1) This notice is placed as a Preliminary Market Engagement Notice (PMEN) UK2 to inform the market of NHS GLOUCESTERSHIRE ICB's ("the Commissioner") intention to commission a Continuing Healthcare and Nursing Healthcare digital system. 2) The technology solution element within this requirement is termed 'CHC' (Continuing Healthcare and Nursing Healthcare system). The Commissioner would like to understand the level of provider interest in delivering these requirements. 3) The CHC Digital system will need to have the following functionalities and/or mandatory requirements: a. Map all age Continuing Care assessment process in line with the NHS framework including digital templates to support the assessment process including the checklist and decision support tool. b. Referral platform that enables external partners to complete tailored web-based referral forms. c. Ongoing case management functionality including the ability to; accurately record care package details and manage staff workflows. d. Ability to monitor and proactively manage statutory time-bound activity including but not limited to; assessments, reviews, and joint funded packages of care. e. Patient platform that enables service users to track their assessment, key milestones and outcomes f. Reporting function including: i. Automated reports to meet national requirements for quarterly benchmarking and the All Age Continuing Care Patient Level Dataset. ii. Customisable ad hoc reporting. g. Customisable data visualisation tool for ongoing monitoring and insights. h. Employment of AI and ambient technology to streamline the assessment process. i. Interoperability with partner systems including RiO, SystmOne Community, and Liquid Logic as well as National Spine. 4) The contract duration will be confirmed ahead of any formal invitation to tender (ITT) being issued and is likely to be between 3 and 5 years, depending on the route to market chosen following market engagement. At present the anticipated start date of the contract will be April 2026, but these timeframes and dates are liable to change. 5) The number of potential lots has not yet been decided and will also be confirmed ahead of any formal ITT and following inputs from this market engagement. 6) TUPE will not apply to this opportunity as it is a new requirement without an incumbent provider. 7) The budget for this digital requirement has not yet been defined. It is the Commissioners intent to provide an estimated budget as part of the details discussed at the virtual Market Engagement Event (MEE). The total combined maximum contract value will be confirmed ahead of any formal ITT being issued. 8) Interested providers are invited to register their interest via the e-procurement system Atamis, following the instructions below. 9) The deadline to register interest to this notice is 12:0 noon 29th April 2025. A virtual Market Engagement Event(s) (MEE) will be scheduled for W/C 5th May 2025. 10) Upon registering your interest via the instruction provided below, it is the Commissioners intent to hold a virtual market engagement event at a later date, once expressions of interest have been collated. An invitation to this event will be issued directly to you once you have registered on the Atamis portal. This exercise is being managed by NHS South, Central and West Commissioning Support Unit (SCW) on behalf of the Commissioner(s).

Community Wellbeing Service Market Engagement Event Date / Time: Tuesday 9th January 10-12 or 1-3pm Location: Churchdown Community Centre, Parton Road, Churchdown, GL3 2JH NHS Gloucestershire Integrated Care Board presently contracts with 5 providers for the provision of Community Wellbeing Services with current contracts ending on 30th September 2024. We are holding two identical market engagement events to explore more effective ways of commissioning the service, how we can utilise the available budget and look at potential models for commissioning / delivering community based support going forward. This notice is placed as a Prior Information Notice (PIN) to inform the market of NHS Gloucestershire Integrated Care Board's (ICB) (the Commissioner's), intention to commission dental access as part of a Centre of Dental Excellence (City Campus, Gloucester) and a Dental Access Centre (Quayside, Gloucester). The Commissioner would like to understand the level of provider interest in delivering these services. Fundamentally this opportunity seeks to increase access to NHS dentistry in a part of the county where deprivation is greatest by working in partnership to commission 2 new bespoke primary care facilities in fit for purpose environments, incorporating flexible commissioning and workforce training. To allow potential providers to reflect on the proposed services, the Commissioner has provided early indicative information as part of this notice (located within the Atamis e-procurement portal) which includes: 1. Service specifications 2. Floor plans for each premises 3. Architecture data sheets for each premises 4. PDS contract Please note all the above documents are in draft form and yet to be finalised. The Commissioner welcomes your feedback on these documents via return of the market engagement questionnaire.
