NHS Commercial Solutions is setting up a Framework Agreement for Anti-ligature, Specialist and General Doors, Windows, Accessories, Consumables and Associated Services for a period of 4 years following a Restricted Tender process following the principles of the UK Public Contracts Regulations 2015. The aim of this procurement is to appoint several companies who specialise in providing Anti-ligature, Specialist and General Doors, Windows, Accessories, Consumables and Associated Services to a Framework Agreement. The Authority recognises that the expertise required will exist both nationally and at a local level and aims to be as inclusive as is practicable in order that the Awarding Authority has the most appropriate resource available. At the outset of the tender process, NHS Commercial Solution is, through this Prior Information Notice (PIN), inviting capable and willing providers to express interest in the Framework Agreement and provide feedback on the Draft Specifications, Lots Structure and any additional service to be provided within this Agreement. Please note that this PIN and Expression of Interest does not commit NHS Commercial Solutions to – 1. Establish a Framework Agreement mandatorily. 2. Award the Framework Agreement to a certain group of organisations that participate at this stage; 3. Use the draft Specification below and/or the feedback provided on the draft Specification provided below, entirely or partially, at the tender stage.

The purpose of this notice is to alert interested parties to the intention of the Awarding Authority to publish a tender for the service identified. Full tender information and documentation will be provided on the issue of the Invitation to Tender anticipated in April 2023. The Awarding Authority is looking to procure Non-Emergency Patient Transport Services under two Lots. The incumbent ICB arrangements for these services will terminate at midnight on 31st March 2024. The two Lots to be let under this tender will be: • Lot 1 Non-Emergency Patient Transport Service (excluding Renal Dialysis) • Lot 2 Non-Emergency Patient Transport Renal Dialysis Service The contracts to be awarded will commence 1st April 2024 at one second past midnight for a minimum term of 5 years (exact contract terms will be available with tender documentation). Surrey Heartlands is committed to the development and implementation of a new NEPT Service that delivers benefits to all stakeholders through a patient centred approach and shared vision that: • enables true system partnership working and incentivisation of excellent patient care and value for money. • includes health and social care providers in its planning, commissioning and management of NEPTS to ensure that transport is considered in wider pathway improvements as an integral part of service development and discharge planning, and influences outpatient, renal, mental health and social services considerations. • offers effective coordination with local transport operators and small / medium enterprises (including specialist mental health transport providers where necessary) to maximise utilisation of available resources and ensure resilience arrangements are in place. • works with local authorities, to explore future scope for collaborative/aligned coordination and delivery of local non-specialist transport arrangements and other neighbouring ICSs to better manage journeys of patients who cross ICS boundaries, and any other aspects of common interest where economies of scale may be useful to consider. • provides sustainable and flexible care, operating across extended hours, that additionally contributes to health prevention and keeping people well • delivers high patient and service user satisfaction by way of excellent customer care mechanisms • ensures alignment to the Surrey Heartlands ‘ICS Green Plan’ for net zero carbon reduction

This is a replacement of the existing NHS England endorsed FWA. NHS England is heavily invested in initiatives that improve patient outcomes and relieving pressure on hospitals. There is a growing need for Digital Dictation, Speech/Voice Recognition, Outsourced Transcription, and associated services in the NHS. These technologies offer significant benefits in terms of efficiency, accuracy, and reducing administrative burdens, which are crucial for an organization facing high demand and striving for digital transformation. The ongoing development of AI and cloud-based solutions will likely further enhance the capabilities and adoption of these services within the NHS. There will be continuous need for the service as Contracting Authorities are aligning with the NHSE initiative to push for digital tools, including transcription services, to help manage the high volume of documentation efficiently. The market is dynamic and there will be need for Contracting Authorities and service providers to align with the changing regulations. For the past 4 (four) years 14 Trusts procured the services captured under the proposed FWA amounted to £9,575,319.00. £2,235,563.00 from 8 Trusts went through the FWA which is 23% of the total spend. There is a big opportunity to channel this entire spend through NHSCS FWA which secures compliance as well as value for money solutions. "Managed Equipment Services enables Trusts to enter into a service contract that provides new equipment, incorporates existing equipment, includes maintenance to decrease down-time, increase safety, reduce risk ensuring routine maintenance that may otherwise be difficult to manage and isn't always done by Trusts due to capacity, capability, limited resource/processes to manage. The contract helps manage the lifecycle of equipment and spreads the cost of funding innovation through new and replacement equipment. It ensures contracts entered into are fit for purpose, compliant and flexible to accommodate the changing needs of a Trust. A tried and tested framework offers security to Trusts that an award can be made and offers the incentive to suppliers to bid as they know contracts will be awarded. NHS in its long-term plan, has committed to a digital transformation agenda, aiming to leverage technology to enhance efficiency, improve patient experience, and deliver more personalised care. The Framework appoints a pool of qualified suppliers who are tested through a robust Public Sector Compliant procurement process.
