NHS Herefordshire and Worcestershire Integrated Care Board ("the ICB") has sought initial engagement and feedback from the market to deliver an engagement service for people with lived experience of Learning Disabilities and Autism (LDA). An Expression of Interest exercise was conducted between 23rd July 2025 and 13th August 2025. The FTS Notice reference was 2025/S 000-042981. As a result of this, the two responses were received. One of the responses was incomplete and therefore could not be considered as an EOI response.
This exercise has resulted in a Direct Award for a Below Threshold contract (Light Touch Regime) pursuant to section 5 of the Procurement Act 2023 ("the Act"). A 'below-threshold contract' is defined in section 5 of the Act (and is broadly a contract of lower value than a 'public contract'). The award, entry into and management of a below-threshold contract is not 'covered procurement' as defined in section 1 of the Act.
This means that fewer obligations in the Act apply to the procurement of below threshold contracts than apply to covered procurement. Section 5 of the Act defines a below-threshold contract as:
a. a contract for the supply, for pecuniary interest, of goods, services or works to a contracting authority;
b. a framework; or
c. a concession contract,
that has an estimated value of less than the 'threshold amount' for the type of contract.
For procurements commencing under the Act, the light touch regime threshold amount for light touch contracts (all other services and supplies, excluding defence, security, and utility) is £663,540 (including VAT). This contract has an estimated value of less than the stated threshold amount.
The contract holder for the above service shall support people in Herefordshire and Worcestershire who have have lived experience of LDA to engage in the following areas of work, intended to improve health inequalities for people in this population:
• Admission avoidance to secure hospitals - including attendance at Care Education and Treatment Review (CETR) panels and delivery of CETR training.
• Tackling Health Inequalities for Adults with a Learning Disability - including supporting the ICB's annual health check quality programme, completing quality checks of agreed health settings and attending LDA Programme Board and related partner meetings.
• Learning from the Lives and Deaths of People with a Learning Disability (LeDeR) Programme - providing a lived experience perspective to focused reviews.
This service will capture and involve a broad range of people with lived experience of LDA living in the counties of Herefordshire and Worcestershire, UK.
The service provider will have a physical presence in the area and be able to demonstrate strong engagement with local communities over a number of years, with reach extending into both localities.
The ICB currently envisages the contract will mobilise from the 1st April 2026.
The estimated contract value per annum is £110,000 (exc VAT). The contract will be for 3 years with an option to extend for a further 2 years.
The total lifetime value of the contract is £550,000 (exc VAT) for the 3 year contract including the optional extension period of 2 years.

These services are classed as Health Care services under The Health Care Services (Provider Selection Regime) Regulations 2023 (PSR). The ICB has adopted a Competitive Process in accordance with Regulations 6(7) and 11 of the PSR Regulations.
Under the PSR Regulations, the ICB was required to assess bids based on basic Selection Criteria, Five Key Criteria (as defined in Regulation 5 of the PSR), and any other elements relevant to contract award. The ICB applied the Crown Commercial Services Selection Questionnaire for the basic Selection Criteria.
Following the assessment, the ICB is intending to award contracts for two lots for the above services, i.e., Lot 1 - Herefordshire, Lot 2 - Worcestershire, for a period of 3 years with the option to extend for up to another 2 years at its discretion.
Bidding organisations were able to submit bids for either lot, or for both lots.
The contracts for both lots will mobilise from the 1st April 2025.
The total estimated lifetime value of the contract is £7,127,600 for the 3 year contract plus the optional extension period of 2 years; this is split to £1,781,900 for Lot 1 (Herefordshire), and £5,345,700 for Lot 2 (Worcestershire).
The service is expected to be offered with flexibility to meet local need; some evening and weekend provision will also be required.
The indicative proposed minimum activity levels were 1647 per year for Lot 1 (Herefordshire), and 5022 per year for Lot 2 (Worcestershire).

A Competitive Process under The Procurement Act Regulations 2023 was conducted with the aim of awarding one contract for a new service for Herefordshire and Worcestershire for a 3-year period with the option to extend for a further 2-years subject to mutual agreement. The ICB's new Neurodivergence Support Service for Children, Young People (age 0-25 years) and their Families will aim to understand service users' unique circumstances, strengths and challenges, and develop strategies that will enhance and improve day to day living for all. This service will be independent of the local Autism and ADHD diagnostic services; however, it will wrap around the core assessment pathway, providing a wide range of advice, information, support and other activities in environments that help people to feel safe and part of a wider network. As the service will hold specialist expertise in supporting neurodivergent children, young people and their families, it is expected to play a key role in working with the Autism and ADHD diagnostic service and other key organisations, to support system-wide understanding of neurodivergent conditions and drive implementation of best-practice strategies that will enhance and improve day to day living for all.
The contract term is three (3) years, with the option to extend for two (2) years subject to mutual agreement.
The contract is due to formally commence on 1st July 2026. A 3-month service mobilisation period will take place between 1st April and 30th June 2026. There is no existing service, therefore there is no expiry date of any current contract, and there are no TUPE implications.
The total cost to the ICB is £2,543,999.81 excluding VAT for the 3-year contract period including the optional extension period of 2-years. This is in line with the ICB's total affordability threshold of £3,000,000.00 for this procurement exercise.
VAT is not applicable to this contract.
