The Commissioner would like to understand the level of provider and partner interest in delivering these services. 2) The Commissioner is seeking to secure a Provider that has the capability and capacity to deliver VCSE Structure & Strategy services. The purpose of the VCSE Structure & Strategy services is to provide structure within the VCSE sector so that it can be an equal partner in the BNSSG Integrated Care System (ICS). The objectives of the service are: a. Provide VCSE structure / interface with VCSE sector and ICS - through culture, planning, decision-making, new models and innovation / improvement. b. Support co-design and implementation of strategic commissioning and strategic developments, including the BNSSG VCSE Vision, Healthier Together 2040 and neighbourhood health. 3) The Commissioner's intention is to source a single contract with a single contracting entity, for a service that will cover the entire BNSSG area. 4) The service will be for three years and will start in the early part of the 26/27 FY. 5) The following should be noted: a. The VCSE sector in BNSSG is estimated to number 8,000 independent, diverse VCSE organisations, 80% of which are micro and small (with annual turnover up to £100,000, employing up to 5 people). b. The BNSSG VCSE Vision and its goals (culture, planning, decision-making, new models and innovation / improvement) provide the framework for the VCSE Structure & Strategy service. c. Activities similar to those to be commissioned are currently provided through a grant-funding arrangement between BNSSG ICB and the BNSSG VCSE Alliance. The VCSE Alliance is a collaboration between the ICB and the VCSE sector, which aims to i. Encourage and enable the VCSE sector to work in a coordinated way to inform policy, strategy and decision-making. ii. Provide the NHS and health and social care colleagues with a simple route of contact, engagement, and links to community. iii. Better position the VCSE sector to contribute to the design and delivery of integrated care. 6) Work is progressing to create the new ICB from the NHS BNSSG ICB and the NHS Gloucestershire ICB. The detail of the new ICB will become clear over time and it is possible that the VCSE Structure & Strategy service will need to include Gloucestershire as well as BNSSG. 7) It is not possible to state that TUPE will or will not apply at this stage, as the requirements of the VCSE Structure & Strategy service will develop after this notice and market engagement. 8) Following this exercise, the BNSSG ICB intends to hold pre-market engagement for another service: the "VCSE Support & Deliver service". In summary, the purpose (provisional) of the VCSE Support & Deliver service is to have a mature VCSE provider market in the form of a framework, that can deliver wellbeing / health outcomes through health and care services / activities in BNSSG. The objectives (provisional) of the service are: a. Enable and support VCSE collaborations / partnerships to deliver in neighbourhoods and communities. b. Test and provide approaches to targeted capacity building / market development support for priority VCSE organisations / communities. c. Provide services that support wellbeing / health programmes to reach diverse and mature VCSE market and VCSE organisations to make innovative proposals for delivery. 9) Early estimate envelope of c. £120k per annum, for a term of 3-years, totalling £360k. These figures are provided as a means for providers to ascertain scale and are highly liable to change before any formal procurement process is undertaken. 10) The Commissioner is seeking for all interested parties to register their interest and provide responses to a supplementary market engagement questionnaire. The detail of the new ICB will become clear over time, but we know that both systems have established ways of working and collaborating with the VCSE sector over the existing footprints. Over time we anticipate an integration of VCSE approach and collaboration across the two systems which builds on the strengths of both and does so in a way that retains the independence and uniqueness of each. We are clear that any integration will take time and need to be done in an open and transparent way with our VCSE partners. The Commissioner would like to communicate a planned market engagement event and request expressions of interest for this. The service will develop, operate and evaluate interim Integrated Care at Home (IC@H) services in 3 BNSSG localities over a period of 2 years. Interim IC@H services are a multi-agency approach across health, social care and VCSE partners in BNSSG, focused on people at risk of a deterioration in their health and independence that will lead to hospital admission or use of long-term care in the next 12 months. The ICB intends to procure this service through a single contract with a lead or prime provider who will lead and co-ordinate multi-agency working across system partners in 3 early implementer localities. To deliver this contract, the provider must have access to the BNSSG registered general practice list and be able to develop an integrated approach across existing health, social care and VCSE services in BNSSG. The geographical scope of this contract is expected to cover 3 'early implementer' localities: South Gloucestershire, South Bristol and Weston, Worle and Villages. The estimated contract value is a total of £4.6m for the initial 2-year contract term. The annual budget will reflect the phased implementation schedule for the 3 early implementer localities. The annual budget is expected to be £0.82m in 2025/26, £2.6m in 2026/27 and £1.18m in 2026/27. The contract will commence in September 2025 and end in August 2027. The Special Allocation Scheme will provide services to those patients who have been removed from their registered Practice due to demonstrating behaviours that are unsafe for management in a usual Primary Care setting. Bristol North Somerset and South Gloucestershire Integrated Care Board (BNSSG ICB) is planning to go out to formal procurement for a Shared Care Record in or around March 2023. In support of this, BNSSG ICB is planning to undertake market engagement activities. BNSSG ICB is finalising what will be required in any new contract, including interoperability standards to meet the emerging standards from the NHS England Chief Technology Officer to enable information to be shared between Electronic Patient Records (EPRS) and Shared Care Records in BNSSG, the South West and in England and Wales (where necessary) using national NHS England interoperability services. BNSSG ICB wishes to engage the market in these, and other, discussions. The Service is a digital shared care record system for sharing health and care information to support direct care for individuals that live in BNSSG or when they receive specialist services that are not available in their own locality. It allows instant, secure access for qualified health and social care professionals (providing services to the NHS), to health and social care information, including extracts of GP, hospital, mental health, community and social care records. It is anticipated that the contract formally advertised in or around March 2023 will be for a value of £500k-750K per year and an anticipated contract term of 5+2+2, although this remains subject to finalisation. At the same time, BNSSG ICB on behalf of the Connecting Care Partnership has a current contract with Orion Health for the provision of a Shared Care Record that is due to expire 26th November 2022. As part of its overall strategic approach to formally competitively re-commissioning the services, BNSSG ICB intends to continue the current contract with Orion Health for 2 years by direct award at a value of £550k per year (£1.1m total value). This will allow BNSSG ICB the time to run a full and thorough procurement process for the above requirements leading to the award of new contract(s) to be implemented from November 2024. This is considered the minimum sufficient timeframe for any new solution to be specified, procured and fully implemented in line with NHS England and local requirements. This notice is placed as a Prior Information Notice (PIN) to inform the market of NHS Bristol, North Somerset and South Gloucestershire (BNSSG) Integrated Care Board's (the Commissioner), intention to recommission Non-Emergency Patient Transport Services. The Commissioner would like to communicate a planned market engagement event and request expressions of interest for this. The service will provide transport for eligible BNSSG patients. Full details on eligibility are provided in section II.2.4 below. The service will provide transport between their places of residence, community and acute settings in reasonable time and comfort without detriment to their medical condition for secondary care treatment. This shall include secondary care services provided in a primary care setting. The geographical scope of this contract includes the transport of all BNSSG patients to points of NHS care. Planned Transport specifically covers pre-booked journeys to and from healthcare booked prior to 17:00 the day before transport. Non urgent patient transport should be seen as part of an integrated programme of care and a non-emergency patient is one who, whilst requiring treatment, does not require an immediate or urgent response. The estimated budget for this service is currently £5,331,710 per annum. This will be subject to annual inflationary uplift which will be detailed in the Invitation to Tender documentation. The expected contract term is likely be for 5 years with the option to extend for a further 2 years, making an estimated contract value of £26,658,550 over the initial 5-year term. If the 2-year extension option is utilised the estimated total contract value is £37,321,970. These figures do not include the annual inflationary uplift. The Commissioner would like to understand the level of provider interest in delivering these services. 2) BNSSG is seeking to secure a single or potentially several providers who have the capability and capacity to deliver bedded and therapy services, in line with the draft service specification provided. BNNSG would also be interested in hearing from Providers who can only provide the appropriate bedded environment (minimum 12 beds persite) and care support where our community providers could deliver therapy.In this case, we would ask for facilities within the estate for the therapy team to be based on site. Appropriate estate would include single rooms of a size to provide therapy within and where available appropriate bariatric support. 3) BNSSG are potentially looking for up to 48 beds across providers with no less than 12 beds per site across the BNSSG footprint. Lots may be created based on alignment with Local Authority areas. 4) The contract is expected to commence on 1st April 2026 for a term of 2 years and an option to extend for a further 12 months up to 31st March 2029. 5) Any provider will need to have or be able to describe an appropriate intended estate and demonstrate an ability to support and provide therapy to a broad range of complex needs including dementia and bariatric placements that will be dedicated to this provision of Discharge to Assess patients. 6) Demand and capacity modelling is being constantly monitored, and additional bedded capacity may be required as system pressures dictate. Opportunities for spot purchasing within the same estate would be advantageous. 7) The overall financial envelope for the delivery of the contract(s) is expected to be £3.77m per annum, totalling £11.31m over the potential 3-year term. 8) Interested parties should register their interest formally via the Atamis portal (link provided below) no later than 12:0 Friday 30th June 2025. This notice is placed as a Prior Information Notice (PIN) to inform the market that NHS Bristol North Somerset South Gloucestershire Integrated Care Board (ICB) "the Commissioner" wishes to understand the level of providers interested in delivering a pilot scheme of Community Pharmacy service which is part of New Medicine Service Plus (NMS+) for Hypertension.
