Overview of the Specification The subject of this specification is to invite fee proposals from suitably experienced and qualified design consultants for the re-development of the jointly-owned former Royal British Legion site, adjacent to the Moreton-in-Marsh railway station, as part of the Town Council's strategy to create a new transport hub within the rail station environs. This specification sets out: - • Background to the project/work • Aims of the project • Size and scale of the project • Deliverables • Scope and approach of the project/work • Value of the contract • Quotation submission • Criteria for assessing quotations • Timeline for the assessment • The contact person Size and scale of the project The brownfield site requires development as part of a Transport Hub in a phased manner; the initial phase being primarily for parking and commissioning 55 car parking spaces as soon as possible. The Design Consultant (the Consultant) will be experienced in design and familiar with local design sensitives, to provide multi-disciplinary advice including architectural, civil & structural engineering, building services & quantity surveying, and other specialist advice as required. The Consultant will work with a qualified Project Manager and stakeholders to maximise the potential of the site, commissioning appropriate surveys etc. to meet planning requirements for the phased development to be designed to harmonise with the larger design and future development and delivery of the Transport Hub with the council and partners. All requirements of the Plan of Works to completion of the initial phased development of the site to be met, with opportunity extended for further design and development of the whole Transport Hub site. Liaison and properly coordinated activities and reporting throughout the commission are expected, ensuring that all partners are regularly informed of cost and comprehensive risk management issues. 1.1 Moreton in Marsh Town Council will be awarding a contract for grass cutting with limited Tree, Hedge and Ditch trimming to the following areas: 1.1.1 Detailed Areas within Moreton in Marsh; High Street, Cemeteries, Parks and Amenity Areas, Verges, Ditches, Hedges, and Low level tree pruning to Lime trees. 1.1.2 The contract will be awarded for an initial period of one year plus four further years initially commencing March 2023. The Council reserves the right to cancel or withdraw from the selection and evaluation process at any stage. 1.2 The Service Provider by submitting their tender for the works agrees to comply with all conditions as specified herein. MiMTC are looking for companies to provide innovative solutions who are open to working alone or in partnership with others to provide the best solution. The project itself will be delivered in two phases after an initial review of the existing equipment with consideration of advice from RoSPA and any Interested Suppliers. Phase-1 • Refurbishment of retained equipment • Installation of peripheral play equipment • Installation of safety surfaces Phase-2 • Installation of a focal piece of play equipment • Installation of safety surface. MiMTC are looking for complete designs that incorporate both Phase-1 and Phase-2. MiMTC have funds for Phase-1 of the project and will be assisting the community to raise funds for Phase-2. The dynamic solution will need to be one that inspires people to help raise further funds for Phase-2 to complete the overall design. The design will also require some consideration as to how the solution can be provided. The solution may require to be broken down into smaller deliverable parts, but it may also be necessary to partner with other providers or installers to provide a highly creative solution whilst working within the site restrictions in place.
