Network Rail intends to award a contract via direct award under the Procurement Act 2023 to Siemens PLC. Requirements of the LTSA are for the contractor to carry out maintenance visits / works for the Hambleton Depot Static Frequency Converter (SFC).
Award to Rhomberg Sersa UK limited for MFS+/UMH (in line road/rail excavation plant) provision including maintenance and operation. This plant is primarily for use in single line scenarios where there is no other method of delivering the track renewal in the available access. A similar arrangement has been in place for the latter part of 2023/24 and all of 2024/25 through a contract awarded by Supply Chain Operations.
Provision of Circuits-Openreach Network in Advance-National
Replacement of BT Megastream point-to-point (P2P) services for the Operational Railway.
Network Rail has identified an Openreach product called “Network in Advance” which will enable Network Rail to develop a transformation plan to transition any risk and costs exposure with its P2P Connectivity estate by migrating Megastream services to allow third party telecoms service providers to deliver an end to end alternative to Megastream e.g. Optical connect Wide Area Network (WAN) services.
This procurement is for the provision of an Overhead Line Equipment (OLE) monitoring service for the c2c Class 357 fleet. This service will encompass the selection of technology, design, and installation of monitoring equipment on the passenger trains, ongoing maintenance, operation of the system, and subscription charges to the relevant supplier for data and analysis.
The OLE monitoring service will provide the following key functionalities:
• Height and Stagger Detection: Automated monitoring of OLE height and stagger, crucial parameters for safe and efficient train operation.
• Acceleration-Based Alerts: Detection of rapid changes in OLE parameters, providing early warnings of potential issues.
• Visual Processing: Analysis of streamed forward-facing CCTV and PanCam footage to identify:
o Balance weight positions on the OLE.
o Presence of birds' nests on the OLE infrastructure.
o Vegetation encroachment impacting the OLE.
This comprehensive monitoring service will enable NR to proactively identify and address potential OLE defects, contributing to improved safety, reliability, and performance of the railway network.
Aptitude Software Limited, TABS Software licencing + support & maintenance
This requirement is for a three year renewal for the Microgen Aptitude Software Licence, Maintenance and Support Agreement with Aptitude Software Limited via a Single Tender Action (STA) commencing on 23/06/2025.
The “Track access billing programme” has been established within Route Services IT to deliver a consolidated software application, database and infrastructure for the recording of Track Access, Compensation Payments (Planned and Unplanned) and the maintenance of reference data. The Billing programme is a strategic programme to improve the way in which the billing function for Network Rail (NR) is carried out and managed by the organisation.
As a longstanding client of Aptitude since 2008, Network Rail has leveraged Aptitude
Software Limited platform to support critical internal operations through a customised application built and maintained using the Aptitude Platform.
Key Areas of Support:
• Web Application Development
Network Rail uses the Aptitude Platform’s web application generator to develop and operate an internal application. Uniquely, they run their environment on Microsoft Windows, utilising IIS (Internet Information Services) and .NET technologies, rather than the more common Linux-based setup.
• Calculation Capability
The platform supports core business calculations - specifically, those used to model and determine the fees other companies must pay to access and use railway infrastructure. These financial models are essential to Network Rail’s operations.
• Ongoing Upgrades and Technical Support
Aptitude has supported several platform upgrades over the years, with the most recent migration to version 24.4.1. We assisted in resolving issues during this process, particularly compatibility concerns with Windows Server 2022.
• Testing and Migration Status
Network Rail is in the final phase of testing their newly upgraded application. Most system tests have been completed successfully, with a few final validations currently underway.
• Continued Engagement
While direct development work has been minimal since 2019, Aptitude
continues to provide proactive technical support, version upgrades, and assistance with troubleshooting to ensure continued platform stability.
Provision of a 24/7 call-out emergency service with blue light capability to ensure rapid response attendance of fully equipped emergency response vehicles and railway infrastructure maintenance trained resources at both major and minor emergency incidents along the railway within the London M25 area to support with derailments, terrorist attacks and fatalities to major railway infrastructure damage (track/ signalling), along with day-to-day operational services that ensure the fastest response times to enable Network Rail to keep the railway moving for our passengers.

This procurement is for the cloud storage and data transmission services specifically for the output generated by the PANDAS V (Pantograph Damage Assessment System - Visual) equipment. This equipment is being installed on a portion of the LNER fleet to monitor the condition of overhead line (OLE) infrastructure.
The PANDAS V system, developed and supplied by Transmission Dynamics (TD), includes integrated hardware and software components that generate image and associated data related to OHL conditions. The cloud storage and data transmission services are an integral part of the complete PANDASV solution, designed and configured by Transmission Dynamics to seamlessly manage and deliver the data captured by their proprietary equipment.
The data generated by the PANDASV system requires specific handling and integration with the system's analytics and reporting capabilities, which are unique to Transmission Dynamics' solution. Network Rail, who are the primary beneficiary of this data, already utilise Transmission Dynamics' PANDASV system and its associated data management infrastructure. To ensure seamless integration, data integrity, and compatibility with Network Rail's existing systems and workflows, it is necessary to procure the cloud storage and data transmission services from Transmission Dynamics.
This procurement is directly linked to the prior decision to implement the PANDAS V system, to align with existing systems on ECML, and due to its proven capability in OHL monitoring. The cloud storage and data transmission services are a necessary component to realise the benefits of the PANDAS V system.
