This notice is placed as a Prior Information Notice (PIN) to inform the market of NHS Devon Integrated Care Board's (ICBs) ("the Commissioner"), intention to commission children and young people's emotional wellbeing and mental health services. The Commissioner would like to understand the level of provider interest in delivering these services. 2.) It may be that a single provider is unable to deliver all elements within the Commissioner's requirement and therefore partnership working may be required. A single NHS standard contract to deliver children and young people's emotional wellbeing and mental health services, in line with the specified requirements is being considered. The Commissioner is seeking to place a single contract, they welcome partnerships, consortiums and/or sub-contractual models, which is at Bidders' discretion. 3.) The geography covered is the NHS Devon footprint and aligns to the three Local Authority footprints of Plymouth, Devon and Torbay. 4.) The contract duration will be confirmed ahead of any formal invitation to tender (ITT) being issued. It is likely be between 2 and 7 years. At present the anticipated start date of the contract will be 01/07/2025. 5.) The proposed model includes digital provision, delivery of evidence-based interventions and a youth work-based approach. 6.) In the contract lifetime a range of potential changes are foreseeable, including but not limited to: • The geographical coverage of the 'targeted' provision maybe adjusted or additional geographical areas added. • The inclusion criteria to access the provision maybe adjusted between 0-25 years. • The access requirements maybe increased, such that the provision is asked to expand its offer, in relation to specific components, or across the totality of the provision, to enable access to more children and young people. • The commissioners may change to include a range of other partners including but not limited to Local Authorities and schools. Any or all of the above changes would be associated with a need to vary the contract and maybe associated with additional investment. 7.) TUPE may apply. Any TUPE information will be confirmed ahead of the formal invitation to tender (ITT) being issued. 8.) Total combined maximum contract value will be confirmed ahead of any formal invitation to tender (ITT) being issued. It is likely to be between £2.5M and £10.5M. The aim of the specialised audiology service is to commission a comprehensive specialised service for adults and children experiencing hearing and communication difficulties who would benefit from assessment, treatment and rehabilitation. The service required for the registered Eastern population of the NHS commissioning organisation is for an assessment, diagnosis, rehabilitative support, treatment, appliance provision, follow-up and aftercare services for adults or children who require specialist audiological services. This exercise is being carried out by NHS South, Central and West Commissioning Support Unit (SCW) on behalf of the Commissioner.

This notice is being published to alert providers of a potential procurement exercise for the provision of an antipsychotic prescribing and drug safety monitoring service for patients registered with a GP in Devon. NHS Devon is seeking providers of psychiatric lead service to offer drug safety monitoring and prescribing of antipsychotics in line with the relevant NICE regulations and guidelines for a known cohort of patients.

NHS Devon ICB is intending to commission a specialist assessor service. Torbay and South Devon NHS Foundation Trust and Cornwall and Isles of Scilly ICB will also be able to use any subsequent contract. The service will require registered professional(s), with experience and detailed understanding of the CHC national framework, working on behalf of the Commissioners, with individuals, with long term complex care needs. The cohort is learning disability and mental health. This service we are intending to commission is for a small number of placements that are placed out of county or very complex, and need a face to face assessment. This will be an independent assessment service, that will need to be face to face, assessing/reviewing the individuals, with complex care needs, their care and care plans and undertake CHC DST assessments. Considerations may need to be given to Best Interest decisions. The service will work alongside families and multi-agency organisations and providers of care. The service will be paid for on a case by case basis. Contract value is anticipated to be a maximum of £51,000 (excluding VAT) per annum; with a contract duration of 2 years, with the option to extend by a maximum of 2 further years.

This Preliminary Market Engagement notice is placed to inform the market of NHS Devon's Integrated Care Boards (ICBs) intention to commission a new digital system to support its All Age Continuing Care function. This notice is placed as a Prior Information Notice (PIN) to inform the market of NHS Devon ICB's , (the Commissioner's), intention to commission a Postural Tachycardia Syndrome (PoTS) Assessment Service. At this early stage, the Commissioner would like to understand the level of provider interest in delivering these services to help inform the development of their strategy for this service. The requirement is to provide a consultant-led, multidisciplinary assessment service for patients with PoTS that is robust, inclusive, safe and sustainable. The service will need to ensure timely and appropriate care in supporting patients with specialist assessment, diagnosis and self-management, with onward referral to specialist community rehabilitation services as required that are geographically appropriate to the patient and delivered by one of the existing organisations within Devon. The objectives of the service are to: • Offer a full holistic multidisciplinary assessment inclusive of physical, cognitive, and psychological reviews. • Provide a 'one stop shop' model of service which offers specialist assessment, diagnosis, and treatment with onward referral to rehabilitation services. • Recommend and refer people to services that meet the assessed needs of people. • Develop a personalised care plan with identified goals based on a shared decision-making process. • At all times to promote a culture of patient centred self-care supported by specialist expertise. The estimate budget and the likely term of contract is still under consideration by the Commissioner at this early stage. The Commissioner would like to understand the level of provider interest in delivering these services. 2) NHS Devon Integrated (the Commissioner) is seeking to secure a Provider who has the capability and capacity to deliver general practitioner services, in line with the specified requirements. 3) The geography covered is: Cranbrook is a new town being developed in East Devon. It is located 9 kilometres (5.6 miles) east; north-east of Exeter city centre, just north-west of the village of Rockbeare. 4) The contract duration will be confirmed ahead of the formal invitation to tender (ITT) being issued. Hospital staff will be able to seek the advice of a clinician, who will arrange for a GP to attend the hospital to undertake a face-to-face assessment if clinically indicated. This is likely to include (but not be limited to): · Patients who have had an acute deterioration and it is not clear or appropriate to directly admit to hospital · Patients at or nearing end of life patients who require an urgent medical review Specific Deliverables During the out of hours period, the service will provide Devon's community hospitals with access to: · Remote clinical assessment · Prescribing where appropriate · Face-to-face consultation where absolutely required Hours of Operation The hours of the service will be as follows: · Weekday Evening/Overnight On-Call Shift: 18:00 to 08:00 · Weekend Saturday On-Call Shift: 08:00 to 08:00 · Weekend Sunday On-Call Shift: 08:00 to 08:00 · Bank Holiday On-Call Shift: 08:00 to 08:00 Anticipated Contract Terms · Service to commence 1st October 2023 · Initial contract term of 6 months with an optional extension of up to 6 months · The anticipated timelines are set to enable Devon ICB to review the service and develop a longer term plan. Budget The anticipated budget will range from £200,000 - £350,000 for the contract term (this includes the optional up to 6 months extension). The anticipated budget covers funding for a service delivered across the whole of Devon. This notice is placed as a Prior Information Notice (PIN) to inform the market of NHS Devon ICB's ("the Commissioner"), intention to commission technology and services to support the development of its health information and signposting for maternity, children and young people (CYP), families, and their healthcare professionals. The Commissioner would like to understand the level of provider interest in delivering these services. There is a requirement for the development and ongoing maintenance of a bespoke website, which will serve as a comprehensive and reliable source of health information and signposting for maternity, children and young people (CYP), families, and their healthcare professionals for whom NHS Devon is the responsible Commissioner. It will need to have the ability to provide healthcare information to support self-management, signpost to appropriate services according to need, and provide appropriate advice through locally and nationally recognised sources. There will need to be information provided to be in line with nationally recognised on a traffic light system/health RAG rating for individuals to help identify the appropriate service for health care navigation from self-care through to 111/999 ambulance for common childhood illnesses, if there are worries or concerns. National information will need to be sourced through recognised websites along with evidenced based information and health service navigation in an easily accessible format, for example the traffic light system for feverish illness recommended by the National Institute for Health and Care Excellence (NICE). There will be a requirement to publish local clinical pathways and information that has already been approved/passed through ICB governance - ideally a level of usable website upfront ahead of development of local pathways. There will be a requirement for the provision of technical innovations and development to the website as required, in line with user feedback.
