NHS Derby & Derbyshire Integrated Care Board (DD ICB) (formerly CCG), Derby City Council and Derbyshire County Council are inviting expressions of interest from suitably qualified providers of Continuing Healthcare (CHC) and Continuing Care (CC) Homecare Services ("the service"), to be delivered across the population of Derby & Derbyshire.
The requirement will cover 100% health funded care packages for CHC Adults, CC Children & Young People and Fast Track services. Providers can apply for one or all of the 3 areas. Jointly funded care packages with Derby City Council or Derbyshire County Council are also covered by this contract (by exception).
Any Qualified Provider (AQP) contracts will be awarded on a zero value, zero volume basis. The contract for the initial window will commence 01st June 2023 and will end 31st March 2028. The total available contract will be for a period of 4 years 10 months with an option to extend for up to a further 22 months to the 31st March 2030 at the discretion of the commissioner. However, the contract length will be from the point of award until the expiration date of the contract.
The contracts dates (01st June 2023 - 31st March 2030) reflect the full contractual term for these services. Any applications awarded in subsequent windows during the life of the contract will have varying start dates but will all co-terminate on 31st March 2030. As per NHSE guidance, the Derby and Derbyshire Key working service will work with children and young people aged 0-25 with learning disability and/or autism with the most complex needs. The initial focus of the service will be those receiving inpatient care and those who at significant risk of admission and who are monitored on the JUCD Dynamic Support Registers (DSR). The overall aim is to ensure better care and support for CYP with LD/ASC and their parents/carers and reduce pressure on tier 4 hospitals, including reducing costs of expensive out of county placements. The goal is that CYP are enabled to live their best life, within their communities, in a place which meets their needs and wishes, be that with their families/carers or in another suitable home such as foster care, their own home or supported living etc. The Key working service will aim to ensure families get the help they need to navigate complex systems, supported by someone that they have built a trusting rapport with.
As a result of this procurement exercise an agreement will be established with the successful Bidder(s) for a period of 18 months with the Commissioner having the option to extend the contract for a further 17 months. The contract will commence 01st May 2023.
There is an affordability threshold associated with this procurement. No bids over £491,000 per annum or £723,000 for the initial 18-month period will be accepted. Any bids that exceed these values will be disqualified.

The process is a one stage open process.

The annual contract value is £275,000 inclusive of VAT (£550,000 for the initial 2-year term with an option to extend for a further year totalling £825,000 over the 3 year term).

In Bolsover, Derbyshire, a previous provider held a contract to offer general dental services. However, they have recently chosen to give up this contract, which has raised concerns about the ongoing availability of dental care in the area. An Oral Health Needs Assessment was carried out, revealing significant disparities in dental health, especially among disadvantaged communities. Given the withdrawal of this contract, it is now crucial to establish an interim dental general service contract to fill the service gap and ensure that the residents of Bolsover continue to receive uninterrupted dental care until a long-term solution is identified. Maintaining these services in Bolsover is essential to guarantee that the local population can access dental care without the need to travel elsewhere, ensuring timely access within their own community.
Derby and Derbyshire ICB's clinical aim for each dental practice is to deliver high quality NHS clinical services defined as:
"Patient-centred and value for money primary dental care services, delivered in a safe and effective manner, through a learning environment, which includes the continuing professional development of dentists and other dental professionals".
There are four key clinical principles that underpin this aim. They are:
• Services should be patient centred.
• Services must be delivered safely and through a learning environment.
• Services must be effective and efficient.
• Services should reflect a preventative ethos and follow current delivering better oral health and associated guidelines.
