaluation of that bid, the bid will not proceed to the evaluation of pass/fail and scored criteria and the bidder will not be invited to attend a Bidder Clarification Interview:
