NHS Arden and Greater East Midlands Commissioning Support Unit (AGCSU) on behalf of NHS Birmingham and Solihull ICB and NHS Black Country ICB (the Commissioners) wish to inform the market of a future procurement opportunity to deliver an orthodontic service in the Walsall and South Birmingham area. Following the hand back of orthodontic activity, by four providers across five contracts, in Walsall and Birmingham, Commissioners are seeking to replace the lost activity. The new services will be delivered under an NHS England Personal Dental Service (PDS) Agreement. There is a requirement that the service is led by a Specialist in Orthodontics. The Commissioners, would like to invite suitably qualified and experienced providers to participate in a questionnaire that will help to: • Gain market views on the viability of procuring Orthodontic services across Birmingham and Walsall, • Determine a structure of the future procurement, • Determine length of future contracts. Your detailed feedback, knowledge, ideas, positives and negatives in response to the questions listed in the published market assessment questionnaire are invaluable to us and will help inform the orthodontic services commissioned and will be considered together with information from patients and other key stakeholders. The Commissioners are truly grateful for your help and support. Over the past 2 years an interim solution has been in place to ensure those children who were due to commence orthodontic treatment in 22/23 and 23/24 were able to commence their treatment within the financial year. Due to the short-term nature of the interim arrangement's, Commissioners are seeking to procure a long term and sustainable solution. Commissioners wish to replace the lost activity by procuring new practices to provide a comprehensive orthodontic assessment and treatment service as per the final regional service specification, which will be published as part of the tender. For clarity there is no additional investment in these two new contracts. The annual contract values are in line with the baseline funding. The procurement process cannot begin until the governance process has completed; following this market assessment and the patient and public engagement exercise. Commissioners will consider the outputs of both exercises in finalising the contract and service specification. The new practices may inherit a small waiting list of children waiting to commence orthodontic treatment; however the size will be determined by the time it takes to procure an mobilise the new practices. A draft Orthodontics service specification has also been uploaded onto the portal for review and comments. Guidance regarding how to view the draft service specification and complete this questionnaire has been provided in the attachment. The aim of the service is to facilitate and provide the people of Lincolnshire with a practitioner-led education programme to support the management of Type 2 diabetics. The service should offer both face-to-face and online/video support to patients across the County including areas of high prevalence and deprivation. NHS England Midlands would like to identify providers who are interested in the provision of a 24/7 critical care transfer coordination service (Call Handling) in line with the service specification. The service will receive and coordinate all urgent and emergency requests for advice and/or transfers (via telephone and digital routes) for intra-uterine, neonatal critical care (CenTre), paediatric critical care (CoMET), and Extra Corporeal Membrane Oxygenation (ECMO) for the East Midlands Region. It will manage requests according to agreed protocols and act as a conduit to support the provision of advice, patient referrals and transfers being processed, including the facilitation of cot/bed locating calls where required. The service will be delivered 24 hours a day, 7 days a week, 365 days a year. The service will respond to all requests within the Key Performance Indicators. This notice is to advise prospective providers in the market of the commissioner's intention to commission this service and to provide an opportunity to engage with and participate in a market engagement questionnaire. The outcome of this market engagement will help inform commissioners of the current and future capacity and capability of the market and will be considered with other evidence to inform the commissioning approach. Objectives: Proactively engage with under-served adult groups in Waveney that might not ordinarily access services to support their dual diagnosis. Raise awareness of the challenges dual diagnosis can create and support mental health and substance misuse services to co-work individuals ensuring they do not fall between services. To actively support people to engage with services to receive appropriate treatment, including mental health services, substance misuse services, physical health, and social care Enable easy access for the client group to the service by drop-in and outreach sessions. Work collaboratively with Mental Health and Substance Misuse Services in the Waveney area to contribute towards the development of dual diagnosis care pathways. To work with those at risk of losing their accommodation due to their dual diagnosis presentation and ensure robust support plans are in place that will assist in maintaining a tenancy or social care placement. NHS Arden and Greater East Midlands Commissioning Support Unit (AGEM CSU) on behalf of NHS England - Midlands (referred to as the commissioner) is seeking expressions of interest to deliver general dental services for patients in Hereford, this will include accepting patients across the Herefordshire County for which there are two lots; Lot 1 South Hereford and Lot 2 North Hereford, with an expectation to deliver 18,500 UDAs per lot, paid at a value of £30. The providers premises must be within the boundary map stated for each lot. Bidders may express an interest in one or both Lots by responding to a short questionnaire, please see details below. The new contract is required to start on 10th April 2023 and the contract is expected to run for a period of 7 years with the option to extend for up to a further 2 years (maximum total contract duration 9 years). The contract to be entered into will be in accordance with the NHS Personal Dental Services Agreement (2018). Given the patient care requirements, whereby some patients may not have been treated in a substantial time period, the Commissioner can be open to a phased/staggered delivery during the mobilisation or consolidation stages of the service delivery. The service shall provide community orientated, evidence-based psychological therapies to people in Norfolk and Waveney from the age of 16 year and over with 'common' mental health problems, such as low mood and anxiety-based needs. This model should be aligned to the NHS Talking Therapies Manual (2023) and support the Norfolk and Waveney Mental Health ambitions. The service shall be flexible and responsive to the population needs and operate a biopsychosocial model of care; taking an individual's needs into consideration to plan holistic and integrated interventions to improve and population wellbeing, relevant to the stage of life of the service user. This shall include an approach to support and intervention based on individual need and with fluidity over the course of individuals contact with the NHS Talking Therapies service - providing a service that can adapt and move people through appropriate types of support in the service as needs indicate. The service will work closely with local communities, providers, and the Integrated Care System (ICS) to ensure this is implemented effectively and the service will ensure people receive warm handovers to other services which can support their mental health and the wider determinants of mental health. Further to this, the service will: • proactively engage with population groups and communities where there are recognised risks, low rates of engagement and/or health inequalities; • employ practices which actively include those who are seldom heard in NHS Talking Therapies services; • embed coproduction and service user involvement within service improvement projects; • take a proactive and strategic approach to system connection and planning for current and forecast population needs; • innovate to meet the needs of the population, communities and individuals in an effective and efficient way. The IPS for SMI has been rigorously trialled and has consistently outperformed all other tested forms of support for job seekers with severe and enduring mental health problems. IPS for SMI has been part of the NHS Long Term Plan and preceding strategies for national mental health improvement for over 8 years and is a fundamental part of the ongoing transformation of community mental health (CMH) services and embedded within integrated models of secondary care mental health services for patients with severe mental illness. Therefore, the region is making investment into IPS for SMI services in working towards the ambitions of the NHS Long Term Plan. The main intention is that services are integrated within transformed CMH models, and that they will continue to be available for anyone who can benefit from this unique and highly effective intervention.
