Market Engagement Event HMP Healthcare services for Lot 1) Brixton & Lot 2) Feltham A & B
NHS England, hereafter referred to as "the Authority", is seeking to recommission prison healthcare services across two London secure and detained estates, hereafter referred to as "the Service" and is inviting providers to participate in an upcoming Market Engagement event.
The procurement will comprise two Lots covering healthcare provision at HMP Brixton (Lot 1) and HMP Feltham and Feltham YOI (Lot 2). Collectively, the Service will deliver comprehensive healthcare across the adult secure estate and the children and young people custodial estate.
The Service will be delivered in line with NHS England's New Models of Care Service Specification and will provide integrated primary care, mental health, substance misuse, public health and specialist healthcare services within custodial settings. It will support people in custody from reception screening through ongoing care, treatment, and release planning, ensuring continuity of care between prison and community services.
At Feltham YOI, the Service will deliver a distinct, age-appropriate and therapeutic healthcare model aligned with national guidance for Children and Young People, with a focus on safeguarding, trauma-informed care and early intervention.
The Service aims to improve health outcomes for people in custody, reduce health inequalities, support rehabilitation and resettlement, and ensure access to safe, high-quality healthcare equivalent to that available in the community.
The Service will be expected to work closely with key partners including His Majesty's Prison and Probation Service (HMPPS), Youth Custody Service (YCS), Integrated Care Boards, local NHS providers, local authorities and voluntary sector organisations to support integrated care delivery and effective care transitions.

Successful Suppliers will be commissioned via a CP ES which will be of the type referred to in direction 14 of the Pharmaceutical Services (Advanced and Enhanced Services) (England) Directions 2013 as amended. Details of the Enhanced Service requirements will be set out in an ES specification which cannot be altered locally. Successful Suppliers will provide the Services in accordance with the terms of the CP ES and in full compliance with their Terms of Service or Local Pharmaceutical Services contract terms, as applicable.
Service requirements and contract value
The cohort of patients eligible to be vaccinated in community pharmacy, and who therefore represent the likely activity level under the Contract, is eligible older adults and pregnant women, as described in the CP ES. Although there are no residency requirements on this eligible cohort of patients, providers should assume an upper ceiling activity level to be the number of eligible patients in the area the provider generally serves.
The value of the service provision resulting from this Procurement Process will be an Item of Service (Ios) fee of £10.06 for the administration of each RSV vaccine to each eligible patient.
The number of eligible patients, and therefore the likely activity level, could change as a result of factors beyond the Commissioner's control such as an increase or decrease in population of the local area, closure or merger of other nearby NHS health organisations, or patient preference. Accordingly, these activity levels are for illustrative purposes only.
The Authority would like to hold a Market Engagement event to inform the market of its intentions to commission the above services.

NHS England (London Region) (hereafter referred to as "The Authority") is seeking to commission Independent Mental Health Advocacy (IMHA) Services at Broadmoor Hospital (“the Service”). The Authority invites Expressions of Interest (EoIs) and completion of Invitation to Tender (ITT) documents for the provision of the Service.
It is expected that a contract for the Service will be awarded for a period of 3 years from 1 April 2023, with an optional extension for a further period of 1 years (twelve months). Therefore, the maximum duration of this contract, if all extension options are taken up, will be 4 years (48 months).
The annual contract value for this project is £212,992. Over the 4 years, if the contract is extended to its full duration, the total contract value will be £851,968. From Year 2 onwards the annual value will be uplifted by the agreed NHS inflationary factor.

The Procurement process will be facilitated entirely online via The Authority's e-procurement portal (ProContract). Interested Applicants wishing to participate in the procurement must register, express an interest, and complete the online ITT questionnaires hosted on the portal prior to the deadline for submission (17:00 on Friday 16 December 2022).
All clarification requests and correspondence pertaining to this Expression of Interest opportunity must be directed through the portal. The deadline for any clarification questions is 12:00pm on 9 December 2022.
