NHS Bedfordshire, Luton & Milton Keynes Integrated Care Board are inviting suitably qualified and experienced providers to express their interest in delivering a S12 Digital Solution.
A digital solution is required which automates the management of the Mental Health Act S12 Assessment process.
The digital platform will need to include the following functions to allow the automation of the S12 Assessment process.
• Only accredited S12 Doctors should be able to access the system meaning that pre-authorisation checks that the Doctor has been accredited has already taken place. These will need to be regularly checked and updated by the provider.
• S12 Doctors should be able to add their availability calendar to the system which means professionals can see which Doctors are available to be called upon at any time.
• The AMHP – (Allied Mental Health Professional – accredited social worker under the powers of the MHA) should be able to open and manage their S12 caseload on the system.
• Doctors must be able to add their information on the system when they have completed their assessment, leading to automatic payment in the next monthly scheduled payment run.
• The software provider will need to provide training for Doctors, AMHPs and admin staff to use the system effectively and provide online support to all users.
• The ICB will need to receive detailed activity reports regarding numbers, times and dates of assessments along with providers which can aid resource allocation.
The purpose of this advert is to invite the market to engage and provide feedback on the draft specification. This will provide the ICB with valuable information to ensure that the service and specification is fit for purpose.
The deadline for market engagement responses is by 17:0 hours on Friday 5th December 2025. Please note this is a market testing exercise and does not commit the ICB to carry out any further procurement process. This notice is placed as a Prior Information Notice (PIN) to inform the market that NHS Bedfordshire, Luton and Milton Keynes Integrated Care Board ("Commissioners") on behalf of the Bedfordshire, Luton and Milton Keynes (BLMK) Integrated Health and Care Partnership are exploring options on how to re-commission Community and Mental Health services across the locality.
The BLMK Integrated Health and Care Partnership strategy's overarching ambition is to increase the number of years people spend in good health and reduce the gap between the healthiest and least healthy in our community.
The scope, value, process(es) and contract model(s) of the services to be implemented are yet to be determined as Commissioners are considering:
• The national and local direction of travel around shift in the model of care toward prevention.
• Providing an equitable and sustainable service provision across the locality.
• Demographics to determine (potential) change in demand for services.
• Opportunities for improvement.
• The ongoing development of the case for change.
• The need to deliver care differently to meet growing needs in clinical areas.
This PIN is not a formal call for competition and does not signal the launch of any formal procurement process but is being issued by the Commissioners as they are seeking to engage with suitably qualified providers to help inform and shape the next steps of this commissioning process. The Commissioners aims are:
• Engaging with providers.
• Understanding the interest there might be in providing such services from suitably qualified providers.
• Informing the commissioning process.
• Gathering information from stakeholders that may be used to shape a commissioning / procurement process and the associated documentation.
Suitably qualified providers are asked to express their interest via our eprocurement portal - please see Section VI: Complementary information of this notice for further details. Up to four (4) engagements events will take place over the coming months.
Please note that the first engagement event is schedule to take place on 10th July 2025. As such, only organisations that have expressed an interest and completed the event registration form (available via the portal) on or before 12:0 on Wednesday 9th July 2025 will be invited to this first event. All correspondence relating to the events will be provided through the eprocurement portal.
The eprocurement portal will remain open for organisations to express an interest until 15th September 2025. Details on subsequent event and enrolment will be posted through this route.

The commissioner has made a strategic decision not to re-procure practices with a weighted list size below approximately 10,000 patients as stand-alone APMS
contracts, and to look at alternative contracting models.
This is intended to ensure robust, resilient, and high-quality services for the population in the longer term, as we have found that smaller practices operated under APMS contracts in this area have frequently struggled with resilience and recruitment issues. Kingfisher Surgery has an actual patient list size of 6384 and weighted 5790.99 as of June 2023. The ICB has a strong desire
that the current premises located at Elthorne Way, Newport Pagnell MK16 0JR, are maintained within primary care ensuring adequate access, capacity, and resilience for general practice services.
The ICB has therefore decided the most appropriate way to achieve this aim is to offer this practice as a branch surgery with patient list to GMS providers, thus retaining
the current premises with managed list dispersal to the successful bidder. Practices outside the Bedfordshire, Luton and Milton Keynes area will need to ensure
they have their home ICB's support for this
opportunity.
As a branch of the successful bidder's existing GMS contract, the annual contract value represented by the branch surgery will reflect global sum rates.
