The requirement is for a Concessionaire to maintain, manage, operate, and exploit the Concession Advertising Space at operated stations. The scope of the concession opportunity will be more fully described in the tender notice and associated tender documents. This is currently intended to include the advertising space at stations operated by Network Rail from concession contract commencement but with mechanisms to allow for additional advertising space at other stations to be added. As part of planned reforms to the rail industry, including the establishment of Great British Railways (GBR), it is possible that stations currently operated by train operators contracted by the Secretary of State for Transport may also come within the scope of such contract although the timing and volume of such additional advertising opportunities is not yet known. The pre-market engagement will include exploring suitable mechanisms for modification of the concession contract in the future and incorporation of such assets during the life of the concession contract. The contractor(s) will provide where requested, fire engineering support, guidance and direction for both projects and actions, which may include Landlord Consents, Project Site Visits, Project Plan review, but not limited to those. Fire training for persons who are responsible for sites will be provided under the appropriate lot where required meeting legislation, site requirements and use of current systems to support those requiring the training. Introduction Network Rail (NR) is a public-sector organisation which owns, operates and maintains the rail infrastructure in the United Kingdom. Network Rail owns and operates 20,000 miles of track, 30,000 bridges, tunnels and viaducts and thousands of signals, level crossings and stations, as well as offices and depots across the country. We manage 20 of the UK's largest stations while all the others, over 2,500, are currently managed by the country’s Train Operating Companies (TOC’s). Although this may change with the nationalisation of the Train Operating Companies and the creation of Great British Railways (GBR). Background Network Rail, including TOC’s, use approximately 4.5TWh of electricity a year, about 0.5TWh is used by NR to power our stations, offices, depots, signals etc. (non-traction power) with the other 4TWh used to power the trains (Traction power). NR has a well-established Transition to Renewables (T2R) programme which includes both on-site renewables, via capital investment and supplier funded, and Corporate Power Purchase Agreements (CPPA’s). NR has a target to transition all non-traction consumption to renewables by 2030. Overview Network Rail intends to establish a framework of five capable and experienced suppliers to support the delivery of on-site or near site supplier funded renewable energy solutions delivered through Power Purchase Agreements (PPA). The framework will support a variety of renewable energy deployment types, including: • Rooftops installations • Car park solar canopies • Ground-mount systems • High energy consuming sites with potential to secure nearby land option. The framework will be technology agnostic, allowing for Solar PV, on-site wind turbines, and future emerging technologies, with the option to include energy storage solutions where appropriate. The framework will be awarded to five suppliers and be valid for 8 years. It will be available for use across Network Rail, as well as covering the nationalised ToC’s and GBR, including any affiliates. Call-offs will be run as mini competitions through the framework for individual sites or a portfolio of sites. Each resulting call-off contract will be for a term of up to 25 years depending on the technology and project requirements. At the end of the contract there may be an option to: • Purchase the renewable assets from the supplier for a nominal fee, or • Require the removal of the asset and reinstatement of the site.

The supplier may need to serve multiple sites, supplier owned or at NR premises, of which locations are varied across the Regions. Service Scope Network Rail (NR) plans to issue a tender notice this year for acquiring services related to Monitoring of the OLE in Great Britain. The procurement scope includes designing, building, operating, and maintaining specialised sensor technologies for capturing, processing, storing, and transmitting output data. Separate from the core fleet requirements, OLE monitoring has been identified as an area where it is most effective to gather data from in-service passenger trains, with successful trials having been undertaken. The primary benefit of this approach is the frequency of data collection, which can provide alerts for emerging defects, allowing a quick response to prevent dewirements and the associated significant train service disruption. New Technology and Innovation Network Rail is agnostic to the method of data collection, and is keen to promote new technology and innovation. For this dynamic OLE project, the solutions provided to meets the requirements must be a demonstrably proven solution. Scope and Specification Documents Technical Requirements Specification are available in Network Rail’s Bravo Platform to help the market prepare for the upcoming Tender. Please be aware that these documents are still in draft form and may undergo revisions before Network Rail issues them following the publication of the Tender Notice. Please note that the requirement will be fulfilled through a single contract award per lot. We are currently finalising the lotting strategy, and while each lot will be awarded to a single lead supplier, this does not mean that all delivery must be carried out by one organisation alone. Suppliers are encouraged to propose integrated delivery models that may include multiple technologies or partners, provided these are managed under a single contractual arrangement per lot. Network Rail is reviewing its strategic approach to how it manages accidents and claims and is seeking to understand options available in the market to ensure best value for Network Rail. Network Rail will require a new Supplier, under this Agreement, to optimise the management of its Accident and Claims through minimising off road time, timely and professional nationwide customer service, and reducing emissions. Network Rail currently operates a fleet of circa 10,000 vehicles made up of cars, commercial vehicles and HGVs. We also operate circa 1,200 short term hire vehicles. All of these vehicles are spread nationwide across the country therefore we would expect nationwide coverage of these services. During the time period of 1st July 2024 to 30th June 2025, Network Rail reported a total of 1,858 incidents for the core fleet (197 for cars and 1,661 for commercial vehicles). Therefore we estimate a 12% car incident ratio and 18% commercial incident ratio.

Network Rail (Wales & Western) are seeking market engagement to inform the procurement strategy of a framework agreement which will manage civil examinations on earthworks assets. Civil examinations within Network Rail refer to the inspection, examination and reporting of structural assets to ensure the safety, reliability, and longevity of railway infrastructure. These examinations help identify defects, monitor structural integrity, and determine necessary maintenance or repair works to prevent failures and ensure continued safe operation of the rail network. An Earthwork examination shall be sufficient to identify or determine and record information to enable Network Rail to manage the safety and performance of the Earthwork in accordance with NR/L3/CIV/065. Asset types to be examined: - Earthworks (as defined by NR/L3/CIV/065) Five chain lengths of Earthwork slope: a soil cutting, rock cutting embankment, or natural slope - Coastal and Estuarine Defences that are formed of earthworks A Structure that protects railway infrastructure against erosion or flooding by tidal waters. It includes protection works, which protect land against erosion and encroachment by such waters and which perform no flood defence role; and defences, which protect against flooding or attack by such waters. - Outside Party Slopes, whose failure may impact on Network Rail infrastructure, where the outside party is unable to provide a satisfactory management policy for the slope, will be, so far as is lawful, be subject to a cyclical examination. A cutting, embankment or natural slope, outside of the Network Rail boundary, owned or managed by an outside party, which may impact on Network Rail infrastructure. Where the outside party is unable to provide a satisfactory management policy for the slope, or demonstrate by other means that it is being managed in a satisfactory manner, the slope will, so far as is lawful, be subject to a cyclical examination. Examination Types: - Cyclical Earthwork Examination These examinations are cyclical in accordance with the Task Schedule or as otherwise instructed by Employer's representative. The scope must adhere to SCHI, SEHI and/or RSHI in accordance with NR/L3/CIV/065 - Rapid Response Earthwork Examination These examinations are for Emergency Situations as required. Network Rail is seeking to engage the market regarding the future procurement of a Certificate Lifecycle Management (CLM) solution. This project is driven by significant industry changes, including the CA/Browser Forum’s decision to reduce the maximum lifespan of public SSL/TLS certificates over the coming years. By 2029, certificates will require renewal as frequently as every 47 days, and domain validation reuse will be limited to just 10 days. These changes are intended to enhance security but will introduce substantial operational overhead, making manual certificate management impractical and automation essential. Network Rail operates across a complex landscape of on-premises, cloud, and supplier-managed environments. A key challenge is the fragmented ownership and lack of central visibility over certificates, particularly those issued and managed by third-party suppliers. This fragmentation increases the risk of outages due to expired or misconfigured certificates and limits Network Rail’s ability to monitor, renew, or enforce compliance directly. The CLM project aims to address these challenges by implementing a solution that enables the centralised, automated management of certificates throughout their lifecycle, regardless of where they are issued or managed. The solution must provide comprehensive visibility across all environments, support robust automation for renewal and validation, and enable clear supplier accountability through contractual mechanisms. This includes the ability to track certificates managed by third parties, enforce renewal responsibilities, and ensure that incidents caused by supplier failures can be managed contractually. Network Rail is inviting suppliers to demonstrate how their solutions can meet these requirements, including the ability to: Centrally track and manage certificates across all environments and suppliers. Automate certificate renewal, validation, and compliance processes. Provide visibility and control over third-party issued certificates. Support supplier accountability and contractual enforcement.
