Derby Integrated Community Equipment Service (DICES) provides a range of equipment on loan to people of all ages ordinarily resident in the city of Derby, following assessment and prescription by a recognised prescriber. The service being commissioned relates to the logistics of supplying, collecting and maintaining the equipment. Clinical input to the service is provided through the pool of recognised prescribers, a clinical commissioning function provided by DDICB, and a multi-agency Equipment Review Group. The provider will work within this framework, ensuring that the agreed clinical governance arrangements, both for individual items of equipment and strategic decisions about the equipment to be provided/policies and procedures for equipment provision, are followed appropriately. The maximum contract value is expected to be circa £2.08m (Excluding VAT) per annum, inclusive of specials. The contract duration is currently expected to be 3 years with an option to extend for up to a further 2 years.

The aim of the service is to facilitate advice and guidance on the management of patients in Derbyshire from secondary care consultants at our secondary care Trusts Chesterfield Royal Hospital NHS Foundation Trust (CRH) and University Hospitals of Derby and Burton NHS Foundation Trust (UHDB) across a range of specialties. Where the local consultants are not available this will need to be supported by the provision of NHS consultants based within the UK.
The advice and guidance will provide health care professionals with continued access to specialist clinical advice, enabling a patient's care to be managed in the most appropriate setting, strengthening shared decision making and avoiding unnecessary outpatient activity
The purpose of this advert is to invite the market to engage, provide feedback on the draft specification and the data requirement included in the spreadsheet as well as views on digital integration and future opportunities for the service. This will provide the ICB with valuable information to ensure that the service and specification is fit for purpose.
The deadline for Soft Market Testing responses is by 17:00 hours on Tuesday 20th June 2023. Please note this is a market testing exercise and does not commit the ICB to carry out any further procurement process. Current services will remain in place during this period in line with existing contracts and service level agreements. Any future opportunity will be carried out in accordance with the ICB's procurement obligations under the Public Contracts Regulations 2015.
It is anticipated that the contract period for the future contract will be for a period of 2 years with the option to extend for up to a further year, commencing 1st April 2024. The current contract is due to expire at the end of March 2024 to enable the procurement process to be completed.
The indicative annual contract value is £270k (£540k for the initial 2-year term with an option to extend for a further year totalling £810k over the 3 year term). This is subject to review following the early engagement.
Commissioners indicative timescales for the tender release date is scheduled for July 2023, but may be subject to change depending on the engagement feedback. A standard NHS contract will be used for this service.

Derby Wellbeing is part of the Living Well service model which builds on existing Community Mental Health Teams (CMHTs) to encompass a multi-agency team, consisting of colleagues from the Voluntary, Community and Social Enterprise (VSCE) sector, social care, health and the voice of lived experience. In Derby City this currently consists of Community Action Derby (CAD), Derby City Council and Derbyshire Healthcare NHS Foundation Trust. The successful bidder will also be responsible for the delivery of the local monthly collaborative, to drive the community and networking aspect of the Living Well model.
