NHS Arden and Greater East Midlands Commissioning Support Unit (AGCSU) on behalf of Bedfordshire, Luton and Milton Keynes Integrated Care Board (ICB) (The Commissioner) would like to notify the market of an opportunity to provide primary medical services (APMS) at Kingsway Health Centre and Bramingham Park Medical Centre, Luton (Lot 1) and Brooklands Health Centre, Milton Keynes (Lot 2) and invite all interested providers to participate in an early market assessment questionnaire.<br/><br/>The service commencement date for both lots is 1 July 2023.<br/><br/>Please note the deadline for expressions of interest is 12:00PM on 7th December 2022.

NHS Arden and Greater East Midlands Commissioning Support Unit (AGCSU) on behalf of Bedfordshire, Luton and Milton Keynes Integrated Care Board (BLMK ICB) (referred to as the Commissioner) wishes to seek expressions of interest from GMS and APMS contractors who already deliver primary medical care services in the BLMK area to undertake short-term caretaking services at Ivel Medical Centre in Biggleswade, Central Bedfordshire for a period of 18-24 months starting from 1 June 2023, with the subsequent intention of going out to the market for a full commercial procurement.<br/>The caretaker contract will have an estimated value of between £2.75 million - £3.6 million.

This notice is placed as a Prior Information Notice (PIN) to inform the market that NHS Bedfordshire, Luton and Milton Keynes Integrated Care Board ("Commissioners") on behalf of the Bedfordshire, Luton and Milton Keynes (BLMK) Integrated Health and Care Partnership are exploring options on how to re-commission Community and Mental Health services across the locality. The BLMK Integrated Health and Care Partnership strategy's overarching ambition is to increase the number of years people spend in good health and reduce the gap between the healthiest and least healthy in our community. The scope, value, process(es) and contract model(s) of the services to be implemented are yet to be determined as Commissioners are considering: • The national and local direction of travel around shift in the model of care toward prevention. • Providing an equitable and sustainable service provision across the locality. • Demographics to determine (potential) change in demand for services. • Opportunities for improvement. • The ongoing development of the case for change. • The need to deliver care differently to meet growing needs in clinical areas. This PIN is not a formal call for competition and does not signal the launch of any formal procurement process but is being issued by the Commissioners as they are seeking to engage with suitably qualified providers to help inform and shape the next steps of this commissioning process. The Commissioners aims are: • Engaging with providers. • Understanding the interest there might be in providing such services from suitably qualified providers. • Informing the commissioning process. • Gathering information from stakeholders that may be used to shape a commissioning / procurement process and the associated documentation. Suitably qualified providers are asked to express their interest via our eprocurement portal - please see Section VI: Complementary information of this notice for further details. Up to four (4) engagements events will take place over the coming months. Please note that the first engagement event is schedule to take place on 10th July 2025. As such, only organisations that have expressed an interest and completed the event registration form (available via the portal) on or before 12:0 on Wednesday 9th July 2025 will be invited to this first event. All correspondence relating to the events will be provided through the eprocurement portal. NHS Arden and Greater East Midlands Commissioning Support Unit (AGCSU) on behalf of Bedfordshire, Luton and Milton Keynes Integrated Care Board (ICB) (referred to as the Commissioner) are seeking expressions of interest from providers who currently hold a general medical services (GMS) contract to deliver primary medical services as for Neath Hill Health Centre, as a branch surgery with the current patient list (by allocation while noting patient registration choice) from Saturday 1st July 2023. <br/><br/>Please note the deadline for expressions of interest is 10:00am Thursday 5th January 2023.

NHS Arden and Greater East Midlands Commissioning Support Unit (AGCSU) on behalf of Bedfordshire, Luton and Milton Keynes Integrated Care Board (ICB) (referred to as the Commissioner) are seeking expressions of interest from providers who currently hold a general medical services (GMS) contract to deliver primary medical services at Kingfisher Surgery, Newport Pagnell, as a branch surgery with the current patient list (by allocation while noting patient registration choice) from 1st July 2024. Please note the deadline for expressions of interest is 12:00pm on Friday 13th October 2023. The commissioner has made a strategic decision not to re-procure practices with a weighted list size below approximately 10,000 patients as stand-alone APMS contracts, and to look at alternative contracting models. This is intended to ensure robust, resilient, and high-quality services for the population in the longer term, as we have found that smaller practices operated under APMS contracts in this area have frequently struggled with resilience and recruitment issues. Kingfisher Surgery has an actual patient list size of 6384 and weighted 5790.99 as of June 2023. The ICB has a strong desire that the current premises located at Elthorne Way, Newport Pagnell MK16 0JR, are maintained within primary care ensuring adequate access, capacity, and resilience for general practice services. The ICB has therefore decided the most appropriate way to achieve this aim is to offer this practice as a branch surgery with patient list to GMS providers, thus retaining the current premises with managed list dispersal to the successful bidder. Practices outside the Bedfordshire, Luton and Milton Keynes area will need to ensure they have their home ICB's support for this opportunity. As a branch of the successful bidder's existing GMS contract, the annual contract value represented by the branch surgery will reflect global sum rates.
