NHS Bristol, North Somerset and South Gloucestershire Integrated Care Board (ICB) seeks to commission Primary Medical Services (General Practice surgery) at Charlotte Keel Medical Centre (L81015) in Bristol for an 8 year contract with an option to extend for up to 2 years (total duration of 10 years). The current contract is a short term emergency contract due to expire on 31 March 2023. The successful provider would need to provide the full range of primary medical services from 1 July 2023, mobilising from March 2023. The practice is situated in the Lawrence Hill ward of Bristol and is ethnically diverse; more than half of the population are BAME (59.6%). To support the diverse ethnicities the practice has interpreters, counsellors, and welfare benefits advisors accessible on site. The Patient Transport Hub promotes access to healthcare provision through an NHS funded transport service for those patients registered with a GP in NHS Bristol North Somerset and/or South Gloucestershire who meet the eligibility criteria as set down by NHS England and the Department of Health and Social Care (DHSC). Eligibility criteria includes vulnerable people by reason of mental health or learning disability, children, and eligible escorts. The role of the PTH Provider is to liaise with patients/carers and subject to eligibility criteria book transport for qualifying patients and or signpost them to alternative modes of transport. Full details including specification, activity, scope and requirements can be found within the procurement documentation. The Commissioner has a budget of £400,000 per annum. The total contract value for the 5-year Contract is £2,000,000. At the end of the initial contract term the Commissioners will have an extension option for any number of periods up to a further 2 years available which will be awarded at their discretion, giving a maximum possible contract value of £2,800,000 over 7 years if the full contract term is fulfilled. Bristol, North Somerset and South Gloucestershire Integrated Care Board ("BNSSG") and Avon and Wiltshire Mental Health Partnership NHS Trust ("AWP") are commissioning a 7 year contract with option to extend for a further 2 years, to deliver and evaluate an 8-10 bedded non-clinical crisis house for men and trans men aged 18+ who would otherwise require and acute stay. This includes both men avoiding an admission and men who may need a stay as part of a step down from an inpatient stay. This service forms part of the BNSSG crisis pathway. The service will be delivered by the successful provider but will require close partnership with AWP crisis and community teams. Commissioners are seeking an organisation that can demonstrate: • An ability to work with people experiencing significant emotional distress and a period of crisis in their mental health, including those who may feel suicidal • The ability to work collaboratively with clinical services and other system partners to support flow through the BNSSG acute and crisis pathway. • A commitment to co-production and embedding lived experience in the design, delivery and evaluation of services; • A commitment to delivering inclusive services which meet the needs of our diverse population in BNSSG, actively working to address inequalities and improve outcomes (including improved qualitative/quantitative data capture and analysis); The successful organisation, partnership or alliance of providers would need to deliver the full specification of services from approximately 1st June 2024, dependant on the availability of the property. The contract term is 7 years plus an optional extension of up to 2 years. The contract value will be £520,000 per annum. An additional £100,000k will be available in year one only for set up costs making the total value or £4.78 million over the full 9 year period. Inflationary uplifts for the contract will be considered through BNSSG ICB planning processes and would be expected to be aligned to approaches taken with other non-statutory providers. 1) Bristol, North Somerset and South Gloucestershire Integrated Care Board (BNSSG ICB) (the Commissioner) is seeking to secure a Prime Provider who has the capability and capacity to deliver non-statutory community perinatal mental health services, in line with the specified requirements. The Commissioner confirms that whilst they are seeking a Prime Provider, they welcome partnerships, consortiums and/or sub-contractual models, which is at Bidders' discretion. 2) The geography covered is that of NHS BNSSG ICB, namely the counties of Bristol, North Somerset and South Gloucestershire. A single lot is proposed for the total procurement area. 3) Services are scheduled to commence on 12th January 2026. The Contract will be for an initial term of 5 (five) years, with an option to extend for any period up to a further 2 (two) years, as defined at the sole discretion of the Commissioner. 4) The proposed model will be underpinned by the below approaches: • A holistic approach. This will require a set of broad-based interventions that recognise and engage with the social determinants of poor perinatal mental health (socio-economic, relational, cultural and inequality-based factors that can negatively impact women's mental health during pregnancy and in the early years of their child's life). This will include issues relating to housing, welfare rights, relationships with partners, neighbourhood/community support etc. • The principles of equality and inclusion: recognising women's experience of discrimination and exclusion and shaping service provision to meet the needs of different groups. • The principle of supporting women close to home and in their local area. • Community outreach. Specific targeted outreach and support to groups and/or communities that are typically underserved by mental health services, early parenting support etc in order to promote better access. This will include targeted outreach to areas with high levels of socio-economic deprivation, different ethnic minority communities, LGBTQ+, disabled and other women who face evidenced health inequalities and other forms of discrimination. 5) In the contract lifetime a range of potential changes are foreseeable, including but not limited to: • An increase in need (increased prevalence of women requiring interventions for moderate perinatal mental health need) • Changes in evidence for the most effective interventions to support women with moderate perinatal mental health need • A change in local population and demographics 6) TUPE elements are likely to apply. However given the nature of these services being redesigned, the TUPE information will be confirmed during the formal invitation to tender (ITT) period to all interested parties. 7) Total combined maximum contract value across the full potential term of 7 (seven) years including any optional extension years is £1,554,000. The geography covered is that of NHS BNSSG ICB, namely the counties of Bristol, North Somerset and South Gloucestershire. A single lot is proposed for the total procurement area. Services are scheduled to commence on 1 September 2025. The Contract will be for an initial term of 3 (three) years, with an option to extend for any period up to a further 1 (one) year, as defined at the sole discretion of the Commissioner. BNSSG ICS General Practice serves 1m population with 74 practices and 20 PCNs. Key to service delivery is the core training offered to General Practice Nurses (GPNs), Health Care Assistants (HCAs), Additional Role Reimbursement Scheme (ARRS) roles and non-clinical and management staff (NCS). It is critical that this training content aligns to and is up to date with the national and local standards, contracts and priorities, pragmatically meeting the ongoing development needs of staff, and to enable the associated development of patient services, mindful of the ICS plan to reduce health inequalities. • To provide an efficient platform and processes for general practice staff (and their line managers) to access, book, amend, cancel, get certification and review their course bookings (at individual and preferably practice and PCN level) • Course communication to clearly explain the profession/s and level being provided for (to account for registered/ unregistered staff with various competencies) and to be fit for purpose in content, timing and language and to link with the Training Hub website. • Course content to be specific to General Practice and fit-for-purpose for their needs. • To provide robust and transparent reporting on a quarterly basis by practice, PCN and course and by profession/job role, to include sign-up, cancellation, DNA and attendance, participant feedback and learnings • To provide an annual report evaluating service performance with recommendations for improvements. • To provide existing and positive local presence, knowledge and experience of BNSSG such that training content matches local operational models and patient service provision needs. • Demonstrate and apply knowledge of national, local and BNSSG contracts, policies and pathways. • To provide blended training delivery methods to include simulation, pre-recorded, online and face to face training. • Ensuring face to face training is maximised and provided across all BNSSG localities, particularly for 'softer' skills training and mindful of reasonable adjustments for neurodiversity or specific learning needs such as poor literacy. • To provide professional, timely and constructive support to practices and PCNs with queries, complaints and feedback to candidates (where their assessments are poor or a cause for concern) • To be the key point of contact with practices and PCNs for all aspects of the service • The contract holder will also be expected to support the Training Hub and ICB with any associated submissions or requests for information or data relating to this programme. • The contract holder will be expected to support any reasonable request made in relation to service delivery. NHS Bristol, North Somerset and South Gloucestershire Integrated Care Board is seeking to secure a Prime Provider who has the capability and capacity to deliver a planned outpatients Non-Emergency Patient Transport Service (NEPTS), in line with the specified requirements. The purpose of this planned outpatients NEPTS service is to ensure that there is an equitable and accessible service to all eligible patients in Bristol, North Somerset and South Gloucestershire based on their medical need. The model is based on all planned outpatient journeys being booked through a central point of contact called a Patient Transport Hub (PTH) where journey requests are made directly by patients/carers and health or social care staff. The budget for this service is £5,483,663 per annum. The contract term is 5 years with the option to extend for a further 2 years, making a contract value of £27,418,315 over the initial 5-year term. If the 2-year extension option is utilised the total contract value is £38,385,641. The contract will be uplifted annually in accordance with the planning guidance published by NHS England, which is usually available in the last quarter of a financial year. This will provide early intervention activity which will be integrated into a larger COPD pathway. The outline of the project has been co-designed by clinical and non-clinical partners and people with lived experience. The COPD project will consist of three constituent parts: • Co-produced Multi-Agency Information Sessions • Linked Peer Support provision • COPD Passport The Provider will be responsible for project managing, co-producing and delivering all aspects of the COPD project in North and West Bristol, utilising recognised co-production approaches, tools and techniques to further develop this initiative. The Commissioner has a maximum financial envelope available of £73,296 inclusive of VAT per year. The maximum contract value for the 3 year contract term is £219,888. At the end of the initial contract term, the commissioner will have extensions option of up to 2 years in total, made of 2 x 12 month periods, which will be awarded at the commissioner's discretion, giving a maximum possible contract value of £366,480 inclusive of VAT over 5 years if the full contract term is fulfilled. NHS Bristol, North Somerset and South Gloucestershire (BNSSG) Integrated Care Board's (the Commissioner) is commissioning Interim Integrated Care at Home (IC@H) Services. The service will develop, operate and evaluate Interim IC@H services in three localities of BNSSG over a period of 2 years. Interim IC@H services are a multi-agency approach across health, social care and VCSE partners in BNSSG, focused on people at risk of a deterioration in their health and independence that may lead to hospital admission or use of long-term care in the next 12 months. As part of our emerging local approach to neighbourhood health and care, the ICB intends to procure interim IC@H services through a single contract with a lead provider who can act as a strategic partner. The lead provider will lead and coordinate work to develop integrated systems, processes and workforce models across system partners in the three 'early implementer' localities. The geographical scope of this contract covers three 'early implementer' localities: South Gloucestershire, South Bristol and Weston, Worle and Villages. To deliver this contract, the provider must have access to the BNSSG registered general practice list and case records and be able to develop an integrated approach across existing health, social care and VCSE services in BNSSG. The maximum contract value is a total of £4.6m for the initial 2-year contract term. The annual budget for 2025/26, 2026/27 and 2027/28 will reflect the phased implementation schedule for the three early implementer localities. Delivery of interim IC@H services is expected to allow the ICB to test whether the model can be scaled as part of our wider approach to developing neighbourhood health and care. NHS Bristol, North Somerset and South Gloucestershire Integrated Care Board (BNSSG ICB) seeks to commission a Maternity and Neonatal Voices Partnership (MNVP) service for the BNSSG Local Maternity and Neonatal System (LMNS). The MNVP will act as an independent service user-led partnership, working alongside maternity and neonatal providers to gather, analyse and present the experiences of women, birthing people, babies and families, and support continuous quality improvement and co-production. The service will involve structured engagement, outreach, data collection and analysis, representation at LMNS governance meetings, and collaboration with maternity and neonatal clinical teams across the two acute Trusts within BNSSG. The service will deliver against national MNVP guidance and required outcomes set out by NHS England. The appointed Provider will employ a small core MNVP team (Trust Lead, Neonatal Lead and Engagement role) and provide the infrastructure, governance, supervision, digital systems and support required to deliver a robust and representative MNVP service. Key components of the service include: • Engagement activity across Bristol, North Somerset and South Gloucestershire. • Culturally safe, trauma-informed and inclusive approaches tailored to diverse communities. • Strong representation of Black, Asian and minoritised voices, deprived communities, and seldom-heard groups. • Collection, analysis and thematic reporting of qualitative and quantitative feedback. • Co-production of improvement activities with families and system partners. • Active attendance at LMNS governance, safety and quality forums. • Support for MNVP volunteers. • Social media and communications activity to promote engagement. • Applicants should demonstrate how they will support workforce wellbeing and contribute to wider system social value obligations, in line with NHS England requirements. • The Provider will be required to deliver a mobilisation plan including key milestones, risks and mitigations. The MNVP Strategic and Commissioning Lead will remain employed by BNSSG ICB and will work closely with the commissioned provider. Due to the changes in the NHS landscape, BNSSG ICB reserves the right to include NHS Gloucestershire Integrated Care Board to join the successful supplier contract during the duration of the contract if it is appropriate to so. BNSSG ICB reserves the right under Regulation 41(6) to directly award a subsequent contract under Schedule 5 section 8 (a). The aims of the service are - 1. Addresses the specific health inequalities experienced by Black Caribbean, Black African and Asian population groups who historically demonstrate low screening uptake, late presentation of medical conditions, and experience poorer health outcomes compared to the overall population 2. Supporting people to take more control of their health and healthcare as much as possible and access to the most appropriate services or support at the right time 3. Proactively focussing on prevention and increased early diagnosis 4. Builds capacity with community assets and develops resilience in our local workforce to support healthcare and wellbeing delivery in Inner City & East Bristol (ICE). 5. Inclusive and responsive by design, advocating for most marginalised population groups needs and wants, such as people from underserved communities, and those living in, but are not registered with healthcare providers in ICE 6. Providing an accessible, trusted, and high-quality placed-based service in convenient settings that are designed to focus on the needs of local people 7. Working with the community and connecting with the voice of lived experience to shape this service 8. Identifying some of the common factors that people value and what matters to communities within ICE 9. Supporting people with Long-term conditions (LTCs) to manage their own health. 10. Consider people's language rights, focus on improving health literacy that is culturally appropriate and inclusive, also promoting local translation and interpreting services. 11. Participating in community research and engagement with NHS research partners 12. This community health care model would support and complement the aims of Primary Care and link into the new Neighbourhood healthcare/hub model. The incumbent provider has stated that TUPE is not likely to apply. The contract term will be for 3 years with an optional extension of any period up to 2 years. The Commissioner has a maximum financial envelope available of £294,860 for the 3-year Contract, including VAT. NHS Bristol, North Somerset and South Gloucestershire Integrated Care Board (ICB) and Gloucestershire ICB are currently working together in a formal "clustering" arrangement to prepare for their merger into a single, new organisation (name to be confirmed), effective from 1st April 2027. This exercise is being carried out by NHS South, Central and West Commissioning Support Unit (SCW) on behalf of the Commissioner.
