Network Rail intends to procure specialist services to process raw LiDAR data collected from Infrastructure Monitoring Units into compliant gauging outputs required under NR/L2/TRK/3204. This is a Network rail Standard. The scope includes establishing processing workflows, updating the National Gauging Database, configuring the Track Intervals Module, and delivering validated SC0, SCP and SCX files to support recovery of national gauging compliance. The procurement enables a rapid, fully integrated data‑processing capability to address significant backlogs, reduce operational and safety risks, and ensure accurate gauging information is available for safe train‑infrastructure operations.

Provision of support, hosting, maintenance, and developer days for the Control Centre Incident Log (CCIL) service. The contract covers secure hosting, application support, disaster recovery, backups, integrations, and helpdesk services for approximately 8,500 users. Services must be delivered continuously (24x7x365) for the contract term of two years, from 1 January 2026 to 31 December 2027.

Network Rail intends to award a contract via direct award under the Procurement Act 2023 to Siemens Mobility Limited.
The new TRU electrified route will need to be controlled from the York ECR and the existing integrated electrical control centre (IECC) cannot be expanded any further. This project is required to relocate the control room from its current location to a new proposed location.
RailCom Manager is the existing Supervisory Control and Data Acquisition (SCADA) system within the current York IECC and has been installed since 2013. The newly installed TRU electrical infrastructure will need to feed into the new, York ECR and align itself with the SCADA system operating in that location (RailCom).

Procurement of additional signallling simulator panels and software to expand Wessex's operations capability by installing additional signalling simulator functionality, in order to develop the safety and performance capability of our operators, onto existing digital simulator facilities that exist across Wessex Route. We will harness existing hardware previously procured with additional software from the compatible Original Equipment Manufacturer (OEM) to enhance our capability.
The software will reflect the reality of relay interlockings for maximum efficacy of training, with Train Describer stepping functionality and a full system replica.

Outlines how the University of Huddersfield Institute of Railway Research (IRR) can provide further support to Network Rail (NR) in justifying the relaxation of speed restrictions and operational constraints applied during periods of hot weather, to ensure that the GB railway is more resilient to climate change. It builds on previous work carried out by the IRR and the University of Southampton (UoS), and takes advantage of a testing programme being planned by MxV in the USA. This international collaboration will enhance the understanding of track buckle formation and the accuracy of models used to predict it.
Network Rail intends to directly award a contract to KONE PLC for the replacement of failing escalator gearboxes and delivery of associated modernisation works across several high risk stations. The anticipated contract value is £2.7 million, with an anticipated contract duration of 12 months, and an intended award date of 11 March 2026.
A direct award is justified under the Procurement Act 2023, Schedule 5, Paragraph 8(1) (technical/proprietary exclusivity), which permits direct award where “only a particular supplier can supply the goods, services or works because they have intellectual property rights or other exclusive rights and there are no reasonable alternatives.” In this instance, as the Original Equipment Manufacturer (OEM), KONE must carry out the initial retrofit works to implement the newly developed gearbox solution and establish the validated installation methodology; thereafter, third party providers may undertake future works once the OEM process and requirements are defined.
Following an escalator incident in 2023, a significant safety risk was identified concerning certain gearbox units within Network Rail’s escalator portfolio. In response, Network Rail will procure newly designed KONE gearboxes with a modified configuration, including an auxiliary brake, to enable safe retrofit across existing assets. The initial installations will be undertaken by the OEM to ensure full understanding of the new process, to confirm any additional engineering or safety requirements, and to develop a robust and repeatable methodology for subsequent works.
In accordance with Section 90 of the Procurement Act 2023, Network Rail confirms that no discrimination against treaty state suppliers has occurred. The requirement is grounded solely in proprietary rights and the need for OEM led initial implementation consistent with the Schedule 5 justification.

Network Rail is undertaking a direct award to renew support and maintenance services for the Email Archiving Solution (EAS), also known as the Capax Enterprise Archive Solution. The EAS is a legacy email and file archive platform used to access, search, retrieve and reconstruct historic records for statutory, regulatory, audit and litigation purposes. Continued support is essential to maintain evidential integrity and ensure compliance with legal and information governance obligations.
The service includes support and maintenance for approximately 52,050 EAS licences and associated components, including SOLR search, eDiscovery, archival and retrieval tools, and STORM functionality. The solution is hosted on‑premise within Network Rail infrastructure and supports a fixed historic dataset with no change to scope or functionality.
This procurement is being awarded directly to Zantaz Data Resources Ltd, the only supplier licensed and technically capable of supporting the EAS platform and its dependent components. No alternative suppliers exist with the necessary technical rights or capability to maintain this legacy system. The direct award ensures continuity of a business‑critical compliance service while maintaining cost stability and value for money.

The Inititate software is a digital access management solution, which is an additional system which works with our existing Scalable signalling control systems and Luminate traffic managmeent system, both of which are manufactured by Resonate. The requirement includes delivery of the new software module; integration with existing Network Rail architecture; system configuration; testing and acceptance activities; and provision of service levels, maintenance, and operational support following implementation.
The award will be a zero value framework, with a total maximum forecasted spend of £47.8m over its 8 year duration. No extension options are allowed.The framework will enable regional call‑off contracts, including performance management through three call‑off‑level KPIs.
