Kala Sangam Arts Centre (KSAC) is an intercultural arts venue based in Bradford city centre and is an Arts Council England National Portfolio Organisation. It presents two seasons of diverse performances annually; engages children and adults through a range of classes, workshops and schools' activity; and delivers a year-round programme of artist development and support. KSAC hosts work not seen on other stages in the North and a range of activity unique to Bradford. The organisation plays a national role in the development of dance and is the only venue in the North prioritising support for South Asian arts. KSAC is a Grade II Listed building and Bradford's old Post Office. Its redevelopment will be a key capital milestone of Bradford's UK City of Culture delivery in 2025. KSAC is now seeking a main contractor to undertake a significant remodelling and refurbishment scheme. The works comprise the following: • Internal structural alterations • Formation of a new 200 seat theatre space on the ground floor. • New layout for the existing studio theatre. • A welcoming and spacious entrance foyer on the ground floor with direct access from the street through a new entrance, reception area and box office. • Provision of new multi-use spaces with potential for hosting meetings etc. • Provision of new studio spaces • Lift replacement x 2 • Partial roof replacement • Creation of a new tenant area to accommodate BCB Radio on the ground floor with separate and controlled out of hours access. The appointment of a main contractor is being undertaken as a two stage process. This initial step is for interested parties to submit a Selection Questionnaire, which will be scored on the criteria set out in the Questionnaire. A maximum of 5 - the highest scoring companies - will then be invited to proceed to the second stage of the procurement and submit a tender. The tender stage is effectively the first stage of a two stage traditional works procurement and will be sought on a 60/40 Price/Quality basis. The tender will cover the following; - • Preliminaries • Pre-construction phase fees • Contractors overhead, profit and attendances on net costs. • Establishing the capabilities of the tendering parties to deliver this project • Demonstrating the tendering parties can meet the qualitative, environmental and/or social aspects linked to this project. Following appointment, the contractor will work with the design team to finalise the design and undertake second stage procurement, tendering individual packages (including CDP) to produce a Contract Sum for the works which will provide KSAC with a complete, fitted out building. The Employer is not bound to accept the lowest or any Tender. The contract will be the JCT Standard Building Contract without Quantities 2016 (SBC/XQ 2016) with amendments. Graeae was founded in 1980 and is the UK's leading theatre company championing the work of Deaf, disabled and neurodivergent artists. Following an extensive consultation process with staff, users, artists and other stakeholders, Graeae has developed proposals for a remodelling of its building in Kingsland Road, Hackney. These will be the first major changes since it was first occupied in 2010 and are intended to create space for other organisations to share the building as tenants, which will aid Graeae's long term business sustainability. Designs were developed working with Morgan Lovell and the works proposed are described in the attached Design Proposals document. The intention had been to continue working with Morgan Lovell as the main contractor, developing the design through RIBA Stage 4 and then tendering the various subcontract packages; however they advised Graeae in late May that they would be withdrawing from the project as they did not have the capacity or necessary expertise to take it forward. As Graeae had anticipated having the project completed within this calendar year, this was unwelcome news. Having considered various options, Graeae is continuing with the approach of working with a main contractor on a design and build basis and, to mitigate the impact of the delay caused by the withdrawal of Morgan Lovell to the original timetable, is now undertaking a tender process, working with Bigham Anderson Partnership, to appoint a new lead contractor. In parallel with this, Graeae is now looking to procure a professional team comprising design consultancy, capital project manager and quantity surveyor, all functions which Morgan Lovell was originally going to provide. QS Services The appointed QS will start on the appointment of the new contractor (anticipated by mid August) and provide the following services: i) Manage the commercial activities in the design development period, concluding with agreement of the Contract Sum; ii) Prepare contract documentation assuming JCT Design and Build with no lawyer drafted amendments; iii) Manage the construction phase costs including agreeing variations and undertaking valuations of the works; iv) Attend regularly convened design and construction meetings (assume one per fortnight); v) Provide regular cost reports; vi) Agree the final account.
