18/1123 Community Mental Health & Wellbeing Services for Children and Young People in Moray
The Council is committed to the provision of community-based support and services for children, young people and their families to improve their mental health and wellbeing (MHWB). The aims are for children & young people to get the help they need, at the right time and place from people with the right knowledge, skills and experience to support them. This will be available in the form of easily accessible support in their local areas.
Moray Council is leading the redevelopment of the ‘Grade B listed’ Elgin Town Hall and forms part of the overarching Cultural Quarter project.
The building is currently a thriving multi-use venue which hosts community events and touring acts. The existing auditorium is capable of hosting 550 patrons.
The redevelopment provides a complete reconfiguration and refurbishment of the existing building and performance spaces with new specialist and state-of-the-art technical infrastructure complete with stage engineering, stage lighting and audio visual systems.
The building will have a new inviting and modern-day foyer and entrance plaza added to the current north east elevation.
A new build extension is also allowed to the rear of the existing building which will provide a new 90 seat studio theatre with support accommodation.
Levelling Up Funding LUF Civil Engineering and Construction Framework 2025
This procurement involves the establishment of a single supplier framework to deliver a number of civil engineering work packages associated with the Levelling up Funding for Moray.
Moray Council wish to procure a service to deliver support and advice on activities and works delivered by the Council relating to the Energy Efficient Scotland programme.
Moray Council will be constructing a new Cemetery in Elgin. The cemetery design has been prepared by Ironside Farrar Limited.
The works will include construction works required for the cemetery: this includes extensive earthworks, construction of NMU and road accesses, drainage installation, tree planting and removal, and grass and flower seeding.
There are several constraints on the project, which include the presence of a high-pressure gas mains near the site and ecological constraints.
We are looking to contract with a suitably qualified youth organisation, with evidenced good local knowledge, to manage the Elgin Youth Engagement bus, delivering a wide range of high-quality engagement opportunities and activities, which will be co-produced alongside young people in order that they are relevant and of interest to those aged 11 years and up.
Moray Council seek to enter into a contractual agreement with a provider for the provision of residential care services for up to eight children and / young people within the geographical area of Moray. The main purpose of the service is to deliver residential care as a positive experience to children and young people who are looked after and accommodated by Moray Council. The service must be consistent with The Promise in providing a safe, secure, caring and loving environment for children and young people to grow and develop within.
The provider should be committed to The Promise and have aligned policies, strategies and practice to inform change, where required to ensure children, young people and families are at the centre. The principles of “Getting it Right for Every Child (GIRFEC)” are paramount to successful delivery of this service.
The provider will be able to deliver;
- In the locality of Moray
- A trauma informed service
- Proactive recognition, planning and effective use of tools to minimise behaviours that potentially put young people and others at risks, and the potential for exploitation
- Proactive support, maintaining and establishing positive connections with families and friends in maintaining lifelong connections
- Transition support in order to enhance all areas of young people’s life
- Working collaboratively to support the local authority to return young people from residing out of area
- Working collaboratively with the local authority to achieve the best possible outcomes
The Council is seeking to appoint an external Service Provider that is experienced and appropriately qualified to implement and deliver a counselling service for children and young people aged 10 years and over (up to and including young people aged 18 years) that is embedded within a whole system approach to supporting mental health and wellbeing, including whole school and early intervention approaches.
The council is going out to tender for a contract to provide Mental Health Services in Moray, this tender will be divided into two lots:
Lot 1 – High-level Community Support 18-65 years
Lot 2 – Lower-level Community Support 18+ years
Parkholme requires to provide a 24 hour service for a small number of adults with complex physical and learning disabilities. This includes accommodation, care and support and clinical oversight on an individual basis, in accordance with the outcomes and assessed needs detailed in the support plan, and agreed with the individual and their Guardian. This Care Home setting must be managed in accordance with the National Care Standards http://www.nationalcarestandards.org/ and national quality outcomes including but not limited to the National Health and Wellbeing Outcomes. Individuals that live in Parkholme require to be supported to achieve outcomes out with the care home setting and there is an expectation that they will receive a variety of 1:1, group and background support including overnight whereby two staff members will be required to respond when needed. Parkholme is a well established Care Home in Moray and the building is owned by a Housing Association.
18/1007 DA01 Housing Investment Programme 2024: West Area
Upgrade works to designated housing properties in the West area of Moray, in order to meet EESSH requirements. This project will be procured as a direct award from SCAPE Scotland Construction framework.
