This notice is to provide advance notice that NHS Devon ICB is intending to undertake a procurement exercise in relation to delivery of Early Intervention in Psychosis (EIP) and Complex Emotional Needs services for Plymouth and surrounding areas. Further details provided below.
The purpose of the PIN is to gauge market interest and identify potential service providers to help inform the most appropriate procurement approach.

Routine Community Age-Related Hearing Loss Services
This notice is being published to alert providers to a planned procurement exercise for the provision of community age-related hearing loss services for patients registered with a GP in Devon. These contracts would start on 1st April 2025.
Any values and timescales stated within this PIN are for guideline purposes only and should not be taken as a guarantee.
NHS Devon is seeking providers to deliver hearing assessment; hearing aid fitting (if clinically indicated) and follow-up and aftercare services. The aim is for people with routine, age-related hearing problems to receive high quality, efficient services delivered close to home, with high responsiveness to the needs of local communities.
Complex audiology services and audiology services for patients under 55 years old are not part of this procurement.
This notice is placed as a Prior Information Notice (PIN) to inform the market of NHS Devon Integrated Care Board's (the Commissioner's), intention to recommission a Care Co-ordination Hub for Devon . The Commissioner would like to communicate planned market engagement event(s) and request expressions of interest for these.
The Care Co-ordination Hub provides a senior level, multi-disciplinary, clinical consultation service, including the ability to prescribe; which assesses patients' needs and navigates them to the right service, first time.
This exercise is being carried out by NHS South, Central and West Commissioning Support Unit (SCW) on behalf of the Commissioner.
Children & Young People's Community Based Emotional Wellbeing & Mental Health Services for NHS Devon
1.) This notice is placed as a Prior Information Notice (PIN) to inform the market of NHS Devon Integrated Care Board's (ICBs) ("the Commissioner"), intention to commission children and young people's emotional wellbeing and mental health services. The Commissioner would like to understand the level of provider interest in delivering these services.
2.) It may be that a single provider is unable to deliver all elements within the Commissioner's requirement and therefore partnership working may be required. A single NHS standard contract to deliver children and young people's emotional wellbeing and mental health services, in line with the specified requirements is being considered. The Commissioner is seeking to place a single contract, they welcome partnerships, consortiums and/or sub-contractual models, which is at Bidders' discretion.
3.) The geography covered is the NHS Devon footprint and aligns to the three Local Authority footprints of Plymouth, Devon and Torbay.
4.) The contract duration will be confirmed ahead of any formal invitation to tender (ITT) being issued. It is likely be between 2 and 7 years. At present the anticipated start date of the contract will be 01/07/2025.
5.) The proposed model includes digital provision, delivery of evidence-based interventions and a youth work-based approach.
6.) In the contract lifetime a range of potential changes are foreseeable, including but not limited to:
• The geographical coverage of the 'targeted' provision maybe adjusted or additional geographical areas added.
• The inclusion criteria to access the provision maybe adjusted between 0-25 years.
• The access requirements maybe increased, such that the provision is asked to expand its offer, in relation to specific components, or across the totality of the provision, to enable access to more children and young people.
• The commissioners may change to include a range of other partners including but not limited to Local Authorities and schools.
Any or all of the above changes would be associated with a need to vary the contract and maybe associated with additional investment.
7.) TUPE may apply. Any TUPE information will be confirmed ahead of the formal invitation to tender (ITT) being issued.

The aim of the specialised audiology service is to commission a comprehensive specialised service for adults and children experiencing hearing and communication difficulties who would benefit from assessment, treatment and rehabilitation.
The service required for the registered Eastern population of the NHS commissioning organisation is for an assessment, diagnosis, rehabilitative support, treatment, appliance provision, follow-up and aftercare services for adults or children who require specialist audiological services.
This exercise is being carried out by NHS South, Central and West Commissioning Support Unit (SCW) on behalf of the Commissioner.
Discharge to assess pathway 2 recovery and reablement bedded care (Eastern Devon)
NHS Devon is intending to commission 10 Pathway 2 block booked beds for a 12 month contract at a cost of £1,000 per bed per week. The provider given the highest score will be able to provide 10 beds, or be willing and able to offer additional beds (to a maximum of 10) as vacancies become available. If there are not any providers who can provide a total of 10 beds, then consideration maybe given to awarding a contract to two different providers.
Pathway 2 Definition: Likely to be maximum of 4% of people discharged from the acute hospital: the main aim is to provide recovery, rehabilitation, assessment, care planning or short-term intensive support in a 24-hour bed-based setting to maximise levels of independence, before the person is supported to return home.
Only Providers who are CQC Registered Care Home Provider (65+) with a CQC rating of 'Good' or above who can commit to providing block booked beds at the above price per bed per week will be considered.

The Devon Integrated Care System (ICSD) are undertaking market engagement to further develop their virtual ward model and explore options for using remote monitoring, wearable technology at scale to support and enable the care of patients outside the traditional hospital ward.
Primary Care Medical Services – Special Allocation Scheme
This notice is placed as a Prior Information Notice in relation to a pre-procurement market engagement event and a market questionnaire. NHS Bath and North East Somerset, Swindon and Wiltshire Integrated Care Board (BSW ICB), NHS Somerset ICB and NHS Devon ICB are seeking Expressions of Interest from Providers who have the capability and capacity to deliver Primary Care Medical Services Special Allocation Scheme (SAS) services in some or all of the following locations: Bath and North East Somerset, Swindon, Wiltshire, Somerset and Devon commencing between 1st April 2023 and 1st July 2023. Current approximate annual contract values are as follows: NHS BSW ICB £70,000-£80,000 (excludes provision of security staff which is paid for separately by the ICB)<br/>NHS Somerset ICB £60,000 (includes provision of security staff) NHS Devon ICB £150,000 (includes provision of security staff). NHS Devon Integrated Care Board (ICB) Provision of Services for Out of Hours GP Support to Devon Community Hospitals (South and West Regions)
NHS Devon Integrated Care Board (ICB) seeks to commission a Provision of Services for Out of Hours GP Support to Devon Community Hospitals - South and West Regions. The service will be provided to patients residing as in-patients in the Devon Community Hospitals - South and West Regions.
Aim / Purpose of Service
To provide urgent (as opposed to emergency or routine) primary care support to Devon's Community Hospitals during the out-of-hours period where it is required, and the patients' needs cannot be appropriately met in the in-hours period. Hospital staff will be able to seek the advice of a clinician, who will arrange for a GP to attend the hospital to undertake a face-to-face assessment if clinically indicated. This is likely to include (but not be limited to):
• Patients who have had an acute deterioration and it is not clear or appropriate to directly admit to hospital.
• Patients at or nearing end of life who require an urgent medical review

Contract Terms
The Initial contract duration will be for 6 months with an optional extension of up to 6 months with services due to commence on the 2nd of December 2023.
Financial Envelope
There is a set Finance Envelope of £190,000 per annum The Financial envelope is £95,000 for the initial 6 months and then up to a further £95,000 for the up to 6 months extension. The envelope is exclusive of VAT as the service is exempt.
Contract.
The Commissioner will be contracting for the services using the NHS Standard Clinical Contract (long form) 2023/24 version.
The draft Contract can be found within the ITT documents within Atamis and Bidders must carefully study these documents to ensure they are familiar with the obligations on them should they be awarded a Contract.
